SUBJECT: PLANNING APPLICATION (PAR) NO. 2021‐19
ROME HILL COMMERCIAL – CITY OF LAKE ELSINORE
EVMWD WO# 22‐096
On September 13, 2022, the District received the subject PA. The project consists of construct foure warehouse
buildings located north of Grand Avenue between Russel Street and Kathryn Way (APN 371‐150‐001 and 371‐150‐
002). The site plan for this project is attached as Exhibit A and the existing water and sewer map is attached as
Exhibit B. The District has the following comments:
Developer/Owner will be required to schedule a Due Diligence meeting with the District to discuss the following
potential sewer and water requirements:
o Provide a water hydraulic study.
o Install a public Zone 1434 12‐inch waterline in Grand Avenue along the properties frontage.
o Install onsite and offsite fire hydrant per the Fire Department requirements.
o Install onsite public water mains to serve the onsite fire hydrants if required by the Fire Department.
o Install an individual 2” water service with a backflow device for each building/suite with backflow device.
o Install an irrigation 2” water service with backflow device for the lot.
o Install fire service(s) with a double detector check assembly per Fire Department requirements.
o Install a minimum 6‐inch sewer lateral for the lot.
o Based on the Districts GIS system, there is a public water main and sewer main on the private property.
The easements for the public mains shall be within a path of travel. No trees, shrubs, structures, parking
stalls shall be placed within the public utility easement.
Developer/Owner will be required to dedicate to the District an Easement for all onsite public water and sewer
facilities.
Developer/Owner will be required to dedicate to the District a Water Rights Grant Deed.
Developer/Owner will be required to submit a Fire Flow Application.
Developer/Owner will be required to submit a Will Serve Application. This application will detail the water and
sewer capacity fees.
Developer/Owner will be required to submit, and secure, a Wastewater Industrial Permit from EVMWD Pre‐
Treatment Department.
Developer/Owner will be required to submit a Plan Check Application and plan check deposit.
Developer/Owner will be required to submit an Inspection Application Package with inspection deposit and
complete a Pre‐Construction meeting with the District prior to construction on/around sewer, water, and
recycled water facilities.
