Main Street Lake Elsinore, CA 92530 Dear Ms. Abraham: I have revised this proposal to give the City a good overview of all tasks that may be required by the City of Lake Elsinore to compile an Initial Study (IS) that can be used to determine the appropriate environmental determination to comply with the California Environmental Quality Act (CEQA) for the Rome Hill Commercial Project. This document is a formal proposal and cost estimate to compile an IS for the City of Lake Elsinore (City) to support compliance with CEQA through the adoption of a Mitigated Negative Declaration (MND) or certification of an Environmental Impact Report (EIR). It summarizes the maximum work effort to comply with CEQA that Tom Dodson & Associates(TDA) assumes could be required to approve the project by the City. The City also requested that TDA identify the support tasks that would be provided under this proposal. Specifically, once the Initial Study is accepted by the City and the environmental determination is made, TDA will compile the Mitigation Monitoring-Reporting Program (MMRP); assist the City to prepare the distribution documents (compile a list of interested parties intended to receive the document; a Notice of Intent; a Notice of Completion; a Draft Mitigated Negative Declaration; and a draft legal advertisement for the newspaper). If an EIR is selected by the City, TDA will prepare a Notice of Preparation and then assist the City to distribute the document to interested parties and the State Clearinghouse. Once the public review period is completed, TDA will then respond to comments, prepare a Draft Notice of Determination and the Final CEQA package for consideration by the City's decision-makers. TDA will be available to attend a public hearing on this project when the CEQA document will be considered. What follows is an Initial Study Environmental Checklist compilation of the environmental issues that must be addressed as part of a CEQA document for this project. Scope of Work Project Description: TDA will first compile a draft project description subject to internal review and will then submit it to the City for final review and approval after incorporating pertinent comments. The fee for this is effort is included in TDA's IS preparation fee provided below. Regarding the Technical Studies identified below, TDA will be responsible for performing Quality Assurance and Quality Control (QA/QC) of all technical studies to ensure their adequacy and completeness to substantiate findings in the IS. The TDA fee below includes the fee for perform this QA/QC work effort. 1. Aesthetics: assume no technical study (visual simulations); fee included in the IS preparation. 2. Agricultural/Forest Resources: fee is included in the IS preparation. 3. Air Quality/Greenhouse Gas (GHG), Climate Change: technical study to be prepared by the applicant and TDA to perform QA/QC 4. Traffic/Circulation: Project will need a Vehicle Miles Traveled (VMT) analysis associated with this project. We also anticipate receiving a Trip Generation memo. If the City requires a Level of Service Traffic study, it will be prepared by the applicant and TDA to perform QA/QC. 17. Tribal Cultural Resources: This issue will be addressed by the City through the AB 52 process. Fee included in the IS preparation. 18. Utilities and Service Systems: No technical studies required but we will need the location of connections to local utilities to address offsite issues; fee included in the IS preparation. 19. Energy: Technical study is needed from the applicant and TDA to perform QA/QC. 20. Wildfires: No technical study needed; fee included in the IS preparation. TDA Fee for preparing the Initial Study and performing QA/QC is $18,000. Fee for processing the Initial Study to a final package for consideration by the City for adoption or certification, including the Mitigation Monitoring and Reporting Program, $4,000. Total Hard Cost Fee is an estimate $22,000. The above fee does not include the approximate $3,000 fee for the City to file the Notice of Determination (NOD) with the County. With the NOD the total fee could rise to $25,000. Once the project has been accepted by the City, the IS will require about 4-6 months to complete, and get to the City for a decision, barring any controversy or other unforeseeable/uncontrollable delays. Let me know how you wish to proceed from here and contact me if any questions.
