PUBLIC HEARING NOTICE City of Lake Elsinore
A PUBLIC HEARING WILL BE HELD BY THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE ON TUESDAY, NOVEMBER 18, 2025, AT THE LAKE ELSINORE CULTURAL CENTER, 183 NORTH MAIN STREET, LAKE
ELSINORE, CA, 92530, AT 7:00 P.M. OR AS SOON THEREAFTER AS THE ITEM MAY BE HEARD TO CONSIDER THE FOLLOWING:
Planning Application No. 2021-19 (Rome Hill Commercial Project): The proposed Rome Hill Commercial Project would develop the existing 6.77-acre project site in two (2) phases with two
(2) new two-story commercial manufacturing warehouse buildings totaling 92,760 square feet. Each building is proposed to be approximately 46,000 square feet and would include mezzanines,
offices, and loading docks. The project includes the following entitlements: a General Plan Amendment (GPA 2022-01) to amend the Land Use Designation of the project site from General
Commercial (GC) and High Density Residential (HDR) to Light Industrial (LI); Zone Change (ZC 2022-02) to change the zoning from Commercial Park (C-P) and High Density Residential (R-3)
to Commercial Manufacturing (C-M); Conditional Use Permit (CUP 2022-17) to establish outdoor storage; Commercial Design Review (CDR 2022-012) to construct two (2) new commercial manufacturing
warehouse buildings; and a Variance (VAR 2025-08) to reduce the required front yard setback from 15 ft. to 6 ft. due to site constraints. The project is located on Grand Avenue and
Kathryn Way and includes Assessor Parcel Number 371-150-017.
Pursuant to the California Environmental Quality Act (CEQA), an Initial Study (IS; Environmental Review No. 2025-02) was prepared for the project to assess potential environmental impacts.
The IS determined that the project would have potentially significant environmental impacts, but those potentially significant impacts could be mitigated to less than significant levels.
A Mitigated Negative Declaration (MND; State Clearinghouse No. 2025090173) was prepared and was made available for a 30-day public review and comment period from September 5, 2025 to
October 6, 2025. Notice to all interested persons and agencies inviting comments on the MND was published in accordance with the provisions of CEQA and the Lake Elsinore Municipal Code.
PLANNING COMMISSION RECOMMENDATION: On October 21, 2025, at a duly noticed Public Hearing, the Lake Elsinore Planning Commission by a 4-0 vote recommended that the City Council approve
the proposed project.
ALL INTERESTED PERSONS are invited to submit written information, express opinions, or otherwise submit written evidence by email to calvarez@lake-elsinore.org.
