ROLL CALL Present: 4 - Council/Agency Members Manos and Sheridan; Mayor Pro Tem/Vice Chair Magee; and Mayor/Chair Tisdale Absent: 0 - None CLOSED SESSION REPORT Assistant City Attorney Mann reported that all four items were discussed; however, no reportable action was taken. PRESENTATION/CEREMONIAL 1) Business in Action Monthly Spotlight – Goodfellow Corporation Recognize Goodfellow Corporation as the City of Lake Elsinore’s Business in Action Monthly Spotlight for September 2025. Mayor Tisdale presented the Certificate to Mel Sotelo and his team. PUBLIC COMMENTS - NON-AGENDIZED ITEMS - 1 MINUTE There were no speakers. City Council Minutes - Final September 23, 2025 City of Lake Elsinore Page 3 CITY COUNCIL CONSENT CALENDAR A motion was made by Mayor Pro Tem Magee, seconded by Council Member Manos to approve the City Council Consent Calendar with Agenda Item No. 9 being removed from the City Council Consent Calendar for discussion. The motion carried by the following vote: Aye: 4 Council Members Manos and Sheridan; Mayor Pro Tem Magee; and Mayor Tisdale Nay: 0 None 2) Minutes of the Regular City Council Meeting of September 9, 2025 Approve the Minutes. This item was approved on the City Council Consent Calendar. 3) CC Warrant Report Dated August 25, 2025 to August 31, 2025 Receive and file. This item was approved on the City Council Consent Calendar. 4) CC Warrant Report Dated September 01, 2025 to September 07, 2025 Receive and File. This item was approved on the City Council Consent Calendar. 7) City Voting Delegate and Alternate for the 2025 League of California Cities Annual Conference Appoint Council Member Manos as the City’s Voting Delegate and City Manager Simpson as the City's Alternate Voting Delegate for the 2025 League of California Cities Annual Conference to be held in Long Beach, CA, October 8-10, 2025. This item was approved on the City Council Consent Calendar. City Council Minutes - Final September 23, 2025 City of Lake Elsinore Page 4 8) Construction Agreement with R.J. Noble Company for the Pavement Rehabilitation SB-1 Broadway Tracts CIP Project No. Z10089 Approve and authorize the City Manager to execute a Public Works Construction Agreement with R.J. Noble Company in the amount of $1,697,794 for the Pavement Rehabilitation SB-1 Broadway Tracts, CIP Project No. Z10089, in such final form as approved by the City Attorney; authorize the City Manager to execute change orders not to exceed 10% contingency amount of $169,779.40; and authorize the City Clerk to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City-maintained roadway network. This item was approved on the City Council Consent Calendar. 9) Tract Map No. 38378, Mission Trail at Lemon Residential Project Approve Final Tract Map No. 38378, subject to the City Engineer’s acceptance as being true and correct; authorize the City Clerk to sign the map and arrange for its recordation; and authorize the City Manager to execute the Construction Agreement for Monumentation. This item was removed from the City Council Consent Calendar for discussion. 10) Traffic Impact Fee Agreement with In-N-Out Burgers for the Third Street and Dexter Avenue Signal Improvement Project Approve and authorize the City Manager to execute a Traffic Impact Fee (TIF) Street Improvement Reimbursement Agreement with In-N-Out Burgers for the Third Street and Dexter Avenue signal improvement project. This item was approved on the City Council Consent Calendar. 11) Consideration of Annual Reporting of Completed State Mandated Fire and Life Safety Inspections by the City of Lake Elsinore in Compliance with SB 1205 for Fiscal Year 2024-2025 Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ACKNOWLEDGING RECEIPT OF A REPORT MADE BY THE FIRE CHIEF OF THE RIVERSIDE COUNTY FIRE DEPARTMENT REGARDING THE INSPECTION OF CERTAIN OCCUPANCIES REQUIRING ANNUAL INSPECTIONS IN SUCH OCCUPANCIES PURSUANT TO SECTIONS 13145, 13146 and 17921 OF THE CALIFORNIA HEALTH AND SAFETY CODE. This item was approved on the City Council Consent Calendar. 