Page 1 of 2 REPORT TO CITY COUNCIL To:Honorable Mayor and Members of the City Council From:Jason Simpson, City Manager Prepared by:Adam Gufarotti, Assistant Director of Lake & Community Operations Date:October 28, 2025 Subject:State of California Homekey+ Grant for Homeless Housing Recommendation Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE HOMEKEY PROGRAM. Background The State of California recently announced the availability of additional funding through the Homekey+ program, which provides resources to local jurisdictions to expand housing options for individuals and families experiencing homelessness. The Homekey program, originally launched in 2020, has been one of the state’s most significant initiatives for rapidly creating permanent and interim housing. In order to access this new round of funding, the City of Lake Elsinore is preparing a grant application. As part of the application process, the program guidelines require that the City Council adopt a formal resolution authorizing staff to apply for and, if awarded, accept the grant funds. Discussion It is recommended that the City Council adopt the resolution authorizing City staff to submit a grant application to the State of California under the Homekey+ program in the amount of $10.6 million. Approval of this resolution will ensure that the City remains eligible to compete for these critical funds, which, if awarded, would significantly expand the City’s ability to create and sustain housing solutions for individuals and families experiencing homelessness. Homekey+ Grant Resolution Page 2 of 2 Fiscal Impact The City is requesting $10.6 million. As part of the application requirements, a local match of $1 million will be required. If the grant is awarded, staff will present a detailed funding plan for Council consideration. Attachments Attachment 1 - Resolution City Manager's Office RESOLUTION NO. 2025- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE HOMEKEY PROGRAM Whereas, The Department of Housing and Community Development (“Department”) has issued a Notice of Funding Availability, dated March 29, 2023 (“NOFA”), for the Homekey Program (“Homekey” or “Program”). The Department has issued the NOFA for Homekey grant funds pursuant to Health and Safety Code section 50675.1.3 (Assem. Bill No. 140 (2021-2022 Reg. Sess.), § 20.). Whereas, The City of Lake Elsinore (“Co-Applicant”) desires to jointly apply for Homekey grant funds with Kingdom Causes, Inc. (dba City Net) (“Corporation”). Therefore, Co-Applicant is joining Corporation in the submittal of an application for Homekey funds (“Application”) to the Department for review and consideration. Whereas, The Department is authorized to administer Homekey pursuant to the Multifamily Housing Program (Chapter 6.7 (commencing with Section 50675) of Part 2 of Division 31 of the Health and Safety Code). Homekey funding allocations are subject to the terms and conditions of the NOFA, the Application, the Department-approved STD 213, Standard Agreement (“Standard Agreement”), and all other legal requirements of the Homekey Program. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1. Co-Applicant is hereby authorized and directed to submit a joint Application to the Department in response to the NOFA, and to jointly apply for Homekey grant funds in a total amount not to exceed $10,600,000. Section 2. If the Application is approved, Co-Applicant is hereby authorized and directed to enter into, execute, and deliver a Standard Agreement in a total amount not to exceed $10,600,000, any and all other documents required or deemed necessary or appropriate to secure the Homekey funds from the Department and to participate in the Homekey Program, and all amendments thereto (collectively, the “Homekey Documents”) Section 3. Co-Applicant acknowledges and agrees that it shall be subject to the terms and conditions specified in the Standard Agreement, and that the NOFA and Application will be incorporated in the Standard Agreement by reference and made a part thereof. Any and all activities, expenditures, information, and timelines represented in the Application are enforceable through the Standard Agreement. Funds are to be used for the allowable expenditures and activities identified in the Standard Agreement. CC Reso No. 2025-Page 2 of 2 Section 4. Jason Simpson, City Manager, or his or her designee, is authorized to execute the Application and the Homekey Documents on behalf of Applicant for participation in the Homekey Program. Section 5. This Resolution shall take effect from and after the date of its passage and adoption. Section 6. That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions.
