Pre-Application Review No. 240056 proposes to widen a portion of northbound Grand Avenue adjacent
to APNs 371-150-001, 371-150-002, and 371-150-016 to 38 ft wide along with a dedicated right turn lane.
PAR2400056 also proposed to construct a 40 ft fire access road on APN 371-150-016. The project is
partially located in the Lakeland Village District within the Elsinore Area Plan. It is specifically located
northeast of Grand Avenue, northwest of Kathryn Way, southwest of Lake Elsinore.
This item was scheduled for review by the County’s Development Advisory Committee (DAC) meeting on
September 12, 2024, with resulting comments and/or recommended conditions of approval enclosed
herein or attached.
PLANNING COMMENTS
1. The proposed Project is partially located within the Community Development: Medium High Density
Residential (CD:MHDR) land use designation. It is also partially within the Regulated Development
Areas Zone (R-D). The rest of the project area, specifically APNs 371-140-001 and 371-150-002,
is located within the City of Lake Elsinore.

FEES OVERVIEW
A listing of potential fees for requested/required entitlements may be reviewed via the County’s adopted
Fee Schedule, available online at link below. Note that all staff time spent reviewing submitted materials
as well as any presentations made at workshops, scoping meetings and public hearings will tracked and
billed against money provided as a deposit. Moreover, note that an initial deposit will not cover the entirety
of staff’s review and that it is likely and typical that multiple deposits will be required to see a project from
submittal through determination and issuance of permits for construction. Any monies not utilized over the
amount of $5.00 in staff’s review will be refunded in accordance with County policies.

Grading Comments:
1. Indicate whether the access drive is asphalt or concrete. Keep in mind minimum surface grades are
.35% for concrete and 1% for all other surface types.
2. Provide Spot Elevations (proposed finish surface elevations) sufficient to demonstrate the streets,
driveways, parking lots, valley drains, and drainage grades meet minimum requirements. Spot
elevations should be provided at street intersections; cul-de-sac ends; beginning and end of driveways;
parking lot extremities, entrances and exits and all grade breaks.
3. Design, so that improvements are located within the property boundaries.
4. It appears that some off-site drainage may be blocked or diverted. Provide additional off-site
topography and elevations.

PRE-APPLICATION REVIEW TO CONSIDER THE WIDENING OF GRAND AVE, NORTHBOUND, TO
38 FT. WIDE AND PROVIDE FOR A DEDICATED RIGHT TURN LANE INTO THE PROPERTY AND
CONSTRUCT A 40 FOOT WIDE FIRE ACCESS ROAD TO 371-150-001 & -002. The Department has
minimum lot size requirements for lots proposed to be created and developed based on the use of an
OWTS. The minimum lot size for any subdivision of property made pursuant to the Subdivision Map Act
proposing to use OWTS shall not be less than 0.5 acre (gross), or less than 2.5 acres (gross) if also
proposing individual domestic wells. In proposed subdivisions where high ground water, steep slopes, or
poor soil conditions exist, or where there are significant impacts to ground water quality, any or all of the
following may be required: an increase in lot size, supplemental treatment, or other mitigating measures
as determined by the Department. Where zoning regulations require greater lot sizes, those regulations
shall take precedent.

015 - Fire General Fire Department Advisory Comments
1. Fire Department access roads shall be all weather and capable of sustaining 80,000 lbs. Unless
otherwise approved, the grade of a fire apparatus access road shall not exceed 16 percent and the cross
slope shall not exceed 2.5 percent. The angles of approach and departure for fire apparatus access
roads shall be a maximum of 6 percent grade change for 25 feet of approach/departure. Reference CFC
503.1.1, 503.2.1 as amended by the County of Riverside and Riverside County Office of the Fire Marshal
Guidelines.
2. Show existing and proposed fire hydrants.
3. Indicate the dedicated turn around area at the end of the road with dimensions.
4. Coordinate with the City of Lake Elsinore for any additional requirements for the proposed buildings
within their jurisdiction.

