HomeMy WebLinkAboutItem No. 16 -Purchase Order with Cochrane USA, Inc. for a ClearVu Invisible Wall Fencing System Page 1 of 2 REPORT TO CITY COUNCIL To: Honorable Mayor and Members of the City Council From: Jason Simpson, City Manager Prepared by: Rick De Santiago, Public Works Manager Date: October 28, 2025 Subject: Purchase Order with Cochrane USA, Inc. for a ClearVu Invisible Wall Fencing System at Launch Pointe (CIP Project No. Z20005) Recommendation Approve and authorize the City Manager to execute a Purchase Order with Cochrane USA, Inc. in the amount not to exceed $129,709.33 in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $12,970.00 for unanticipated costs. Background Launch Pointe Recreation Destination & RV Park has a storage yard that holds essential equipment and infrastructure. To improve security and protect these assets, staff has determined that a high-performance perimeter fencing solution is needed. Discussion The proposed fencing system includes 634 linear feet of ClearVu shutter/invisible wall fencing, a Category IV perimeter fence designed for critical infrastructure protection that provides controlled visibility and enhanced security features. It is 10 feet tall and separates the storage yard from the neighboring property. This fencing system is designed to offer maximum security while maintaining aesthetics and visibility suitable for a public-facing facility. Its installation will significantly improve protection for equipment stored at Launch Pointe. ClearVu Invisible Wall Fencing Purchase Page 2 of 2 Cochrane USA, Inc. is listed under Sole Source Reference SS/05/COLE/16-09-2025, confirming its status as the sole source provider for this fencing system. Cochrane USA is the exclusive manufacturer and distributor of the ClearVu system. Waiver of Competitive Bidding Procedures Under Section 3.08.070(C) of the Municipal Code, the City Council can waive the competitive bidding procedures usually used for these general provisions, in addition to the benefits outlined above. These benefits were negotiated to provide favorable pricing and comprehensive services. Therefore, staff recommends that the City Council waive further competitive bidding and authorize the City Manager to execute a Purchase Order with Cochrane USA, Inc. as outlined in this agenda report and in compliance with Municipal Code Section 3.08.070(C).
