WHEREAS, The United States General Services Administration did declare as
surplus that Federal property and building known as the San Francisco Mint,
located at the corner of Fifth and Mission Streets in San Francisco,
California, and:
WHEREAS, The United States General Services Administration on June 16, 1969
did transfer and make available to the United States Department of Health,
Education and Welfare the aforementioned property and building for the
purpose of deeding it to any public and /or nonprofit private agency to be
used and utilized for health or education purposes, and:
WHEREAS, The only qualifing application on file before the United States
Department of Health, Education and Welfare for the use of the property
and building is the San Francisco State College, whose announced purposes
is to demolish the building and to erect a downtown campus, and:
WHEREAS, The Smithsonian Institute qualifies for the use and utilization
of the property and building as set forth by The United States Department
of Health, Education and Welfare, but cannot under Congressional rules
ask for or solicit any property of items, but may accept them as gifts for
the people of the United States, and:
WHEREAS, Certain Federal, State and Local Departments, as well as national
and state private organizations have petitioned and asked that the United
States Department of Health, Education and Welfare deed the property and
building to the Smithsonian Institute as a Western Division of that
Institute, so that as a historical edifice it will be preserved and that
the many rooms of the mint building will be used for educational, cultural
and display purposes, and now therefore:
BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF ELSINORE, CALIFORNIA
calls upon Secretary Robert H. Finch of the United States Department of
Health, Education and Welfare to consider transfering the San Francisco
Mint building and property to the Smithsonian Institute for the purpose of
establishing and maintaining it as a Western Division of the Institute so
that a greater number of citizens may acquire the knowledge and scientific
services offered by the Smithsonian Institute.

RESOLUTION NO. 1305
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ELSINORE REQUESTING THE BOARD OF
SUPERVISORS OF THE COUNTY OF RIVERSIDE TO
PERMIT THE COUNTY CLERK OF SAID COUNTY TO
RENDER SPECIFIED SERVICES TO THE CITY OF
ELSINORE, RELATING TO THE CONDUCT OF A
GENERAL MUNICIPAL ELECTION TO BE HELD IN
SAID CITY ON APRIL 14, 1970•
WHEREAS, a General Municipal Election is to be held in the City of
Elsinore on April 14, 1970; and
WHEREAS, in the course of conduct of said election and in relation
thereto it will be necessary to mail sample ballots and polling place
inserts to the registered voters of the City, and it will facilitate such
mailing if the County Clerk of the County of Riverside will prepare and
furnish the City the imprinting of the names and addresses of the registered
voters of said City on I.B.M. polling place inserts furnished by the County,
and after bursting the forms will insert the polling place insert and sample
ballot into envelopes, all to be furnished by the City; will place all
envelopes in zip -coded mail bags, advise City Clerk of the number of pieces
to be mailed, prepare POD Form 3602, "Statement of Mailing Matter With
Permit Imprints ", and advise the City Clerk when work is complete so delivery
can be arranged; and
WHEREAS, all necessary expense in performing this service shall be
paid by the City of Elsinore;
NOW, THEREFORE, the City Council of the City of Elsinore does hereby
RESOLVE, DETERMINE AND ORDER as follows:
SECTION 1. That pursuant to the provisions of Section 22003 of the
Elections Code of the State of California, this City Council hereby requests
the Board of Supervisors of said County to permit the County Clerk to prepare
and furnish to said City for use in conducting said election to be held on
April 14, 1970, the imprinting of the names and addresses of the registered
voters of said City on I.B.M. polling place inserts furnished by the County,
and after bursting the forms to insert the polling place insert and sample
ballots into envelopes, all to be furnished by the City, will place all
envelopes in zip -coded mail bags, advise City Clerk of the number of pieces

RESOLUTION NO. 1306
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE, CALIFORNIA, CALLING AND GIVING NOTICE
OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION
TO BE HELD IN SAID CITY ON TUESDAY, THE 14TH DAY
OF APRIL, 1970, FOR THE ELECTION OF CERTAIN
OFFICERS OF SAID CITY AS REQUIRED BY THE PRO-
VISIONS OF THE LAWS OF THE STATE OF CALIFORNIA
RELATING TO GENERAL LAW CITIES.
WHEREAS, under the provisions of the laws relating to General
Law
Cities in the State of California, a regular general municipal
election
;shall be held on the 14th day of April, 1970, for the election
of two (2)
members of the City Council of said City for the full term of
four years;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ELSINORE,
CALIFORNIA,
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to the requirements of the laws of the
State of California relating to General Law Cities within said State,
there shall be and there is hereby called and ordered, held in the City of
Elsinore, County of Riverside, State of California, on Tuesday, the 14th
day of April, 1970, a regular general municipal election of the qualified
electors of said City for the purpose of electing two (2) members of the
City Council of said City for the full term of four years.
SECTION 2. That the ballots to be used at said election shall be,
both as to form and matter contained therein, such as may be required by
law to be used thereat.
SECTION 3. That the City Clerk of said City is hereby authorized,
instructed and directed to procure and furnish any ailitl all official ballots,
notices, printed matter and all supplies, equipment and paraphernalia that
may be necessary to order to properly and lawfully conduct said election.
SECTION 4. That for the purpose of holding said regular general municipal
election, there shall be and are hereby established three (3) voting precincts
consisting of consolidations of the regular election precincts in the City of
Elsinore established for the holding of state and county elections, as said
regular election precincts exist on the date of adoption of this resolution.
That the polling places for the respective precincts shall be the places
hereinafter designated; and that the persons hereinafter named, being competent
and qualified electors and residents of said City and of their respective
voting precincts, are hereby appointed officers of election for their
respective voting precincts and they shall hold said election and make
return thereof in the manner provided by law.

12 -105, 12 -107, 12 -108.

SECTION 5. That the compensation of the persons hereinbefore named
as election officers is hereby fixed at the sum of Twenty Dollars for each
Inspector and Eighteen Dollars for each Judge and Clerk for said election.
The rental for each of such polling places, where a charge is made, shall be
the sum of Ten Dollars for said election. When required, the compensation of
the Custodian of a building shall be Ten Dollars for said election.

