Cover Letter
Charles Abbott Associates, Inc. (CAA) is pleased to offer as-needed Plan Check Services to the City of Lake
Elsinore (City). CAA has been providing Engineering Plan Check Services to the City since 2020, and hopes to be
able to add Building Plan Check Services to our existing scope of work.
Since 1984, CAA has been a national contract service provider to local government agencies, and exclusively
serves public agencies. Our CAA professionals have many years of municipal experience to support the City, and
have a deep understanding of professional Building and Safety Services in a municipal setting. Our team brings
many years of related project experience together with an expertise in the development and management of similar
services, making CAA exceptionally well qualified to provide building plan check services, including plan check of
commercial, industrial, and residential developments to the City.
Our staff is technically qualified, trained, properly licensed, and certified to provide all anticipated plan review
services in accordance with State and local codes and ordinances and works closely with engineers, architects,
and designers, providing greater insight as to the constructability of design and the adherence to State and
Federal codes, rules and regulations, Land Development Regulations (LDRs) and acceptable building practices.
We have experience in a full range of different types and sizes of developments, ranging from single family
dwellings to rural properties to master planned communities, mixed use developments, planned unit
developments and industrial/commercial business parks.
CAA currently has staff operating in and providing services for numerous nearby municipalities in Southern
California, ensuring consistent resource availability, fast response times, and maximum efficiency. Our team of
ICC certified plan reviewers are available to meet the varying workload demands of the City through electronic
review of the plans. All work will be performed under the direction of a Certified Building Official registered with
the State who will review plans for compliance with all applicable codes, regulations, guidelines, and permits
regarding grading, water quality, tract maps, parcel maps, street improvements, and other plan check services as
required. We will provide complimentary over-night mail service of plans in addition to the web based digital
review when needed. This along with the availability of our local resources will allow us to respond quickly to all of
the City’s needs and ensure all of our turnaround times are met.
This proposal shall remain valid for a period of not less than 90 days from the date of submittal, as requested by
the City. We hope to be able to partner with you in delivering exceptional public service to the builders and

CAA has been a professional services consulting firm specializing in providing Building & Safety, Fire Prevention,
Engineering and Environmental Services to government agencies since 1984. Our aim is to excel by providing

experience and skills that are unique to CAA. Our staff is up to date on all building, plumbing, and electrical codes
and standards, including code changes and state amendments, and is familiar with City building requirements,
zoning codes, and related laws and ordinances. Our team is able to quickly and accurately read and interpret
plans, specifications, and blueprints of any complexity and compare them with construction in progress to identify
any discrepancies. In addition, our personnel is trained to detect non-code compliant work, structural faults,
inferior materials, and hazards.
CAA’s expert staff successfully services over 25 cities in California, including many cities in Riverside, San
Bernardino, Los Angeles and Orange counties. Our corporate headquarters as well as our plan review office
where we have full-time and part-time plan reviewers available to meet additional workload as required has been
located in Mission Viejo, CA for the past 17 years, and the presence of our local employees gives us the ability to
provide additional staff without delay if workload increases or emergencies arise.
We have experience with small and large size developments, such as automotive plants, hospitals, business
parks, warehouses, and shopping centers, and are experienced at providing the right services at the right time to
ensure the project is progressing smoothly.
Plan review will be performed electronically and on paper as needed to meet our committed timelines. When
needed, CAA will overnight Building Plans using “OnTrac” or a similar shipping firm to transport those plans
requiring paper review to and from the office of the City to CAA’s main office, where the plan check service will be
provided.
By cooperating and working closely with all entities responsible for project approval, CAA forms a collaborative
working relationship that centers on successful project processing. We work hard to minimize surprises that can
lead to costly delays due to plan revisions late in the approval process. As a result, the development approval
process with the City is timely, seamless, and efficient.
Description of Services