12) Notice of Completion for Replacement of Flooring at the Neighborhood Center (CIP Project No. Z20005) Accept the improvements and authorize the City Clerk to file the Notice of Completion with the County Recorder for the Replacement of Flooring at the Neighborhood Center (CIP Project No. Z20005) completed by Shaw Integrated & Turf Solutions, Inc. This item was approved on the City Council Consent Calendar. A motion was made by Council Member Manos, seconded by Council Member Sheridan to approve staff's recommendation. The motion carried by the following vote: Aye: 3 Council Members Manos and Sheridan; and Mayor Tisdale Nay: 1 Mayor Pro Tem Magee SUCCESSOR AGENCY CONSENT CALENDAR A motion was made by Council Member Sheridan, seconded by Council Member Manos to approve the Successor Agency Consent Calendar. City Council Minutes - Final September 23, 2025 City of Lake Elsinore Page 6 18) Notice of Completion for the Installation of Monuments & Baseballs at Lake Elsinore Diamond Stadium (CIP Project No. RDA Z20003) Accept the improvements and authorize the Secretary to file the Notice of Completion with the County Recorder for the Installation of Monuments & Baseballs at Lake Elsinore Diamond Stadium (CIP Project No. RDA Z20003) completed by Cotter Construction, Inc. This item was approved on the Successor Agency Consent Calendar. BUSINESS ITEM 19) Council Direction on Filling Vacancy Resulting from Council Member Johnson's Election to the State Assembly District 63 Direct staff on how to proceed in filling the vacancy on the City Council created by Council Member Johnson’s election to the State Assembly. The Council has the following options: 1. Direct the City Clerk to prepare the necessary Resolution to call a special election to fill the vacancy; or 2. Direct the City Clerk to solicit applications from interested and eligible residents and appoint two (2) Council Members to serve on an Appointment Committee to review applications, conduct interviews as needed, and provide a recommendation for nomination to the full City Council to appoint a qualified individual to serve the remainder of the unexpired term, with the seat scheduled to appear on the November 2026 ballot for the remainder of the term. City Clerk Alvarez presented the staff report. A motion was made by Council Member Manos, seconded by Mayor Pro Tem Magee to direct the City Clerk to solicit applications from interested and eligible residents and appoint two (2) Council Members to serve on an Appointment Committee to review applications, conduct interviews as needed, and provide a recommendation for nomination to the full City Council to appoint a qualified individual to serve the remainder of the unexpired term, with the seat scheduled to appear on the November 2026 ballot for the remainder of the term. CITY ATTORNEY COMMENTS Assistant City Attorney Mann had no comments. CITY MANAGER'S COMMENTS City Manager Simpson had no comments. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Sheridan shared that youth can ride Riverside Transit Agency buses free through December 31, 2026; invited the community to attend the third Ruth Atkins Speaker Series event at 7:00 p.m. on September 24, 2025 int he Cultural Center; invited the community to participate in the Firewise Community Introductory meeting at 7:00 p.m. on October 16, 2025 in the Tuscany Hills Clubhouse; and shared photos from the C.L.E.W. Softball League opening day on September 20, 2025. Council Member Manos reported on his attendance at the Riverside County Airport Land Use Commission meeting on September 11, 2025 and Riverside County Habitat Conservation Authority Board of Directors meeting on September 11, 2025; shared his experience at MariachiFest; and spoke on political violence. Mayor Pro Tem Magee invited the community to attend the San Diego SCCA Novice School on October 4-5, 2025 at Diamond Stadium; and invited the community to attend the Freestyle Kings event on September 27, 2025 at Diamond Stadium. Mayor Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting on September 8, 2025 and Northwest Mosquito and Vector Control District Board meeting on September 18, 2025; shared highlights from the MariachiFest event, which took place on Saturday, September 20, 2025; and spoke on political violence. ADJOURNMENT The Lake Elsinore City Council adjourned at 7:47 p.m. to the next Regular meeting on Tuesday, October 14, 2025 in the Cultural Center located at 183 N. Main Street.