SECTION 6. That the polls for said election shall be open at
seven o'clock A.M. of the day of said election and shall remain open
continuously from said time until seven o'clock P.M. of the same day
when said polls shall be closed, except as provided in Section 14436 of
the Elections Code of the State of California.
SECTION g. That in all particulars not recited in this Resolution,
said election shall be held and conducted as provided by law for holding
municipal elections in said City.
SECTION 8. That notice of the time and place of holding said election
is hereby given and the City Clerk is hereby authorized, instructed and
directed to give such further or additional notice of said election in
time,form and manner as required by law.
SECTION 9. That the City Clerk shall certify to the passage and
adoption of this Resolution; shall enter the same in the book of original
Resolutions of said City; and shall make a minute of the passage and
adoption thereof in the records of the proceedings of the City Council of
said City, in the minutes of the meeting at which the same is passed and
adopted.
SECTION 10. That this Resolution shall take effect immediately.

RESOLUTION NO. 1307
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE, CALIFORNIA, REQUESTING THE BOARD OF
SUPERVISORS OF RIVERSIDE COUNTY TO ADOPT A
REDUCTION FORMULA PHASING THE COUNTY OUT OF
SHARING IN THE CITY'S SALES AND USE TAX AND
CIGARETTE TAX REVENUES.
WHEREAS; the cities in certain counties in the state have agreed
pursuant to the Bradley -Burns Uniform Local Sales and Use Tax Law to
share a percentage of their local sales and use tax with their respective
county, while cities in other counties do not share their local sales and
use tax with their respective county; and
WHEREAS, the cities that share their local sales and use tax with their
county receive a lesser percentage of their sales tax than they would other-
wise receive and their county a proportionately greater percentage; and
WHEREAS, the State Board of Equalization advises that there is a
definite trend for counties in the state to phase out the agreement to
share in cities sales and use tax; and
WHEREAS, the City of Elsinore believes that conditions have significantly
changed since it entered into the sharing agreement with the County on May 27,
1957; and
WHEREAS, existing inequities have been recognized by other counties in the
state and they have agreed to phase out, over a certain period of time, of
sharing in the cities' sales and use tax.
NOW, THEREFORE, BE IT RESOLVED by the City of Elsinore that the Board of
Supervisors of Riverside County be requested to adopt a policy similar to other

counties in the state to phase out of sharing in the cities' sales and use tax
over the next five year period to correct existing inequities by reducing the
amount of sales and use tax it receives from the cities in Riverside County by
twenty per cent per year beginning with July 1, 1970 and concluding June 30,
1975, when the cities of Riverside County will receive 100 per cent of their
share of sales and use taxes.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ELSINORE$ CALIFORNIA, SUBMITTING TO THE
QUALIFIED ELECTORS OF SAID CITY AT THE GENERAL
MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON
TUESDAY, THE 14th DAY OF APRIL, 1970, CERTAIN
QUESTIONS, PROPOSITIONS OR MEASURES BEING AS
FOLLOWS: (1) AN INITIATIVE MEASURE RELATING
TO THE CITY MANAGER AND /OR CITY ADMINISTRATOR
FORM OF CITY GOVERNMENT (2) AN ADVISORY MEASURE
RELATING TO THE POSSIBLE ACQUISITION OF LAKE
ELSINORE, ITS PROPERTY AND APPURTENANCES (3)
A QUESTION RELATING TO WHETHER THE OFFICE OF
CITY TREASURER SHOULD BE APPOINTIVE.
WHEREAS, under the provisions of the laws relating
to general law cities in the State of California, Resolution
No. 1306 was duly adopted on the 26th day of January, 1970,
calling for a regular general municipal election to be held
on the 14th day of April, 1970, for the election of two
members of the City Council of said City for the full term of
four years;
WHEREAS, since the adoption of said Resolution No.
1306 the City of Elsinore, California, has received an initiative
petition submitting an ordinance to said City whether or not
the City Administrator and /or City Manager form of government
should be retained or whether certain ordinances establishing
said form of government should be repealed;
WHEREAS, the City Clerk of the City of Elsinore,
California, has certified and determined that the said initiative
petition contains a sufficient number of qualified electors and
that said proposition should be presented to the electorate of
said City, and thereafter on the 9th day of February, 1970, the
City Council of said City did order that the initiative measure

relating to the City Manager and /or City Administrator form of
government be placed upon the ballot at the election to be held
on the 14th day of April, 1970;
WHEREAS, certain negotiations have taken place in
reference to the possibility of the City of Elsinore taking over
Lake Elsinore, its property and appurtenances, from the State of
California, and the City desires to have an advisory measure
placed upon the ballot for the purpose of ascertaining the feeling
of the electorate as to the possible acquisition of said Lake
Elsinore, its property and appurtenances;
WHEREAS, pursuant to Sections 36508 and 36509 of the
Government Code of the State of California provides for the sub-
mission of a question as to whether or not the City Treasurer
may be appointed, and the City Council did on the 9th day of
February, 1970, direct that this question be presented to the
electorate;
WHEREAS, it is the desire and direction of the City
Council that the following questions, propositions and measures
be consolidated with the election of the two members of the
City Council at the general municipal election to be held on the
14th day of April, 1970;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ELSINORE,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE AND ORDER AS FOLLOWS:
Section 1: That said City Council pursuant to the
laws of the State of California and in particular the Election

WHEREAS, a regular general municipal election will be held and conducted
in the City of Elsinore, County of Riverside, State of California, on Tuesday,
the 14th day of April, 1970, as required by law; and
WHEREAS, the City Council of said City desires the canvass of said
election to be made by the City Clerk of said City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ELSINORE, CALIFORNIA, DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to Section 22932.5 of the Elections Code of
the State of California, the canvass of the regular general municipal election
to be held in the City of Elsinore, County of Riverside, State of California,

of April, 1970, complete the canvass of the regular general municipal election

of this resolution; shall enter the same in the book of original Resolutions of
said City, and shall make a minute of the passage and adoption thereof in the