PLAN REVIEW SERVICES
CAA will provide the plan review of any and all types of structures
including, but not limited to, single family dwellings, multi-family
dwellings, industrial and commercial buildings. Our registered
professionals and ICC Certified Plan Examiners will ensure
compliance with all local codes and ordinances as well as State
and Federal laws that pertain to Building and Safety.
Our approach to plan review ensures that plans submitted to CAA for review are properly
tracked and processed. Our system ensures that each plan or permit is assigned, returned,
and handled on time. Plan review will be performed remotely, as requested by the City.
When needed, CAA will overnight Building Plans using “OnTrac” or a similar shipping firm to
transport those plans requiring off-site review to and from the office of the City to CAA’s main office, where the
plan check service will be provided. Most of our plan examiners are cross-trained and certified as inspectors,
providing a very efficient use of personnel and expediting the process for the applicant. We provide timely
turnaround of plan reviews and re-reviews based on guaranteed turn-around times as shown below.
A certified plan reviewer will conduct a reasonable and lawful plan review of submitted construction
documents for compliance with the following items:
• CAA will utilize a standard plan check created
specifically for the City to ensure consistency in
plan review.
• In the process of review, CAA will confirm building
use, occupancy, and type of construction.
• Structural drawings are reviewed by a licensed
engineer in order to verify code compliance for all
gravity loads, lateral loads and special loading
conditions. Calculations are reviewed for
completeness; materials indicated on the plans
are identified and reviewed for conformance.
• CAA staff are proficient in plan review for the
California Codes including but not limited to
Building, Residential, Architectural, Structural,
Plumbing, Electrical and Mechanical.
• CAA staff members are certified and familiar with
the Energy Efficiency Standards for Residential
and Non-Residential Buildings. Extensive annual
training ensures that each staff member is aware
of any updates and new requirements. Plans and
supporting documentation are reviewed for
completeness, accuracy, and minimum code
compliance.
• CAA staff attends ICC training relative to disabled
access. CAA staff takes disabled access seriously
and has been proactive on Accessibility
Compliance Committees. Engineers, plans
examiners, and certified personnel are fully
trained and familiar with Accessibility Codes.
• CAA can provide various communication options,
including electronic plan review, video
conferencing and virtual permit specialist for our
clients to reduce environmental impacts such as
paper use, travel and commute impacts – all
intended to reduce CAA’s and the City’s carbon
footprint.
• CAA will coordinate and interface with City
Departments and other agencies as needed.

PLAN REVIEW TIMEFRAMES
All initial reviews will be returned within 10 business days for single family residential, small and large commercial
projects, and improvement plans. Rechecks will be returned within 5 working days. These are maximum times,
and we typically are able to turn around simple plan reviews in less than half the time. Expedited plan review is
available at an extra charge, if requested by the City.

COST PROPOSAL
CAA proposes to provide commercial and residential plan review services for the following hourly rates:

The above hourly rates include general and administrative overhead and fees and employee payroll burden. Rates are subject
to an annual adjustment based upon increases adopted by Charles Abbott Associates, Inc. as reflected in the Consumer Price
Index (CPI).
*The Hourly Rates identified are for Non-Prevailing Wage project inspection. Hourly Rates for Prevailing Wage project
inspection will be $157.00 for regular time; $198.00 for overtime on Mondays through Saturdays; and $248.00 for overtime on
Sundays and Holidays. Prevailing Wage rates are subject to increases pursuant to the State of California’s Department of
Industrial Wage Rate Determinations.
The fees outlined above are inclusive of all costs, including general and administrative, travel, per diem, training,
materials, supplies, and other items necessary to complete the project.
If the City desires additional services outside the scope of this proposal, those services can be negotiated.

CAA has read and agrees to the City’s Professional Services Agreement, including insurance requirements and
other contractual terms, but would like to add a termination clause allowing CAA to terminate the contract upon 60
or 90 days' advanced written notice to the City.

Mr. Grider has over 41 years of construction, public works, and building & safety experience. He has held the
position of Building Official, County Engineer, Sr. Engineering Manager as well as numerous other key
positions in the field. Well known in the public sector as a compassionate leader focused on customer service,
he is routinely involved in the presentation of building code, engineering principles and advancing the cause
of preventing life loss and protecting property. As Director for CAA, he directs the services CAA provides in
building and safety, engineering, and fire prevention. He is also responsible for quality control and evaluation.

Mr. Posey has over 37 years of construction, building and safety experience, with 30 years of code
administration, problem solving, and material work force management experience. He has held the positions
of Chief Electrical Inspector, Plans Examiner, and Building Official. He was responsible for all electrical plans
examining, electrical inspections assignments, and all field inspections. Duties also included management of
Permitting and Inspection Software System. Allen has inspected and plan reviewed projects including
residential, commercial, education and industrial structures. He is also experienced in the implementation and

Mr. Baltera has over 35 years of experience working for municipalities conducting plan reviews and building
inspections. Mr. Baltera’s specialty is plan reviews for mechanical, electrical and plumbing (MEP) systems for
projects of any size. From the complex multi-use construction project to the residential remodel, he has the
plan check skills to provide outstanding code compliance checks. In recent years, Mr. Baltera has been
instrumental for CAA in performing plan reviews and inspections of large mixed-use multi-story condo
buildings that have been become very popular to build. Some of his plan check work can be seen from the
new mixed-use multi-story condos along the 405 freeway in south Orange County.

