Planning Commission
Meeting Minutes
Tuesday, August 20, 2019
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
Center, 183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by
Chairman Carroll.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Armit.
ROLL CALL
Present: Commissioners Gray, Armit, and Ross; and Chairman Carroll
Absent: Vice-Chair Klaarenbeek
PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES
There were no members of the Public appearing speak.
PUBLIC HEARING ITEM(S)
1) Planning Application No. 2019-15 (AT&T Wireless) - A New 75-Foot High Wireless
Communications Facility Disguised as a Pine Tree located at 16401 Lakeshore Drive.
The Public Hearing was opened at 6:02 p.m. There were no conflict of Interest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
not been received.
Senior Planner Abraham presented the Staff report.
The applicant Paul Kim thanked Staff and provided a brief description of the Project, he stated he was
good with the Conditions of Approval and was available for questions.
There were no members of the Public appearing to comment.
There was no further discussion on from the Commissioners.
There being no further response to the Chairman's invitation to speak, the Public Hearing was declared
closed at 6:09 p.m.
It was moved by Commissioner Ross, seconded by Commissioner Armit, and carried, to adopt the
Resolutions, noting the absence of Vice-Chair Klaarenbeek.
Resolution 2019-44:
adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2019-15 (CONDITIONAL USE PERMIT
NO. 2019-05 AND COMMERCIAL DESIGN REVIEW NO. 2019-07) IS CONSISTENT WITH THE
WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP);
and,
Resolution 2019-45:
adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2019-05 TO ESTABLISH A NEW
75-FOOT HIGH WIRELESS COMMUNICATIONS FACILITY LOCATED AT 16401 LAKESHORE
DRIVE (APN: 379-250-044); and,
Resolution 2019-46:
adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2019-07 PROVIDING BUILDING
DESIGN AND RELATED IMPROVEMENTS FOR A NEW 75-FOOT HIGH WIRELESS
COMMUNICATIONS FACILITY LOCATED AT 16401 LAKESHORE DRIVE (APN: 379-250-044).
BUSINESS ITEM(S)
2) Active LE Plan Review
Community Services Director Johnathan Skinner introduced Audrey Young a Consultant with DBI.
Young provided the Commission with an update on Active LE Plan.
Consultant young presented the Staff report
The Commissioners discussed the Project and provided their comments.
It was moved by Commissioner Armit, seconded by Commissioner Gray, to receive and file, noting the
absence of Vice-Chair Klaarenbeek.
STAFF COMMENTS
Community Development Director Taylor advised Commissioners that the Streamline Ordinance
became law so there will be no more Single Family Dwelling Units before the Planning Commission
again. In addition, Staff is working on an Air B&B Ordnance.
Assistant Community Development Director Kirk updated the Commissioners on the Status of Walmart
and the Sports Complex.
COMMISSIONERS' COMMENTS
Commissioner Gray thanked Staff for the Healthy LE presentation and the work that has gone into it.
Chairman Carroll thanked Staff for the presentation. He also Congratulated Senior Planner Abraham on
her MBA.

There being no further business to come before the Commission, the Meeting was adjourned at 6:50
p.m. to Tuesday, September 3, 2019, at the Cultural Center, 183 N. Main Street, Lake Elsinore, CA