RESOLUTION NO. 1317
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE, CALIFORNIA, RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF
ELSINORE ON THE 14th DAY OF APRIL, 1970, DECLARING
THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE
PROVIDED BY LAW.
WHEREAS, a regular general municipal election was held and conducted in the
City of Elsinore, County of Riverside, State of California, on Tuesday, the 14th
day of April, 1970, as required by law; and
WHEREAS, notice of said election was duly and regularly given in time, form
and manner as provided by law; that voting precincts were properly established;
that election officers were appointed and that in all respects said election was
held and conducted and the votes cast thereat, received and canvassed and the
returns made and declared in time, form and manner as required by the provisions
of the Elections Code of the State of California for the holding of elections in
cities; and
WHEREAS, pursuant to Resolution No. 1316 adopted the 13th day of April, 1970,
the City Clerk of the City of Elsinore canvassed the returns of said election and
has certified the results to this City Council, said results are received, attached
and made a part hereof as "Exhibit A."
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ELSINORE, CALIFORNIA, DOES
RESOLVE AS FOLLOWS:
SECTION 1. That there were three voting precincts established for the purpose
of holding said election consisting of consolidations of the regular election precincts
in the City of Elsinore as established for the holding of state and county elections.
SECTION 2. That said regular general municipal election was held for the
purpose of electing the following officers of said City as required by the laws
relating to cities in the State of California, to wit:
Two (2) Members of the City Council of said City for
the full term of four years.
SECTION 3. That at said regular general municipal election, the following
measure weaesubmitted to the electors of said City, to wit:
#1. Shall City Ordinance No. 403, No. 415, No. 449
which enacted an Administrator and /or Manager
form of City government be repealed?
#2. Should the City of Elsinore enter into negotiations
with the State of California for the possible
acquisition by said City of Lake Elsinore, its
property and other appurtenances?
#3. Shall the office of City Treasurer be appointive?

SECTION 4. That the whole number of votes cast in said City (except
absent voter ballots) was 1,164.
That the whole number of absent voter ballots cast in said City was 67, making
a total of 1,231 votes cast in said City.
SECTION 5. That the names of persons voted for at said election for Member
of the City Council of said City are as follows:

That the measures voted upon at said election were as follows:
#1 Shall City Ordinance No. 403, 415, No. 449 which enacted
an Administrator and /or Manager form of City government
be repealed?
#2 Should the City of Elsinore enter into negotiations with
the State of California for the possible acquisition by
said City of Lake Elsinore, its property and other appurtenances?
#3 Shall the office of City Treasurer be appointive?
That the number of votes given at each precinct and the number of votes given in
the City to each of such persons above named for the respective offices for which
said persons were candidates and for and against the measureswere as listed in
Exhibit "A" attached.
SECTION 6. The City Council does declare and determine that:
Frank L. DePasquale was elected as Member of the City
Council of said City for the full term of four years;
Jerry Harmatz was elected as Member of the City
Council of said City for the full term of four years;
That as a result of said election, a majority of the
qualified voters voting on measure #1 relating to repealing
City Manager form of government did vote in favor thereof,
and that said proposition was carried, and shall be deemed
adopted and ratified.
That as a result of said election, a majority of the qualified
voters voting on measure #2 relating to negotiating for Lake
Elsinore did not vote in favor thereof, and that said proposition
was not carried, and shall not be deemed adopted and ratified.
That as a result of said election, a majority of the qualified
voters voting on measure #3 relating to appointment of City
Treasurer did not vote in favor thereof, and that said
proposition was not carried, and shall not be deemed adopted
and ratified.

SECTION 7. The City Clerk shall enter on the records of the City Council of
said City, a statement of the result of said election showing:
(1) The whole number of votes cast in the city;
(2) The names of the persons voted for;
(3) The measures voted upon;
(4) For what office each person was voted for;
(5) The number of votes given at each precinct to each person,
and for and against each measure;
(6) The numberof votes given in the City to each person, and for and
against each measure.
SECTION 8. That the City Clerk shall immediately make and, upon compliance
by the persons elected with the provisions of Section 11565 and Section 11568 of
the Elections Code of the State of California, shall deliver to each of such persons
so elected a Certificate of Election :ssigned by her and duly authenticated; that
she shall also administer to each person elected, the Oath of Office prescribed
in the State Constitution of the State of California and shall have them subscribe
thereto and file the same in her office. Whereupon, each and all of said persons
so elected shall be inducted into the respective office to which they have been
elected.

1 A RESOLUTION OF THE CITY COUNCIL, ELSINORE, CALIFORNIA
ESTABLISHING AN OFFICIAL PARADE ROUTE ALONG HIGHWAY 74
2 WITHIN THE CITY LIMITS.
3 WHEREAS, it is deemed to be in the best interest of the City of Elsinore
4 and its citizens to establish an official parade route and to establish adequate
5 detours around such parade routes which is least inconvenient to the motorist.
6 NOW, THEREFORE BE IT RESOLVED that the following street areas along
7 California State Highway 74 are declared official parade routes:
8 Beginning at the intersection of Highway 74 (Main Street) and
9 Sumner St., thence along Highway 74 (Main Street) to Graham
10 Avenue, thence westerly on Highway 74 (Graham Avenue) to
11 Langstaff Street, then south on Langstaff St.
12 BE IT FURTHER RESOLVED that the detour around said parade route shall be:
13 Beginning at the intersection of Pottery Street and Highway 74
14 (Main Street) thence west on Pottery Street to Kellogg Street
15 thence south on Kellogg Street to Graham Avenue (Highway 74)
16 thence west continuing along Highway 74.
17 BE IT FURTHER RESOLVED that before any parade is conducted along said
18 streets the sponsers of such parade shall obtain permission from the duly
19 appointed authority of the City of Elsinore and the City of Elsinore shall
20 provide for necessary patrol and traffic direction along the parade route and
21 the detour route.
22 BE IT FURTHER RESOLVED that the California State Division of Highways be
23 requested to authorize this area as an official parade route and establish
24 regulations for permits which generally accomplish the purpose.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE, CALIFORNIA, APPOINTING AND EMPLOY-
ING SPECIAL COUNSEL TO ASSIST IN THE PREPARA-
TION OF SPECIAL ASSESSMENT PROCEEDINGS.
Assessment District No. 1
WHEREAS, the City Council of the City of Elsinore,
California, is contemplating instituting certain public improve-
ments in what is known as ASSESSMENT DISTRICT NO. 1 in said City
under the provisions of the "Municipal Improvement Act of 1913 ",
being Division 12 of the Streets and Highways Code of the State
of California, and the issuance of bonds pursuant to the pro-
visions of the "Improvement Act of 1911 ", being Division 7 of the
Streets and Highways Code; and
WHEREAS, special assessment proceedings are of a technical
nature requiring the services of special counsel specializing in
said branch of the law; and
WHEREAS, F. MACKENZIE BROWN, Attorney at Law, duly
authorized to practice law in the State of California, has been
engaged in this type of legal work and is a person competent to
advise the said City in the preparation of the special assessment
proceedings; and
WHEREAS, it is desirable that such qualified person check
each step of the proceedings and prepare the same for the benefit
of the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ELSINORE,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That F. MACKENZIE BROWN be, and he is hereby
appointed and employed to prepare all notices and resolutions and
to supervise the special assessment proceedings in ASSESSMENT
DISTRICT NO. 1 covering "1913 Act" and "1911 Act" proceedings in
said City.

