HomeMy WebLinkAboutItem No. 03 Attachment 6 - Applicant Supplemental InfoNovember 14, 2025 Sophia Tatlyan Senior Planner – Michael Baker International 3760 Kilroy Airport Way, Suite 270 Long Beach, CA 90806 RE:Trip Generation Memorandum for the Proposed Walmart Fuel Station in the City of Lake Elsinore Dear Ms. Tatylan: Kimley-Horn and Associates, Inc. is pleased to submit this memorandum to elaborate on the anticipated trip generation for the proposed Walmart Fuel Station located east of the intersection of Central Avenue and Dexter Avenue in the City of Lake Elsinore. This memorandum serves as a supplement to the approved Traffic Impact Analysis (TIA) for the subject project, which was approved by City of Lake Elsinore staff on August 25, 2025. This memorandum has been prepared in response to concerns from City Planning Commission staff regarding the Walmart Fuel Station’s proposed trip generation. During a scheduled City Planning Commission meeting in October 2025, City staff expressed concern over the potential added congestion along the main thoroughfare adjacent to the proposed development, particularly along Central Avenue and at the I-15 Ramp intersections. The referenced TIA evaluated anticipated project trip generation consistent with Institute of Transportation Engineers (ITE) Trip Generation Manual (11th Edition) methodology. After application of pass-by and diverted link trip reductions, the project is estimated to generate a net of 1,376 daily trips, with 76 net new trips in the morning peak hour and 120 net new trips in the evening peak hour. The trip generation did not account for any additional reductions in order to maintain a conservative analysis. However, the characteristics of the proposed project site and the surrounding area may reasonably contribute to further reductions in trip generation. The proposed project will be located in the existing Walmart store parking lot, which is connected to several commercial uses via internal drive aisles, including multiple fast-food restaurants with drive-throughs, sit-down restaurants, retail stores, a commercial gym, and an auto parts store. Per the ITE Trip Generation Handbook (3rd Edition) a development of two or more uses has potential for interaction amongst the two, referred to as “internal capture” trips, where “as a result, the total generation of external trips (that is, those entering and exiting the overall site) may be less than the simple sum of the trips generated by each discrete land use.” Furthermore, applicability of internal capture trips is defined by the ability for trips between land uses to “be made on site and these internal trips do not utilize the major street system. In some mixed-use developments, these internal trips can be made either by walking or by vehicles using internal roadways without using external streets).” Per ITE methodology, the Walmart Fuel Station would be located within a mixed-use area and would warrant internal capture reductions. In order to assess approximate internal capture reductions, trip generation estimates were derived for all developments bound by Cambern Avenue, Central Avenue, and Dexter Avenue that are accessible via internal drive aisles or by walking. Estimates were Page 2 generated using ITE Trip Generation Manual (11th Edition) rates, where square footage estimates were derived from aerial imagery. It should be noted that the square footage estimates are approximate. The resulting site trip generation (without application of pass-by, diverted, or internal capture trips) is included on Attachment A. Per ITE Trip Generation Handbook (3rd Edition) methodology, internal capture percentages are developed using the National Cooperative Highway Research Program (NCHRP) 684 Internal Capture Trip Estimation Tool. The trip generation estimates derived in Attachment A were utilized for morning and evening peak hour internal capture calculations. The resulting internal capture percentages are shown on Attachment B. Review of the attachment shows that the development is anticipated to have an internal capture percentage of 12% in the morning peak hour, and 8% in the evening peak hour. As previously mentioned, internal capture reductions were not encompassed in the approved TIA; therefore it can be stated that the true trip generation associated with the Walmart Fuel Station may be up to an average of 10% below what was analyzed in the TIA per ITE and NCHRP methodology. Furthermore, these internal capture trips are relative to general land use categorizations – for example the uses included in Attachment A are more broadly defined as retail, restaurant, and other in Attachment B, per ITE and NCHRP methodology. It’s important to note that the proposed fuel station is a Walmart development within the Walmart parking lot, and offers specific benefits (mainly cheaper fuel) to Walmart customers. While an exact quantity is not defined, it is assumed that the internal capture between the Walmart store and Walmart Fuel Station is greater than stated in ITE/NCHRP methodology, as customers will likely opt to take advantage of these benefits. Walmart customers would have access to cheaper fuel than at other adjacent fuel stations after shopping in- store, and therefore would more commonly make one total trip to get fuel and shop in-store. Lastly, Planning Commission staff raised concern over the number of fuel stations in the local vicinity. While the applicant understands this concern, it is important to note that the local concentration of fuel stations likely would also reduce overall trip generation. Given that a majority of fuel station’s customer base is diverted and pass-by trips, the presence of multiple fuel stations in the same geographic area would provide a reduction of demand at each location, further reducing the trip generation at the proposed Walmart Fuel Station.
