Project requires submittals of the Water Quality Management Plan (WQMP). o Site flows will drain towards Lake Elsinore and would qualify for the “Highest and Best Use” exemption. Infiltration will not be allowed. Bioretention/Biotreatment is preferred. o Please comment #3 regarding infiltration rates. o Approved Preliminary WQMP due prior to Planning Commission. To attain approval of the Preliminary WQMP, the project shall submit through the City’s Self-Service Portal for a formal Plan Check review of the report. Please note that a Plan Check Review is separate from the DRC process. Please use the link to access the City’s Portal page: http://www.lake-elsinore.org/city-services/online-services/citizen-self-service-portal o Approved Final WQMP due prior to grading permit. o All runoff from site shall be treated for pollutants of concern prior to release. 2. For Geotechnical Update report by Geocon West Inc. dated February 22, 2022, please provide a thorough narrative of the percolation testing. Please see Appendix A of the RCFC LID BMP Handbook minimum requirements. 3. For Geotechnical Update, please verify and revise results as outlined in Table 7: Infiltration Test Rates for Percolation Areas. Based on test results provided, infiltration rates for P -2 and P-4 would be 0.35 and 0.22 in/hr., respectively. LID Infiltration BMPs are not acceptable if infiltration rates below 1.6 in/hr. 4. Attached are additional comments to the Geotechnical Update. Please revise and resubmit. 5. Please include narrative and summary of the project’s pre -development and post-development conditions. Additional comments are provided in the Drainage Study. Please revise and resubmit. 6. Preliminary grading plans show weep holes oriented to adjacent property to the east. Please provide drainage acceptance letter from property owner. 7. Project is within the 100-yr floodplain. o Building foundations will be required to be raised above the floodplain plus three (3) feet per Lake Elsinore Municipal Code 15.68.020. ▪ Review LEMC 15.64 and 15.68 for Flood Damage Prevention and Floodplain Management requirements. o No import is allowed from outside the lake area and project shall balance on site. o Please confirm all elevations shown are based on NGVD29. FEMA elevations are typically based on NAVD88. o On the preliminary grading plans, please show the delineation of the FEMA floodplain. ENGINEERING DEPARTMENT PA 2021-19 Rome Hill Commercial – APN 371-150-001, -002 DRC Date: October 6, 2022 o Project shall coordinate with FEMA to file a LOMR or LOMC. 8. Project frontage improvements shall be per Riverside County TLMA and shall coordinate with Riverside County TLMA through the City of Lake Elsinore’s DRC process. o Project shall also coordinate with Riverside County TLMA for required right-of-way dedication. 9. Please ensure consistent vertical datum is used throughout all plans and reports. 10. Project is required to complete the Traffic Scoping Agreement with the City Traffic Engineer. Please complete the attached scoping agreement form. 11. Please separate and revise VMT Screening Memo. Additional comments are provided in the Trip Generation Analysis and VMT Screening letter. City TIA Guidelines are attached as a reference. 12. Please provide an on-site turning analysis or exhibit to ensure proper turn movement can be accomplished. 13. Parcel Merger will be required to merge APN 371-150-001 and 371-150-002. Parcel Merger is required to be recorded prior to issuance of a building permit. 14. It is recommended to coordinate with SCE early and often I the development process to review load forecasts and start advanced engineering study to determine the method and scope for providing service. 15. Additional comments will follow upon additional or new information provided.