SECTION 2. That the compensation of said special counsel
be and it is hereby fixed at two per cent (2/) of the cost of said
improvements, less incidental expenses with a minimum fee of
$500.00 per proceeding. In case of proceedings with an estimated
construction cost in excess of $300,000, the compensation of
special counsel shall be two (2) per cent of the first $300,000
and one and one - fourth (1 1/4) per cent over $300,000.
SECTION 3. That said compensation shall be payable upon
issuance of bond opinion on said proceedings.
SECTION 4. If said proceedings shall fail to be carried
through to completion, then said attorney shall be paid a reason-
able compensation for the services which he has performed.
SECTION 5. That said services shall not include the
preparation of any Report required by the "Special Assessment
Investigation, Limitation and Majority Protest Act of 1931 ",
nor the preparation of any assessment or bonds, nor include any
services for litigation or services in the procurement of ease-
ments or rights of way, but shall be for the preparation of all
Resolutions, Notices and other papers and proceedings required by
the provisions of the "Municipal Improvement Act of 1913" and
"Improvement Act of 1911 ", in carrying through the proceedings
for the work, excluding printing, publication, mailing and posting
costs; also, including the issuance of unqualified opinion.

2 RECREATION AND PARK DISTRICT AND REQUESTING
THAT THE LOCAL AGENCY FORMATION COMMISSION
3 SUPPORT CONTINUANCE.
4 WHEREAS, the City Council has determined that approximately forty-
5 seven percent (47%) of the assessed valuation of the Lake Elsinore
6 Recreation and Park District lies within the City limits and
7 WHEREAS, the Lake Elsinore Recreation and Park District is deemed to
8 be a vital and necessary local agency which has and continues to provide
9 park and recreation service within the District in accordance with the
10 State Statutes under which it was formed and,
11 WHEREAS, the property tax revenues levied by the District have been
12 expended for the benefit of property owners within the total District
13 and in accordance with the State Statutes under which the District was
14 formed.
15 NOW THEREFORE BE IT RESOLVED that the Elsinore City Council respect -
16 fully submits to the Local Agency Formation Commission that the Lake
17 Elsinore Recreation and Park District has and is performing its function
18 and should not be dissolved.

RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ELSINORE, CALIFORNIA, ADOPTED PURSUANT TO
THE PROVISIONS OF SECTION 2808 OF DIVISION
4, OF THE STREETS AND HIGHWAYS CODE OF THE
STATE OF CALIFORNIA (ASSESSMENT DISTRICT NO.1).
WHEREAS, the City Council of the City of Elsinore, California,
has received a recommendation from the Health Officer of the
County of Riverside, also acting as Health Officer of the City of
Elsinore, for the construction of sanitary sewers in what is known
as ASSESSMENT DISTRICT NO. 1, as shown on the map heretofore
approved by the City Council; and
WHEREAS, the City Council has duly considered said recommends -
tion of said Health Officer and has received information from the
Engineer of Work with reference to the proposed sewer improvements,
particularly referred to in said recommendation.
NOW, THEREFORE, the City Council of the City of Elsinore,
California, does hereby resolve, declare, find, determine and
order as follows:
SECTION 1. That the improvements referred to in said Health
Officer's recommendation are for the construction of sanitary sewers,
together with appurtenances and appurtenant work in connection
therewith, in what is known as ASSESSMENT DISTRICT NO. 1, as shown
on the map for said improvement heretofore approved by the City
Council and ordered filed in the office of the City Clerk.
SECTION 2. That said City Council does hereby find and
determine that the construction of said sanitary sewers, together
with appurtenances, acquisition and appurtenant work in connection
therewith, and each of them is necessary as a health measure, and
the necessity for such construction is hereby found to exist.
SECTION 3. That this Resolution is adopted pursuant to the
provisions of Section 2808 of Division 4 of the Streets and Highways

Code of the State of California, and the City Council in adopting
this Resolution intends to meet each and every condition and to
make each and every finding necessary on its part in order to
permit the proceedings for said improvement to go forward to
completion without further reference to, compliance with, or
application o£, the provisions of said Division 4 of said Streets
and Highways Code.
SECTION 4. That the opinion of the Health Officer of the
County of Riverside, dated the 5th day of June , 1970,
be spread upon the minutes of this meeting, and the same is hereby
accepted by this City Council.
SECTION 5. That said improvement is necessary also for the
inhabitants and use of the property benefited, and that such
project is feasible, and that the lands to be assessed will be
able to carry the burden of such proposed assessment.

RESOLUTION OF INTENTION FOR THE CONSTRUCTION
OF CERTAIN IMPROVEMENTS IN ASSESSMENT DISTRICT
NO, to AND REQUESTING CONSENT TO THE FORMATION
OF THE ASSESSMENT DISTRICT, TO THE PROPOSED
WORK AND ASSUMPTION OF JURISDICTION FOR ALL
PURPOSES THEREOF.
WHEREAS, the City Council of the City of Elsinore, California,
is contemplating the construction of certain sanitary sewer improve-
ments together with acquisitions, if necessary, in ASSESSMENT
DISTRICT NO. 1 under the provisions of the "Municipal Improvement
Act of 1913 ", being Division 12 of the Streets and Highways Code
of the State of California, all as described in the proposed
Resolution of Intention hereinafter referred to and attached; and
WHEREAS, this Council by resolution does hereby find and
determine that the public interest, convenience and necessity
requires the improvements, work and acquisition as set forth in
the proposed Resolution of Intention hereto attached; and
WHEREAS, certain portions of the work, improvement and acquisi-
tion are to be constructed within the unincorporated area and
boundaries of the County of Riverside; and
WHEREAS, certain properties within the unincorporated area
of the County of Riverside will be assessed for the costs and
expenses of the improvements as set forth in the proposed Resolution
of Intention for the construction of the improvements and acquisi-
tion in ASSESSMENT DISTRICT NO. 1.
NOW, THEREFORE, THE CITY COUNCIL OF ELSINORE, CALIFORNIA,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the public interest, convenience and necessity
requires the acquisition and construction of certain sanitary sewer
improvements in ASSESSMENT DISTRICT NO. 1, all as set forth in the
proposed Resolution of Intention which is hereby approved as to form

and attached hereto; and though certain proposed work affects
property outside of the boundaries of the City of Elsinore, it
can best be accomplished by a single comprehensive scheme of work.
SECTION 2. That the consent of the County of Riverside be
and the same is hereby requested to the doing of certain work
and acquisition, if necessary, and assessing all parcels so
benefited, within their territorial boundaries all as set forth
in the proposed Resolution of Intention.
SECTION 3. That the consent of the County of Riverside be
and the same is hereby requested to the assumption of jurisdiction
of this City Council for all purposes of the proceedings, and to
authorize the City Council of the City of Elsinore to proceed and
take each and every step required for the consummation of the work
and assessment extending outside the city limits of the City of
Elsinore, all pursuant to the provisions of the "Municipal Improve-
ment Act of 1913 ", being Division 12 of the Streets and Highways

