Ken (Dir. Of Public Works/City Engineer) and I stopped by the motocross site on Monday and spoke with Joe. The following is provided in summary of that visit: 1) No further grading on site until: o Grading Permit issued by the City o SWPPP / Notice of Intent filed with the State Board and copy of Notice of Intent provided to the City. 2) Pipe gate can be installed at the end of Cereal. Prior to installation, provide Engineering Div with an exhibit(s) showing: o The proposed placement of the gate and advance warning signs. o Construction details for the gate. The gate must include: o A box to allow for EVMWD lock, City lock and Fire lock o Reflective object markers on it 3) It was noticed that due to your build up of Cereal St., there is quite a drop off on the Skydive Elsinore side. For safety purposes, fencing or other method of containment (k- rail?) must be installed on the Skydive Elsinore side of constructed Cereal St. 4) We received plans from Will Buck on Tuesday; as soon as review is complete we will let you know. See attached BMP SC-11. 2) All port-a-potties shall have secondary containment. See attached BMP WM-9 3) Non-potable irrigation water "spraying" into the air. Noted specifically in the `picnic' area. Non-potable irrigation water cannot be `sprayed' into the air. 4) Label drums and other containers with contents. 5) Oil/automotive fluid spills in the area of the fueling pad and vehicle storage must be cleaned up and dirt disposed of as hazardous waste. 6) Trash bin lids shall be kept closed. 7) Roll on bins shall be covered at the end of each day. 8) White material spilling from bag on pallet. 9) Waste Management bins must be removed; only CR&R bins are allowed. 10) No plant material can be brought in to be mulched; all mulching must be of plant material that originated onsite.