FLOOD HAZARD REPORT

Preliminary Application Review (PAR) 240056 is a proposal to widen northbound Grand Avenue to
38-feet-wide, provide a dedicated right turn lane into the property, and construct a 40-feet wide fire
access Road along the eastern edge of the parcel to the east. These improvements are for the Rome Hill
Commercial Park that will also include constructing a 2-story commercial building with offices and
warehouses. The commercial building, offices and warehouses will be within the City of Lake Elsinore
and the road and access improvements on the parcel to the east will be within unincorporated County of
Riverside. The project will be located northwest of the intersection between Kathryn Way and Grand
Avenue and is within the Lakeland Village master drainage plan (MDP).
The existing site has a mild slope and runoff sheet flows in a northwesterly direction towards Lake
Elsinore. From the southeast there is an approximately 320 acres tributary to this project site. The
District’s Lakeland Village MDP Line K-1 is proposed to run westerly on Grand Avenue and then
northeasterly on APN 371-150-016 before draining into Lake Elsinore and would protect the site from
these offsite flows. About a half of the project area lies within FEMAs Zone AE with an additional
quarter within FEMAs Zone X (shaded) all regulated by ordinance 458. The area of the floodplain can be
found on the District’s webmap: https://content.rcflood.org/webmaps/rcfc.html. Since this project involves
a FEMA mapped floodplain with a portion of the project within the City’s limits, the City will be
responsible to review and approve the applicant’s studies, calculations, plans, and other information
required to meet FEMA requirements.
The District has reviewed the submitted street improvement plan. This plan indicates the preliminary
locations of the proposed buildings, parking, and street improvements. However, no proposed drainage
facilities are included on the submittal for review at this time. In addition, no proposed grading has been
included for review with this submittal.
To protect the project site from offsite flows and for orderly development, the project will be required to
construct Line K-1 or a functional equivalent per the existing Lakeland Village MDP. Storm drains should
be constructed within street rights of way whenever possible. Drainage facilities located outside of
right-of-way, if required, shall be constructed within dedicated drainage easements. Maintenance access
must be provided to storm drain inlets and outlets. The maintenance responsibility for drainage facilities
shall be determined when land division and use cases are submitted to the County for processing and
review. All proposed storm drain improvements collecting and/or conveying the 100-year storm event
shall be maintained by County Transportation Department, if smaller than or equal to 36-inches, or Flood
Control, if larger than 36-inches, (based on the MOU) and shall be designed to the corresponding
standards.
Future submittals shall depict points of concentration where offsite runoff enters the site, and points of
discharge from the site, including the drainage area in acres and 100-year storm peak discharge at each
point. The applicant shall demonstrate to the District how the site will be protected from these storm
flows. This may require the construction of additional storm drains and/or inlets.
According to County Ordinance 458, all new buildings and or substantial improvements located within
the 500-year floodplain limits of Lake Elsinore shall have their lowest floor elevated a minimum of three
(3) feet above said water body’s 100-year water surface elevation to account for wave action. For Lake
Elsinore the 100-year surface elevation shall be 1265.7’ (NAVD88). Moreover, Ordinance 458 stipulates
that any flood water storage displaced as a result of fill placement within Lake Elsinore’s 100-year
floodplain shall be made up by excavating 1.3 times the displaced volume within the elevation range
between 1249.4’ and 1265.7’ (NAVD88) to ensure the 100-year water surface is not changed due to the
development. Future proposed grading should take this into consideration. As mentioned, the proposed
buildings for Rome Hill Commercial Park are currently shown within the City’s limits.

The applicant shall submit a drainage study report for the collection and conveyance of the tributary
offsite flows. The hydrology section of the drainage report shall include hydrology calculations based on
the District’s Hydrology Manual and its addenda. The section shall include computer modeling input and
output and/or hand calculations, hydrology map and any other supporting exhibits to facilitate review.
The onsite and offsite flowrate results shall be summarized in the report. In addition, fully discuss,
document, and analyze any interim drainage conditions when applicable.
The hydraulic section shall discuss facility sizing, storm drain hydraulics, floodplain hydraulic model, and
basin routing. The section shall include hydraulic digital files of existing and proposed condition input and
output (i.e. WSPG, HEC-RAS, Basin Routing, etc.).
Every effort has been made to identify all potential areas of concern for which the District will
recommend conditions of approval should this case be filed. However, if during further review of the site
and development proposal, additional public safety and health issues are discovered, the District
reserves the right to bring such issues to the attention of the hearing body.