Mr. Chow has over 38 years of experience in management, planning, review, design, and construction of
civil engineering projects. Of his 22 years with Charles Abbott Associates, Inc., he has been in charge of
and managed numerous CIP projects from funding, design, bidding, and construction through completion
for several agencies as project manager and provided the highest level of service to those agencies. His
past experience includes street maintenance and rehabilitation, street widening, flood control and storm
drains, parking facilities, public transportation facilities, parks and recreations, and other CIP projects, as
well as coordination with local, state, and federal agencies. Danny has provided civil reviews for
numerous projects in California, Nevada, Georgia, and Texas. His review experience ranges from grading
plans, street improvement plans, drainage plans, hydrology and hydraulics, water plans, sewer plans,
NPDES, engineering reports of various types, as well as assessment districts.

sprinkler alarm review assignments. He has reviewed projects including residential, commercial, and
industrial structures. He also had his own practice in designing architectural and structural residential

Ms. Shliz has over 34 years of experience in plan review, planning, and design of civil engineering
projects. During her 15 years with Charles Abbott Associates, Inc., she has reviewed many projects in
Southern California ranging from grading plans (rough and precise) to erosion control, street improvement
and parking lot plans. She has spent most of her years with CAA reviewing projects for several of our
municipal clients in Southern California, many of which are in LA and Orange Counties. Janet has
designed and reviewed numerous CIP projects from, bidding, and construction, through completion for
several agencies. Her past experience includes pavement management and evaluation, street
maintenance and rehabilitation, street widening, parking facilities, public transportation facilities, parks
and recreation, and other CIP projects, and coordination with local, state, and federal agencies. Most of
her experience is in municipal arena.

CAA's team is structured to allow flexibility in manpower and will match fluctuating workloads and priorities with
proper staff. Short-term fluctuations are leveled out through temporary use of other CAA personnel brought in for
peak periods. Long-term needs are met through the addition or removal of trained staff, with City approval, as well
as finding more efficient ways to manage and accomplish existing work. CAA will:
Ø Provide such necessary and related functions as are normal practice for building plan review.
Ø Provide complete project coordination for rapid response.
Ø Consult with the client’s staff to ensure consistency.
Ø Match CAA’s expertise and technical abilities with the client’s needs.
Ø Provide turnaround times equal to or less than current procedures.
Ø Provide responsible and complete record keeping ensuring timely response, and quality.
Ø Evaluate current City Standards for understanding by the staff assigned.
Ø Ensure that City policies and guidelines are clearly understood.
Ø Prior to beginning the project, our staff reviews the procedures under which we will operate to ensure that
the “rules” are clearly understood.

Ø Assure that files and plans are secured, organized, and up-to-date.
CAA has the resources available to meet the City’s needs. We guarantee that we will commit the necessary
resources required to achieve high-quality, fast turnaround plan check reviews. We take our commitment to
superior services very seriously and undertake each project with a solemn professional obligation to serve the
City and the owners, developers, engineers, and builders who process plans through the City’s plan review
process.
The CAA team has successfully provided plan review services to local governments utilizing the following
approach:
Ø Provide plan reviews of the assigned project plans, in accordance with City’s adopted codes and
amendments. Each plan review is assigned to a qualified plans examiner with oversight of the project
manager. The assigned individual will be committed to the project and will furnish all subsequent
submittal reviews for the project—the optimum way to maintain a consistent review and avoid “late hit”
comments that have already been resolved in prior reviews. In cases where the project manager is the
primary reviewer, another member of our firm will provide a quality control review.
Ø Each plan review will be accompanied with a letter summarizing the red-line comments. This letter can be
addressed through the Building Official, assigned staff, or directly to the Designer, based upon the City’s
preference. A complete redlined set of drawings and any reports will be returned to the designer for their
correction.
Ø The assigned plan reviewer and the Project Manager can teleconference with the designer to review
comments or to delineate the code requirements which are not being met (as applicable) to assist in the
timely completion of the review and meeting the maximum goal of two plan reviews plus a third
compliance review prior to submittal of originals for signature approvals. The third review is to confirm all
previous comments have been addressed. If necessary, a meeting can also take place in the City Hall or
CAA offices so that minor comments/discrepancies can be immediately addressed, and the plans and
reports can be deemed technically correct and submitted for signature approvals. Turnaround time for
review and the number of times a plan is submitted is greatly improved by taking these extra steps early
in the process.

CAA will ensure the completeness of submittals and document any deficiencies as needed. Our team will interact
with City personnel and private contractors to resolve any issues and answer any questions. CAA will review
plans for sound building practices and provide detailed plan check of the assigned project plans in accordance
with applicable laws, standards, adopted codes and amendments. CAA will ensure accuracy of design in
conformance with the City’s most current Plan Check Lists, and will provide and retain digital lists of corrections
and redlines.
We step up quality control by maintaining direct lines of communication between the City and the Principal of our
firm to regularly evaluate our performance and ensure that services are delivered timely, within budget, and meet
our high standards. CAA has strict cost and schedule control procedures in place that address planning,
scheduling, budgeting, performance evaluation, and quality control. CAA provides performance reporting on a
regular basis through monthly reports related to accomplishments, tracking of performance metrics, and planned