SECTION 2. That the said acquisition of land, easements
and rights of way necessary for the said contemplated work and
improvement, as aforesaid, are of more than local or ordinary
public benefit and the City Council of Elsinore hereby makes the
expenses of said acquisition, work and improvement chargeable upon
a district, which said District the City Council hereby declares .
to be the district benefited by said acquisition, work and improve-
ment and to be assessed to pay the costs and expenses thereof,
including incidental expenses and costs, and which is described
as follows:
All that certain territory situated in the
City of Elsinore', County of Riverside, State of California, and
certain portions in unincorporated territory of the County of
Riverside,. included within the exterior boundary lines shown on
the plat exhibiting the property affected or benefited by or to
be. assessed to pay the costs and expenses of said acquisition,
work and improvement in said "ASSESSMENT DISTRICT NO. 1" in said

tofore approved by the City'Council of said.-City at the time of

on file in the office of the City 'Engineer of said City, EXCEPTING
from the area shown within and.delineated upon said Map or Plat
hereinabove referred to, the area of all public streets, public
avenues, public lanes, public roads, public drives, public courts,

belonging to the public, and any lot or parcel of land belonging
to the City of Elsinore, which lot or parcel of land is in use
for the performance of any public function, and all such property

shall be omitted from the assessment hereinafter to be made to
cover the costs and expenses of such acquisition, work and improve -
ment. Reference is hereby made to said Plat for further, full and
more particular description of "the said Assessment District, and
the said Plat so on file shall govern for all details as to the
extent of said Assessment District.
SECTION 3. That this proposed improvement is hereby refer-
red to LAMPMAN & ASSOCIATES, duly .appointed Engineer of Work, and
said Engineer of Work is hereby directed to make and file with
said Clerk a report in writing containing the following:
1. Plans and specifications of the proposed improvements.
2. An estimate of the cost of the proposed improvement
and acquisition, including the cost of the incidental .
expenses in connection therewith.
3. A diagram showing the Assessment District above re-
ferred to, which shall also show the boundaries
and dimensions of the respective subdivisions of
land within said District, as the same existed at
the time of the passage of the Resolution of
`Intention, each of which subdivisions shall be
given a separate number upon said Diagram.
4. A; proposed assessment of the total amount of the
cost and expenses of the proposed improvement and
acquisition upon the several divisions of land in
said District in proportion to the estimated benefits
to be received by such subdivisions, respectively,

from said improvement. Said assessment shall
refer to such subdivisions upon said Diagram
by the respective numbers thereof.
SECTION 4. That it is hereby determined and declared
that serial bonds shall be issued in accordance with Division
7 of the Streets and Highways Code (Improvement Act of.1911),
to represent each assessment of Fifty Dollars ($50.00) or more,
remaining unpaid for thirty (30) days after the date of the re-
cording of the Diagram and Assessment for this improvement and
acquisition. The serial bonds shall extend over a period of ten
(10) years from the second day of January next succeeding the next
September 1st following their date.
The principal sum shall become due and payable
in equal annual payments on each.October 15th succeeding the
September 1st following the date of the bonds until fully paid.
The first interest payment shall be payable
on the April 15th next succeeding the March 1st or the October 15th
next succeeding the September ist, as the case may be, next fol-
loWing the date of the bonds. The following interest payments
.shall each be for six months interest and shall be payable on
each fifteenth day of April and October, the last interest payment
coming due the October 15th immediately preceding the last annual
.payment of the principal of the bonds issued to represent the un-
paid assessment.
The bonds shall bear interest at a rate to be
determined on the sale thereof provided, however, that said rate
shall not exceed the maximum rate of seven per cent (7 %) per annum.
is hereby designated as the officer of said City to collect and
'receive the assessments.
SECTION 5. That if the assessment for the improvement
and acquisition results in a surplus in the Improvement Fund after
the improvement is completed, the surplus shall be used for the
maintenance of the improvement, pursuant to the provisions of
Section 10427 (c) of the Streets and Highways Code.
SECTION 6. That the legislative body hereby determines
that the public interest will not be served by allowing the property
owners to take the contract.
SECTION 7. In the event the work is not completed within
the time limit specified in the contract or within such further
time as may be extended; the City shall charge the contractor
liquidated damages in the net amount of One Hundred Dollars ($100.00)
for each day or delay until the work is completed.
SECTION 8. The legislative body further elects and
declares that the redemption provisions of said bonds will pro -
vide a premium of five percent (5%) on the unmatured principal.

County is hereby requested to order the consolidation of the special
Municipal election hereby called with said State wide general election, and
said Board of Supervisors is hereby authorized to canvass the returns of
said special Municipal election, and said elections whall be held in all
respects as if there were only one election, and only one form of ballot,
namely, the ballots used at said general election, shall be used. Said
Board of Supervisors shall certify the results of the canvass of the returns
of said special Municipal election to the City Council of said City which

Resolutions of said City; and shall make a minute of the passage and

MINING THE PREVAILING RATE OF WAGES TO BE PAID
FOR CERTAIN PUBLIC IMPROVEMENT WORK IN THE CITY
OF ELSINORE.
WHEREAS, the City Council of the City of Elsinore,
California, is contemplating the construction of certain public
improvements within said City pursuant to the provisions of the
"Municipal Improvement Act of 1913 ", being Division 12 of the
Streets and Highways Code of the State of California; and
WHEREAS, pursuant to the provisions of Section 1773 of the
Labor Code of the State of California, it is necessary that the
City Council of the City of Elsinore ascertain and determine the
general prevailing rate of wages on public works, and the provisions
of said Code make it mandatory upon the awarding body of any public
contract where said body subsequently calls for bids for any public
improvement to ascertain and determine the general prevailing rate
of per diem wages in the locality in which the work is to be per-
formed, for each craft or type of workman or mechanic needed to
execute the contract, and also the general prevailing rate for legal
holiday and overtime work for each craft or type of workman or
mechanic,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELSINORE, as follows:
SECTION 1. It is ascertained and hereby determined that the
general prevailing rate of per diem wages in the locality in which
work is to be performed in the matter of public improvements in
said City, for each craft or type of workman or mechanic needed to
execute the contract, and also the general prevailing rate for
legal holiday and overtime work for each craft or type of workman
or mechanic is in accordance with the schedule attached hereto.