Provide a single digital file in PDF form on a non-rewritable Compact Disc (CD) media with a Landscape
Concept Plan (LCP) on County standard Transportation Department Title Block plan sheet format (24" x
36"), 1:20 scale, with title block, north arrow, limit of work lines, hardscape features, graphic scale, and
street names, etc. Plan shall clearly depict concept designs for the expected future final landscaping,
shading, and parking plan. Final landscape plans will be required to be submitted, reviewed, and
approved prior to the issuance of building permits.
The LCP shall be prepared in a professional manner by a California Licensed/Registered Landscape
Architect and signed/stamped by such and include on-site and off-site proposed landscape
improvements.
For basic guidance, please review Section 18.12, Sections 19.300 through 19.304 of Ordinance No. 348,
Ordinance No. 859, and the Riverside County Guide to California Friendly Landscaping. No irrigation
system information is required but the plan shall include an estimated annual water use calculation for
irrigation on the project. Conceptual plan shall also provide information on the size, number, genus,
species, common name, spacing, plant factor, size, and symbol of trees, bushes and ground cover to be
provided within landscaped areas and in other open space areas within the project. Plants must be
selected from the Riverside County California Friendly Plant List. Water efficient planting materials are
encouraged. Special features, such as rockwork, fencing, water features, existing plants to remain,
MSHCP regulated areas, ALUC flight areas, recreational trails, and uses shall be identified.
Planting plans shall consider existing landscaping on adjacent and nearby properties and provide a
logical transition to the on-site landscaping concepts with designs to prevent abrupt contrasts between
properties, typically show 300 feet from project boundary.
If impacts to on-site or nearby biological resources require special treatments, the planting plans shall be
reviewed and approved by a professional biologist from the County's official list.
If the project is in the Coachella Valley, the landscape architect shall coordinate with the Riverside
County Agricultural Commissioner's for a current list of quarantine plant materials. The number for the

HANS-JPR Requirement
This Project is located in the Western Riverside County Multiple Species Habitat Conservation Plan
(WRMSHCP) Criteria Area and as such the Project requires a Habitat Acquisition and Negotiation
Strategy (HANS) Review. A HANS Application must be filed with Environmental Programs Department
(EPD). HANS must be completed and all other MSHCP requirements must be met prior to request for
Joint Project Review (JPR). JPR shall be completed by the Regional Conservation Authority (RCA)
prior to scheduling this case for any public hearing.

MSHCP Consistency Analysis

This case falls within the Western Riverside County Multiple Species Habitat Conservation Plan
(WRMSHCP). This case is required to provide documentation to comply with the WRMSHCP
requirements listed below prior to scheduling this case for any public hearing.
A habitat suitability assessment(s) and potentially focused survey(s) for the following species are
required to complete WRMSHCP review:
Riparian/Riverine Area and Vernal Pool Species (WRMSHCP, Section 6.1.2)
[X] An assessment onsite pursuant to Section 6.1.2 shall include the identification and mapping of all
Riparian/Riverine and Vernal Pool features and a description of the functions and values of the mapped
areas with respect to the species listed under the “Purpose.” Factors to be considered include
hydrologic regime, flood storage and flood flow modification, nutrient retention and transformation,
sediment trapping and transport, toxicant trapping, public use, wildlife Habitat, and aquatic Habitat. The
functions and values assessment will identify areas that should be considered for priority acquisition for
the MSHCP Conservation Area, as well as those that affect downstream values related to Conservation
of Covered Species.
If the mapping required in Section 6.1.2 identifies suitable habitat for any of the six species listed below
and the proposed project design does not incorporate avoidance of the identified habitat, focused
surveys shall be required.

