CONSENT CALENDAR A motion was made by Commissioner Peters, seconded by Commissioner Pease to approve the consent calendar. Find that the proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Existing Facilities); and 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2025-07 TO LEGALIZE A 3,000-SQUARE-FOOT BOXING GYM (SUPREME BOXER BOXING CLUB) WITHIN SUITES I AND J OF AN EXISTING MULTI- TENANT INDUSTRIAL BUSINESS PARK LOCATED AT 580 3RD STREET (APN: 377-430-038). Find the project is exempt from further environmental review under the California Environmental Quality Act (CEQA), pursuant to California Environmental Quality Act (Cal. Pub. Res. Code §§21000 et seq.: “CEQA”) and the CEQA Guidelines (14 C.C.R. §§ 15000 et seq.) Section 15183 (Projects Consistent with a Community Plan or Zoning); 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING FINDINGS THAT RESIDENTIAL DESIGN REVIEW NO. 2023-05 IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and 3. The Public Hearing was opened at 6:14 p.m. Written communication was received from The California Housing Defense Fund (CalHDF), which was provided to the Planning Commission. Associate Planner Serna presented the staff report. Grant Keene and Sydney Marschalk, the applicant representatives, addressed the Commission. Jackie Johnson was called to speak. Sophiann Devan was called to speak. The Public Hearing was closed at 6:27 p.m. A motion was made by Commissioner Devor, seconded by Commissioner Peters to approve staff's recommendations. The motion carried by the following vote: Aye:4 Commissioners Devor, Pease, and Peters; and Chair Gray Nay:0 None Absent: 1 Vice Chair Carroll 4.Residential Design Review No. 2024-10 (Tuscany Crest) - A Proposal to Construct 204 Detached Single-Family Residences and Related Site Improvements for Tentative Tract Map No. 33725 on a 52.7-acre site located within Planning Area 10 of the Ramsgate Specific Plan 1. Find that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, the proposed project would not have a significant effect on the environment, and no new environmental documentation is necessary because all potentially significant effects have been adequately analyzed in an earlier Mitigated Negative Declaration No. 2006-04 (SCH No. 2006071012) and subsequent addendum; 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING FINDINGS THAT RESIDENTIAL DESIGN REVIEW NO. 2024-10 IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and 3. The Public Hearing was closed at 6:38 p.m. A motion was made by Commissioner Peters, seconded by Commissioner Pease, to approve staff's recommendations. Find that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, the proposed project would not have a significant effect on the environment, and no new environmental documentation is necessary because all potentially significant effects have been adequately analyzed in an earlier Final Supplemental Environmental Impact Report (EIR; SCH No. 88090525) and Addendum No. 3; 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING FINDINGS THAT RESIDENTIAL DESIGN REVIEW NO. 2024-09 IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and 3. CITY ATTORNEY COMMENTS Assistant City Attorney McClendon had no comments. COMMISSIONERS' COMMENTS Commissioner Peters thanked the staff for providing detailed staff reports and expressed her appreciation for the variety of residential projects that were presented to the Commission at tonight’s agenda. ADJOURNMENT The Lake Elsinore Planning Commission adjourned at 6:46 p.m. to the next Regular meeting on Tuesday, November 18, 2025, in the Cultural Center located at 183 N. Main Street at 6:00 p.m.