Any classification omitted herein shall be paid not less
than the minimum as established by the County of Riverside.
Holiday, Sunday and overtime employment is not usually
permitted, but if allowed, wages shall be one and one -
half times the above rates.
The rates of wages, including overtime, Holiday and
Sunday rates, as just specified, are subjectto the
effect, if applicable thereto, of executive orders of
the President of the United States No. 9240, dated
September 9, 1942, and No. 9350, dated October 3, 1942,
to any modifications thereof and to any and all lawful
orders of the President or any other authorized Federal
officer or agency, insofar as the same may be applicable
to this contract. In case of any inconsistency or omis-
sion, the rates fixed by any such applicable Federal
order, whether higher or lower, shall control.
In accordance with the provisions of Section 1777.5 of
the Labor Code, as amended by Chapter 971, Statutes of
1939, and in accordance with the regulations of the
California Apprenticeship Council, properly indentured
apprentices may be employed in the prosecution of this
work.
The above listed rates are based upon a working day of eight
(8) hours, being proportionately applicable to eight (8) hours or
less of employment in any one calendar day other than Saturdays,
Sundays and following seven legal holidays, to wit: New Year's
Day, Memorial Day, Fourth of July, Labor Day, Armistice Day,
Thanksgiving and Christmas, where any work is required in case
of extraordinary emergency caused by fire, flood or danger to life
or property. For any working time of more than eight (8) hours
in any one calendar day and for time worked on Saturdays, Sundays
and any of the aforementioned holidays, not less than one and
one -half times the specified rates shall be paid.

of Riverside, State of California ", and which said Plat was here-
tofore approved by the City Council of said City at the time of
the approval of the plat as aforesaid, which said plat or Diagram
is on file in the office of the City Clerk and copy of which is
on file in the office of the City Engineer of said City, EXCEPTING
from the area shown within and delineated upon said Map or Plat
hereinabove referred to, the area of all public streets, public
avenues, public lanes, public roads, public drives, public courts,
public alleys and all easements and rights of way therein contained
belonging to the public, and any lot or parcel of land belonging
to the City of Elsinore, which lot or parcel of land is in use
for the performance of any public function, and all such property
above mentioned and described as being excepted from the area
shall be omitted from the assessment hereinafter to be made to
cover the costs and expenses of such acquisition, work and improve-
ment. Reference is hereby made to said Plat for further, full and
more particular description of the said Assessment District, and
the said Plat so on file shall govern for all details as to the
extent of said Assessment District.
SECTION 3. That -this proposed improvement is hereby refer-
red to LAMPMAN & ASSOCIATES, duly appointed Engineer of Work, and
said Engineer of Work is hereby directed to make and file with
said Clerk a report in writing containing the following:
1. Plans and specifications of the proposed improvements.
2. An estimate of the cost of the proposed improvement
and acquisition, including the cost of the incidental
expenses in connection therewith.
3. A diagram showing the Assessment District above re-
ferred to, which shall also show the boundaries
and dimensions of the respective subdivisions of
land within said District, as the same existed at
the time of the passage of the Resolution of
Intention, each of which subdivisions shall be
given a separate number upon said Diagram.
4• A proposed assessment of the total amount of the
cost and expenses of the proposed improvement and
acquisition upon the several divisions of land in
said District in proportion to the estimated benefits
to be received by such subdivisions, respectively,

from said improvement. Said assessment shall
refer to such subdivisions upon said Diagram
by the respective numbers thereof.
SECTION 4. That it is hereby determined and declared
that serial bonds shall be issued in accordance with Division
7 of the Streets and Highways Code (Improvement Act of 1911)
to represent each assessment of Fifty Dollars ($50.00) or more,
remaining unpaid for thirty (30) days after the date of the re-
cording of the Diagram and Assessment for this improvement and
acquisition. The serial bonds shall extend over a period of nine
('9) years from the second day of January next succeeding the next
September lst following their date.
The principal sum shall become due and payable
in equal annual payments on each October 15th succeeding the
September 1st following the date of the bonds until fully paid.
The first interest payment shall be payable
on the April 15th next succeeding the March 1st or the October 15th
next succeeding the September 1st, as the case may be, next fol-
lowing the date of the bonds. The following interest payments
shall each be for six months interest and shall be payable on
each fifteenth day of April and October, the last interest payment
coming due the October 15th immediately preceding the last annual
payment of the principal of the bonds issued to represent the un-
paid assessment.
The bonds shall bear interest at a rate to be
determined on the sale thereof provided, however, that said rate
shall not exceed the maximum rate of seven per cent (7/) per annum.
Pursuant to the provisions of Streets and
Highways Code Section 10603, City Treasurer

is hereby designated as the officer of said City to collect and
receive the assessments.
SECTION 5. That if the assessment for the improvement
and acquisition results in a surplus in the Improvement Fund after
the improvement is completed, the surplus shall be used for the
maintenance of the improvement, pursuant to the provisions of
Section 10427 (c) of the Streets and Highways Code.
SECTION 6. That the legislative body hereby determines
that the public interest will not be served by allowing the property
owners to take the contract.
SECTION 7. In the event the work is not completed within
the time limit specified in the contract or within such further
time as may be extended, the City shall charge the contractor
liquidated damages in the net amount of One Hundred Dollars ($100.00)
for each day or delay until the work is completed.
SECTION 8. The legislative body further elects and
declares that the redemption provisions of said bonds will pro-
vide a premium of five percent (5 %) on the unmatured principal.