-Southwestern willow flycatcher (Empidonax traillii extimus)
-Western yellow-billed cuckoo (Coccyzus americanus occidentalis)
-Riverside fairy shrimp (Streptocephalus woottoni)
-Santa Rosa Plateau fairy Shrimp (Linderiella santarosae)
-Vernal Pool fairy shrimp (Branchinecta lynchi)
All Riparian/Riverine, Vernal Pools and other species’ suitable habitat identified onsite shall be

PRIOR TO SCHEDULING OF ANY IMPLEMENTING PROJECT (TRACT MAP, PARCEL MAP, PLOT
PLAN, CONDITIONAL USE PERMIT, ETC.) FOR A PUBLIC HEARING/ACTION, THE FOLLOWING
REPORT SHALL BE SUBMITTED TO AND APPROVED BY THE COUNTY GEOLOGIST:
A geologic/geotechnical investigation report. The investigation shall address geologic hazards including,
but not necessarily limited to, slope stability, rock fall hazards, landslide hazards, surface fault rupture,
fissures, liquefaction potential, collapsible and/or expansive soils, hydroconsolidation, subsidence, wind
and water erosion, debris flows, seiche, and groundshaking potential. The report must be signed and
stamped by the registered geologist and engineer responsible for its content. For completeness and
direct correlation to the proposed project, the consultant shall be provided the most recent copy of the
project case exhibit (tract map, parcel map, plot plan, CUP, etc.) for incorporation into the consultant’s
report. Furthermore, the consultant shall plot all appropriate geologic and geotechnical data on this case
exhibit and include it as an appendix/figure/plate in their report. The geologic/geotechnical investigation
report shall be reviewed and approved by the County Geologist prior to scheduling this case for a public
hearing.
Note: In order to initiate review of the subject report, acquisition of a County geologic report (GEO)
number and submittal of review applications is required. All reports should be signed electronic copies in

After submitting the required applications/forms online, the report(s) and project plans should be
uploaded to the corresponding GEO Case on PLUS. If applicant has any questions, please email the
County’s Chief Engineering Geologist directly at jculotta@rivco.org. The issued GEO number should be
referenced with all correspondence. The applications/forms and/or reports should not be sent to the
Planner or County Geologist for submittal.
The applicant and their consultant should also be aware that County Ordinance 457.98 requires a
grading permit for any exploratory excavations consisting of 1000 cubic yards or greater in any one
location of one acre or more. This applies to all trenching, borings and any access road
clearing/construction that may be necessary.

THE FOLLOWING PALEONTOLOGICAL REPORT SHALL BE SUBMITTED TO AND APPROVED BY
THE COUNTY GEOLOGIST:
A Paleontological Resources Investigation Report. The investigation and report shall include, at a
minimum, appropriate literature research, personnel interviews as appropriate, site geologic mapping,
discussion and description of specific geologic formations/units encountered at the site, and a
description of any/all paleontological resources found and/or anticipated to be present at the site. The
report shall state the extent and potential significance of the paleontological resources that may exist
within the proposed development and provide appropriate measures through which the impacts of the
proposed development may be mitigated. In addition, the paleontological consultant shall plot all
appropriate geologic and paleontological data on the parent case exhibit and include it as an
appendix/figure/plate in their report.
All reports shall be signed by the qualified paleontologist responsible for the report’s content. All reports
shall also be signed by all other parties responsible for the report’s content (eg. Professional Geologist),
as necessary. A signed electronic copy of the report, project plans, and all required review applications

1. Fire Department access roads shall be all
weather and capable of sustaining 80,000 lbs.
Unless otherwise approved, the grade of a fire
apparatus access road shall not exceed 16 percent
and the cross slope shall not exceed 2.5 percent.
The angles of approach and departure for fire
apparatus access roads shall be a maximum of 6
percent grade change for 25 feet of
approach/departure. Reference CFC 503.1.1,
503.2.1 as amended by the County of Riverside
and Riverside County Office of the Fire Marshal
Guidelines.
2. Show existing and proposed fire hydrants.
3. Indicate the dedicated turn around area at the
end of the road with dimensions.
4. Coordinate with the City of Lake Elsinore for
any additional requirements for the proposed
buildings within their jurisdiction.
