PROJECT DESCRIPTION
PROJECT LOCATION
The 6.77 acre project site is located within the City of Lake Elsinore and consists of APN
371-150-017. It is located on the north west corner of Grand Avenue and Kathryn Way.
Kathryn Way is an unimproved road within the County of Riverside.
PROJECT PROPOSED ENTITLEMENTS
The project is requesting the following entitlements: (GPA2022-01) to amend the Land Use
Dsignation of the project site from General Commercial (GC) and High Density Residential
(HDR) to Light Industrial (LI); a Zone Change (ZC 2022-02)to change the zoning from
Commercial Park (CP) and High Density Residential (R3) to Commercial Manufacturing (C-M); a
Conditional Use Permit (CUP 2022-17) to establish outdoor storage; a Commercial Design
Review (CDR 2022-012) to construct two (2) new industrial warehouses with office space
totaling 92,760 sq. ft.
COMMERCIAL MANUFACTURING WAREHOUSE
The proposed Rome Hill project would develop the 6.77 acre project site with 2 buildings. The
project proposes to phase the buildings in this order. Building 1 is proposed as Phase 1.
Phase 1 will consist of a 46,276 sq ft building with the intended use of commercial
manufacturing. There will be two 60’ long loading docks at the rear of the building at the east
and west side. Building 2 will be Phase 2 and will consist of a 46,484 sq. ft. commercial
warehouse. There will be 2 60’ long loading docks at the rear of the building on the west and
east side of the building.
The project also includes ample landscaping along Grand Avenue and Kathryn Way. The
parking lot islands are proposed as being landscaped along with the required trash enclosures
throughout the site. The project also includes 180 parking stalls, vehicular traffic circulation,
CMU walls and electric gates with knox boxes. All relevant, water, sewer, electricity and cable
are available at the project site.
Infrastructure Improvements
The project site is located within an area that contains existing infrastructure within the
adjacent righ-of-way. The proposed project would install onsite infrastructure that would
connect to the existing infrastructure that surrounds the site as described below.
Water
The project would connect to and be served by the existing 12” water infrastructure located in
Grand Ave.
Sewer
The project would connect to and be served by the existing 15” sewer mainline located on site.
Drainage
The project would install an onsite storm water drainage system that would route run-off to a
proposed bio detention basin located in the north end of the property.
Other Infrastructure
The project would connect to existing dry utility infrastructure located in the right-of-way in
Grand Ave
Offsite Access
Kathryn Way, which lies within the County of Riverside is being proposed as secondary access
via a separate application with the County of Riverside Transportation dept.