WHEREAS, weeds, grasses, dead trees, dead shrubs
and other flammable material upon the parcels of land in
the City of Elsinore which are described in Exhibit "A ",
which is attached and made a part hereof, were determined
to be public nuisances and were removed and the public
nuisances were abated pursuant to the laws of the State of
California and ordinances of the City of Elsinore;
WHEREAS, a combined written report of said
abatement proceedings and account of the cost thereof in-
cluding an accurate itemized account of the cost of abating
the nuisance on each separate parcel of land described in
said Exhibit "A" was prepared as provided by law and was
filed in the office of the City Clerk; and
WHEREAS, said report and account was duly set for
hearing by the City Council and notice of the hearing was
given and the City Council heard said matter; and
WHEREAS, no one appeared to contest or object to
the report or the account and it is found and determined by
the City Council that the report and account are true and
correct and should be confirmed;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Elsinore that the above- mentioned report and
account be and the same is hereby confirmed and that the cost

of abating the said nuisance on each of the parcels of land
described in said Exhibit "A ", as said costs are set forth
in said Exhibit "A ", be and the same are hereby charged and
assessed as liens upon the respective parcels of land, as
such parcels are shown on the last available assessment

BE IT FURTHER RESOLVED that it be and is hereby
found and determined by the City Council that the weeds,
grasses, dead trees, dead shrubs, waste matter and other
flammable material so removed from the several lots and
parcels of land described in said report and in said Ex-

STANDARD PROCEDURE AUDITOR 002

I SUBJECT:
Addition of abatement liens and tax liens to the current
tax roll.
II OBJECTIVE:
To establish responsibilities for the creation, computation,
control, and affixing of the monetary amounts of weed abate -
ment, 1911 act liens, nuisance abatement, and any other
special assessments and tax liens to the current tax roll.
III SCOPE:
The scope of this procedure encompasses: All cities, fire
departments, community services districts or other public
agencies who qualify under the law to attach special assess-
ments or tax liens to the current tax roll. Exception:
Water District standby charges, which will be added by
Auditor's Standard Procedure #001.
IV RESPONSIBILITIES:
A. The Agencies
1. The agency will initiate and forward to the Auditor-
Controller's Office a list by code and parcel number
in ascending numerical sequence, in triplicate, by
August 10th each year. This list must show each
assessment number with the total amount of the charge.
All amounts must be divisable by two. A grand total
for balancing must be included.
2. Pursuant to Section 39579 of the Government Code, the
agency "attaching the-'liens must check the assessment
number of the lien on the County Assessor's map books
after the first day of March ". Code and parcel numb-
ers as recorded on the Assessor's map books are to
be used and they must be certified correct after the
first of March (the tax lien date) for the year the
liens are to be attached.
3. SPECIAL NOTE
a. The Riverside County Data Processing Department
will be able to prepare updated listings of the
assessment rolls on and after April 15, 1969 for
those agencies who require' this service. Requests
must be received in triplicate in the Auditor's
Office by June 1, 1969, on "Request for Special
Data Processing Service" (attached).
3. SPECIAL NOTE (Cont'd.)
b. The reverse side of the "Request for Special Data
Processing Service" should be utilized to indicate
exactly the code areas and parcel numbers for
which listings are desired. (Column numbers at
the top of the form may be disregarded.)
c. The updated Assessor's map books will not be avail-
able at the Assessor's branch offices until after
July 1, 1969. Therefore, those agencies who pre -
pare their own parcel listings prior to July 1,
1969 will have to use the map books in the Assess-
or's main office in Riverside for preparation of
any certified lists which would be submitted prior
to July 1, 1969.
d. The certification required should be part of the
resolution requesting the County Board of Super-
visors to levy the charge and must accompany the
assessment number list sent to the Auditor.
B. Auditor - Controller's Office
1. Upon receipt of the lists, the Auditor - Controller's
Office will assign fund number if necessary, forward
one copy of the lists to Data Processing. One copy
will be filed in the Tax Collector's Office for the
use of title companies and other interested parties.
C. Data Processing
1. Data Processing will keypunch from the lists. List-
ings of total charges will be processed by code and
parcel number, fund number and amount with a grand
total. A copy of the Data Processing listing will
be returned to the Auditor - Controller's Office for
balancing of Data Processing totals with the agency's
total.
2. A listing of all erroneous numbers or duplications,
etc., will be sent to the Auditor - Controller's
Office, upon completion after August 10, 1969.
D. Auditor - Controller's Office
1. The Auditor - Controller's Office will contact the
agency for the corrections. Corrections must be made
by the agency within three working days or the number
will be dropped from the list.
E.. The Agencies
1. It is the responsibility of the agency to determine
the validity of the charge. The taxpayer will be,
referred to the agency on all charges he feels are

incorrect. The agency will make a petition (Auditor -
Controller's petition form) for the correction. Cor-
rections cannot be made on any parcel that is paid.
The agency must check the current tax roll, for pay-
ment, before making a petition for correction.
F. Auditor - Controller's Office
1. State Board of Equalization (S.B.E.) parcels must be
listed by the S.B.E. parcel description number and
code area. The Auditor - Controller's Office will
- assign a County S.B.E. roll assessment number to these
parcels, otherwise, they will be treated the same as
all other parcels.
G. The Agencies
1. when resolutions and lists are received after the
closing date for additions to the Assessment Roll
and before the first of March of the following year,
they must be accompanied with a letter requesting the
Auditor - Controller to place the lists in a conspicuous
place where the title companies and other interested
parties can locate the liens. Certified lists must
be resubmitted before August 10th as indicated in
Section IV above.
2. Payment of all necessary costs for processing their
requested jobs is the responsibility of each district.
These costs will be determined by the Auditor -Con-
troller and Data Processing, and will be submitted
to the District via the normal billing procedure.

will note, somebody must prepare an exhibit known as
Exhibit "A ". Exhibit "A" is a list of the assessor's
parcel numbers, the amount of the charge, and at the
end the total charge for all of the properties.
I am sending you the directions by the
Auditor's office and either you or Charlie should pre-
pare the exhibit.
As you will note, they want it in ascending
numerical sequence. All amounts must be divisible by
two. They must have three certified copies of the
Resolution.
I am handing you the Standard Procedure that

RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ELSINORE, CALIFORNIA, CONFIRMING THE
ASSESSMENT AS MODIFIED AND ORDERING THE
IMPROVEMENTS MADE TOGETHER WITH ACQUISITION
IN THE MATTER OF ASSESSMENT DISTRICT NO. 1
IN SAID CITY AND COUNTY OF RIVERSIDE.
WHEREAS, the City Council of the City of Elsinore,
California, did on the 24th day of July, 1970, adopt its
Resolution of Intention No. 1335 for the construction of certain
improvements together with acquisition in ASSESSMENT DISTRICT
NO. 1 in said City, and portions in County of Riverside, and
WHEREAS, pursuant to said Resolution of Intention No.
1335, a "Report" as therein provided was presented and considered
by this Council, and
WHEREAS, this Council has heard and considered all pro-
tests and a full hearing having been given all in the manner
provided by law; and
WHEREAS, the public interest and convenience required
that certain changes and modifications be made in the proceed-
ings for said improvement.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF ELSINORE, CALIFORNIA, AS FOLLOWS:
SECTION 1. That all protests and objections are hereby
overruled and denied.
SECTION 2. That the "Report ", the assessment and diagram
for the improvements together with acquisition in ASSESSMENT
DISTRICT NO. 1 are hereby confirmed, as modified.
SECTION 3. That the public interest and convenience
require the proposed improvement to be made and therefore said
City Council hereby orders the work to be done and improvements
to be made together with acquisition in ASSESSMENT DISTRICT NO. 1,
as set forth in Resolution of Intention No. 1335, adopted on the

24th day of July, 1970, and as set forth in the "Report" pre-
sented and considered by this Council.
SECTION 4. That the Treasurer of the City of Elsinore,
California, is hereby authorized and directed to establish a
special fund account to be known as "Improvement Fund for Assess-
ment District No. 1 ", into which shall be paid all payments to be
received upon said assessment, and the proceeds of the sale of
bonds to be issued representing unpaid assessments.
SECTION 5. That the assessment contained in said "Report"
is hereby levied upon the respective subdivisions of land in the
assessment district as set forth in the said "Report ".

WHEREAS, the City Council of the City of Elsinore,
California, has heretofore instituted and conducted proceedings
for the construction of certain sewer improvements together with
acquisition in ASSESSMENT DISTRICT NO. 1 under the provisions of
the "Municipal Improvement Act of 1913 "; and
WHEREAS, said City Council in its Resolution of Intention
therein determined and declared that bonds should issue under
the provisions of the "Improvement Act of 1911` for each unpaid
assessment or portion thereof which amount to Fifty Dollars
($50.00) or more, to finance said improvement; and
WHEREAS, the City Council has received in the manner and
form as prescribed by law a proposal for the purchase of bonds
in the ASSESSMENT DISTRICT NO. 1 from Stone and Youngberg; and
WHEREAS, the proposal received is in the opinion of the
City Council considered to be the bid which will best serve the
interest of owners of land included in the Assessment District
and should be accepted by this Council;
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF ELSINORE, CALIFORNIA, AS FOLLOWS:
SECTION 1. That the proposal of Stone and Youngberg,
dated 24th day of July, 1970, for the purchase of improvement
bonds for the improvements together with acquisition in ASSESSMENT
DISTRICT NO. 1 in the City of Elsinore, California and County of
Riverside be and the same is hereby accepted.

SECTION 2. That the City Treasurer or appointed Fiscal
Agent, in accordance with the provisions of Part 5 of Division 7
of the Streets and Highways Code, is hereby authorized and directed
to receive all payments made upon said bonds by property owners
in a fund designated by the name of the bonds, in which he shall
place all sums paid him for the principal of the bonds and the
interest thereon, together with all penalties thereon, and from
which he shall disburse such funds upon presentation of proper
coupons. Under no circumstances shall the said bonds or interest
thereon be paid out of any other fund except as provided by law.
SECTION 3. Said fund shall be designated as "Improvement
Fund for Assessment District No. 1"
SECTION 4. That bonds shall issue in accordance with
the provisions of Division 12 of the Streets and Highways Code
and Division 7 of said Code for the purpose of paying the costs
of the improvement together with acquisition in Assessment District
No. 1.
SECTION 5. That said bonds shall be issued for all un-
paid assessments or portions thereof which amount to Fifty Dollars
($50.00) or over, and shall be in the respective amounts as set
forth in the assessment for Assessment District No. 1. Said bonds
will be dated the 31st day after the recording of the assessment
Said bonds and the coupons thereof shall be issued sub-
stantially in the form authorized for the issuance of bonds under
Division 7 of the Streets and Highways Code of the State of
California. These bonds shall be serial bonds and shall extend
over a period ending nine (9) years from the second day of January
next succeeding the next September first following their date,
and an even annual proportion of the principal sum thereof year
after the next September first following their date, until the

whole is paid, and the interest shall be payable semi - annually,
by coupon, on the second days of January and July, respectively,
of each year following the date of the bonds.
The bonds shall provide a redemption premium of five per
cent (5%) on the unmatured principal.

the City and he shall cause to be filed an affidavit stating
that said posting was done in accordance with this resolution.
5. That it is the intention of the City Council
of the City of Elsinore to proceed under the Street Vacation

WHEREAS, The City Council did employ Lampman
and Associates, an engineering firm, to prepare a compre-
hensive long term master sewer plan;
WHEREAS, the said engineering firm did prepare
and file a master sewer plan with the City dated June, 1970,
consisting of an analysis of the area of influence, existing
sewer system, projected area's sewage contribution, required
facilities, financing potentials, cost estimates and program
of improvements;
WHEREAS, the City Council of the City of Elsinore
held a public hearing on said master sewer plan at the City
Hall of the City of Elsinore, on the 28th day of September,
1970, and considered said master sewer plan together with
statements and evidence introduced and made at said hearing
by Lampman and Associates.

RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ELSINORE, CALIFORNIA, DIRECTING CORREC-
TIONS AND MODIFICATIONS TO BE MADE IN THE
PROCEEDINGS, ASSESSMENT ROLL AND IMPROVEMENT
BONDS FOR ASSESSMENT DISTRICT NO. 1 IN SAID
CITY OF ELSINORE WITH A PORTION THEREOF IN
THE COUNTY OF RIVERSIDE.
WHEREAS, it is in the best public interest and convenience
that certain corrections and modifications of a clerical nature
be made in the proceedings, assessment roll and improvement bonds
for Assessment District No. 1 in the City of Elsinore with por-
tions being within unincorporated territory within the County of
Riverside, so as to truly, reflect the correct property descrip-
tions to be assessed under said proceedings as initiated by
Resolution of Intention No. 1335 and as subsequently approved
and confirmed by the City Council of said City.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF ELSINORE, CALIFORNIA, AS FOLLOWS:
SECTION 1. It is hereby ordered and directed that the pro-
ceedings, assessment roll and bonds relating to Assessment Dis-
trict No. 1 be modified, amended or corrected as hereinafter set
forth to truly reflect the correct property descriptions and par-
cels of property to be assessed under said proceedings, and that
it is hereby determined that such changes, amendments or modifi-
cations are of a clerical nature.
