HomeMy WebLinkAboutJune 11 Meeting Minutes County Flood City Planning 061125 158993869.1 Page | 1 Meeting Minutes – June 11, 2025 Rome Hill Industrial Development, City of Lake Elsinore – PAR 240056 Attendees: Guy Selleck, Steve Galvez, Kelly Black, Wai Chen, Kevin Tsang, Doug Bloom, Traci Williams, Amy McNeil, John Obing, Jose Merlan, Damaris Abraham, Nancy Huynh, Eva Covarrubias, Cassandra Simas, Harry Sandoval, Paul Pfizer, Art Uata, Robert Macharia Location: County of Riverside Administrative Center, 8th Floor Conference Room A – 1:00 pm and Teams (Virtual) Background ❖ Project site is located predominantly in the City of Lake Elsinore with a portion of the site located in the County of Riverside ❖ Project proposes to develop an two (2) industrial buildings with associated site and public improvements – An emergency driveway (24-foot width) will be developed on that portion of the project site that is within the County of Riverside ➢ At one time the project included a larger road improvement on the property within the County but the project has since been revised and now all that is necessary is an emergency access driveway ❖ County requirements will be reflected in project Conditions of Approval that will be submitted to the City for inclusion in the project documents and conditions Wai ❖ Improvements for the project in terms of roads are the curb cuts/improvements along the project frontage on Grand Avenue and the emergency access driveway ❖ Project has a completed WQMP – Will double check to ensure the driveway improvement is part of that document ➢ County requested copy of the project’s PWQMP to review. Rome Hill team will provide Action Item: City of Lake Elsinore to confirm that the project WQMP includes the proposed 24- foot driveway and that additional WQMP work is not required ❖ County would prefer to have everything covered in one document as opposed to multiple documents ❖ Update: E-mail from P. Fizer (6/11/25 at 4:03 pm) confirmed the City is open to having an all-in-one consolidated WQMP administered by the City. Wai is directed to include the offsite driveway within a DMA in the next PWQMP resubmittal 158993869.1 Page | 2 Discussion ❖ Access and circulation issues for the adjacent landowner – There is a separate 16 foot easement that owner has for access on his property. While the owner has been using the project’s access, it has done so without legal permission. There is no reciprocal or access easement recorded on the project site for the benefit of any adjacent landowners. County requested to show the dedicated easement on the site plan and to verify with title that it exists. Kevin ❖ County general plan designation for Grand Avenue is Major Highway – Project frontage improvements must include a right turn lane for the Grand Avenue driveway into the project site – At build-out Grand will have 4 lanes plus a middle turn movement lane ➢ Right turn lane – 12 foot maximum – Can use some of the parkway area to create the lane (will have a smaller landscape area and sidewalk) ❖ For the turn onto the emergency access road, do not need a turn lane but will need a transition Art ❖ Please show the location of the adjacent landowner’s access easement on the project map Harry ❖ County property is outside of an MSHCP Criteria Cell but still need a memo documenting how the project is consistent with the MSHCP for the County File Action Item: Shawn (Bio Consultant) will do a technical memorandum to document consistency with the MSHCP. Email was sent on June 11th to Mr. Harry Sandoval and HES Environmental to confirm the requirements needed for the tech memo Amy ❖ Master drainage plan for the area – Future 36 inch pipe planned. Currently there are approximately 63cfs of flow in the area – Water predominantly stays on the other side of Grand Avenue from the project site ❖ Discussion – Water ponding and flow characteristics for the area, current area drainage facilities and improvements, how current flows could impact the future project emergency access driveway (driveway will sit higher than area where water historically flows) Wai ❖ Emergency driveway is a highpoint – Offsite water will not impact the emergency driveway Discussion ❖ For an encroachment permit need to address the offsite water flows and how the “after” project condition will not impact neighboring properties ❖ Amy – Will follow up with staff at Flood about the change from a road to a private emergency access driveway 158993869.1 Page | 3 ❖ Street ROW – Self retaining basin is the only BMP that the County will permit in public ROW ❖ Amy – Show offsite flows are not being blocked by the improvements – Show how offsite flows are bypassing the improvements Action Item: Wai and team need to show offsite flow routes and how the water currently flows to the existing improvements. Also need to show how water flows through the site towards the mitigation property adjacent to the project site ➢ Need to show post-project flow situation – Demonstrate that the project will not cause issues for adjacent landowners ➢ Need to show some sort of drainage easement that represents the off-site flows ➢ County minimum drainage easement for an encroachment permit is 20 feet
