CONSENT CALENDAR A motion was made by Commissioner Peters, seconded by Vice Chair Carroll to approve the Consent Calendar. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF A MITIGATED NEGATIVE DECLARATION (ER 2025-02) (SCH NO. 2025090173) FOR PLANNING APPLICATION NO. 2021-19 (GENERAL PLAN AMENDMENT NO. 2022-01, ZONE CHANGE NO. 2022-02, CONDITIONAL USE PERMIT NO. 2022-17, COMMERCIAL DESIGN REVIEW NO. 2022-12, AND VARIANCE NO. 2025-08); 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF COMMERCIAL DESIGN REVIEW NO. 2022-12 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS FOR TWO COMMERCIAL MANUFACTURING WAREHOUSE BUILDINGS TOTALING 92,760 SQUARE FEET LOCATED AT APN: 371-150-017; and, 7. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF VARIANCE NO. 2025-08 TO REDUCE THE REQUIRED FRONT YARD SETBACK FROM 15 FT. TO 6 FT. DUE TO SITE CONSTRAINTS FOR THE COMMERCIAL MANUFACTURING FACILITY LOCATED AT APN: 371-150-017. Written communications were received from Fennemore, LLP and CalHDF, which were provided to the Planning Commission. Community Development Director Abraham presented the staff report. Steve Galvez, the applicant representative, addressed the Commission. Chase Preciado, Supporters Alliance for Environmental Responsibility (SAFER), was called to speak. Kim Cousins, Lake Elsinore Valley Chamber of Commerce, was called to speak. Tom Dodson addressed the Commission. Jacob Sommerville was called to speak. The Public Hearing was closed at 6:27 p.m. A motion was made by Commissioner Pease, seconded by Commissioner Devor to approve staff's recommendations. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING AN ADDENDUM TO THE KASSAB TRAVEL CENTER MITIGATED NEGATIVE DECLARATION NO. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2021-21 TO ESTABLISH A NEW 3,600 SQUARE-FOOT EXPRESS CARWASH FACILITY INCLUDING VACUUM SPACES FOR THE KASSAB TRAVEL CENTER LOCATED AT APNS 378-030-007 AND 378-030-009. The Public Hearing was opened at 6:28 p.m. Principal Planner Huynh presented the staff report. Ibrahim Agha, the applicant, addressed the Commission. There were no public speakers. The Public Hearing was closed at 6:51 p.m. A motion was made by Vice Chair Carroll, seconded by Commissioner Devor to deny Conditional Use Permit No. 2021-16 and Commercial Design Review No. 2021-21. The motion carried by the following vote: Aye: 5 Commissioners Devor, Pease, and Peters; Vice Chair Carroll; Chair Gray Nay: 0 None 4. Planning Application No. 2024-04 (Walmart Gasoline Station) – Commercial Design Review and Conditional Use Permit to Establish a New Walmart Gasoline Station and Convenience Store on an approximately 1.10-Acre Project Site within the Existing Walmart Supercenter Retail Center Located at 29260 Central Avenue 1. Find that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, the proposed project would not have a significant effect on the environment and no new environmental documentation is necessary because all potentially significant effects have been adequately analyzed in a previously adopted Environmental Impact Report (EIR; SCH No. 2014051093); 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2024-04 TO ALLOW A WALMART GASOLINE STATION AND CONVENIENCE STORE ON AN APPROXIMATELY 1.10-ACRE SITE WITHIN THE EXISTING WALMART SUPERCENTER RETAIL CENTER LOCATED AT 29260 CENTRAL AVENUE (APNs: 377-090-052 AND 377-090-053); and 3. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2024-02 FOR THE CONSTRUCTION OF A WALMART GASOLINE STATION INCLUDING A 5,419-SQUARE-FOOT OVERHEAD FUELING CANOPY AND A 1,618-SQUARE-FOOT SINGLE-STORY CONVENIENCE STORE ON AN APPROXIMATELY 1.10-ACRE SITE WITHIN THE EXISTING WALMART SUPERCENTER RETAIL CENTER LOCATED AT 29260 CENTRAL AVENUE (APNs: 377-090-052 AND 377-090-053). Ryan Alvarez, Kimley-Horn Associates, addressed the Commission. The Public Hearing was closed at 7:14 p.m. A motion was made by Commissioner Peters, seconded by Vice Chair Carroll to continue the item to the December 2, 2025 Planning Commission Meeting. The motion by the following vote: Aye: 5 Commissioners Devor, Pease, and Peters; Vice Chair Carroll; Chair Gray Nay: 0 None STAFF COMMENTS Staff had no comments. CITY ATTORNEY COMMENTS Assistant City Attorney McClendon had no comments. COMMISSIONERS' COMMENTS Vice Chair Carroll thanked the staff for their ongoing work and the commitment the Commission has to enhancing the community’s future development. ADJOURNMENT The Lake Elsinore Planning Commission adjourned at 7:18 p.m. to the next Regular meeting on Tuesday, November 4, 2025, in the Cultural Center located at 183 N.
