A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING RESIDENTIAL DESIGN REVIEW NO.
2023-05 FOR THE BUILDING DESIGN, ON-SITE AMENITIES, AND RELATED SITE
IMPROVEMENTS FOR A PROPOSED 96-UNIT MULTI-FAMILY RESIDENTIAL
APARTMENT COMPLEX LOCATED AT 32281 RIVERSIDE DRIVE (APN: 379-315-
033)
Whereas, Elevated Entitlements, LLC, has filed an application with the City of Lake
Elsinore (City) requesting approval of Planning Application No. 2023-06 for a Residential Design
Review (RDR No. 2023-05) for the design and construction of a 96-unit multi-family residential
apartment complex within twelve residential buildings. The project also proposes a 1,597 sq. ft.
clubhouse with onsite recreational amenities, and other related site improvements on a 4.95-acre
site located in the Residential Mixed Use (RMU) zoning district. The proposed project is located
at 32281 Riverside Drive and encompasses Assessor’s Parcel Number (APN) 379-315-033;
Whereas, pursuant to Section 17.415.050 (Major Design Review) of the Lake Elsinore
Municipal Code (LEMC), the Planning Commission (Commission) has the responsibility of
reviewing and approving, conditionally approving, or denying design review applications; and,
Whereas, on November 4, 2025, at a duly noticed Public Hearing, the Commission has
considered evidence presented by the Community Development Department and other interested
parties with respect to this item.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1: The Commission has reviewed and analyzed the proposed project pursuant to
the California Planning and Zoning Laws (Cal. Gov. Code §§ 59000 et seq.), the Lake Elsinore
General Plan (GP), and the LEMC and finds and determines that the proposed project is
consistent with the requirements of California Planning and Zoning Law and with the goals and
policies of the GP and the LEMC.
Section 2: The Commission finds and determines that the project is exempt ffrom the
California Environmental Quality Act (Cal. Pub. Res. Code §§21000 et seq.: “CEQA”) and the
CEQA Guidelines (14 C.C.R. §§ 15000 et seq.) pursuant to CEQA Guidelines Section 15183
(Project Consistent with a Community Plan or Zoning), because (a) the project is consistent with
the applicable general plan designation and (b) an Environmental Impact Report (EIR; SCH No.
2005121019) was certified and adopted on December 13, 2011 in conjunction with the General
Plan. Furthermore, all potentially significant project-specific impacts have been avoided or
mitigated pursuant to the General Plan’s EIR (SCH No. 2005121019).
Section 3: That in accordance with Section 17.415.050.G of the LEMC, the Commission
makes the following findings regarding Residential Design Review No. 2023-05:
1. The project, as approved, will comply with the goals and objectives of the General Plan and
the zoning district in which the project is located.
The project site is in the Residential Mixed Use (RMU) General Plan designation and is
within the City’s Residential Mixed Use zone. The intent of the RMU designation is to provide

for a mix of residential and non-residential uses within a single proposed development area
with an emphasis on high-density residential uses. Uses such as retail, service, civic, and
professional office are allowed in a subordinate capacity. Residential densities shall be
between 19 and 24 dwelling units per net acre. The application proposes to construct a 96-
unit apartment complex on a 4.95-acre site at a density of 19.6 dwelling units per acre. In
addition, the project complies with all applicable RMU zone development standards
contained in the LEMC. Therefore, the proposed multi-family residential development is
consistent with the land use goals and policies of the General Plan and zoning.
2. The project complies with the design directives and all applicable provisions contained in
the LEMC.
The project is appropriate to the site and surrounding developments. The architectural style
proposed will create a distinctive street scene within the project site. Sufficient setbacks and
onsite landscaping have been provided, thereby creating interest and varying vistas. In
addition, safe and efficient on-site circulation would be achieved
3. Conditions and safeguards pursuant to Section 17.415.050.G.3 of the LEMC, including
guarantees and evidence of compliance with conditions, have been incorporated into the
approval of the project to ensure development of the property in accordance with the
objectives of Section 17.415.050.
Pursuant to Section 17.415.050.E of the LEMC, the project was considered by the Planning
Commission at a duly noticed Public Hearing held on November 4, 2025. The project, as
reviewed and conditioned by all applicable City divisions, departments, and agencies, will
provide a high-quality residential development within the surrounding community.
Section 4: Based upon the evidence presented and the above findings, the Commission
hereby approves Residential Design Review No. 2023-05.
Section 5: This Resolution shall take effect immediately upon its adoption.
