Main Street Lake Elsinore, CA 92530 CALL TO ORDER - 7:00 P.M. The Regular Meetings of the City Council and the Successor Agency were called to order at 7:00 p.m. PLEDGE OF ALLEGIANCE Mayor Tisdale led the Pledge of Allegiance. ROLL CALL Present: 4 - Council/Agency Members Manos and Sheridan; Mayor Pro Tem/Vice Chair Magee; and Mayor/Chair Tisdale Absent: 0 - None PRESENTATIONS/CEREMONIALS 1) Constitution Week Present a Proclamation declaring the week of September 17-23, 2025, as “Constitution Week” in the City of Lake Elsinore. Mayor Tisdale presented the Proclamation to Joyce Hohenadl, Christine Rangel, and Kathy Eaton. Mayor Tisdale presented the Proclamation to CHP Riverside Station Assistant Chief Steve Branconier. 3) Business in Action Monthly Spotlight – Aaron Ford and Chevrolet of Lake Elsinore Recognize Aaron Ford and Chevrolet of Lake Elsinore as the City of Lake Elsinore’s Business in Action Monthly Spotlight for August 2025. Mayor Tisdale presented the Certificate to Executive General Manager, Shadi Abdelhadi, and Chief Marketing Officer, Tareq AbuZaineh. PUBLIC COMMENTS - NON-AGENDIZED ITEMS - 1 MINUTE There were no speakers. CITY COUNCIL CONSENT CALENDAR A motion was made by Council Member Manos, seconded by Mayor Pro Tem Magee to approve the City Council Consent Calendar. The motion carried by the following vote: Aye: 4 Council Members Manos and Sheridan; Mayor Pro Tem Magee; and Mayor Tisdale Nay: 0 None 4) Minutes of the Regular City Council Meeting of August 26, 2025 Approve the Minutes. This item was approved on the City Council Consent Calendar. 5) CC Warrant Report Dated August 11, 2025 to August 17, 2025 Receive and file. City Council Minutes - Final September 09, 2025 City of Lake Elsinore Page 3 7) Second Reading of an Ordinance Authorizing the Levy of Special Taxes Within Community Facilities District No. 2025-1 (Canyon Hills Heights) Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ACTING IN ITS CAPACITY AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 2025-1 OF THE CITY OF LAKE ELSINORE (CANYON HILLS HEIGHTS) AUTHORIZING THE LEVY OF SPECIAL TAXES. This item was approved on the City Council Consent Calendar. 8) Second Reading of an Ordinance Authorizing the Levy of Special Taxes Within Improvement Area No. 1 and Improvement Area No. 2 of Community Facilities District No. 2021-1 (Tuscany Valley/Crest) Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 2021-1 OF THE CITY OF LAKE ELSINORE (TUSCANY VALLEY/CREST) AUTHORIZING THE LEVY OF SPECIAL TAXES WITHIN IMPROVEMENT AREA NO. 1 AND IMPROVEMENT AREA NO. 2 OF THE DISTRICT. This item was approved on the City Council Consent Calendar. 9) Second Reading of an Ordinance Approving the Development Agreement Amendment (DA-2025-08) to Revise the Community Benefit Fees Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING THE DEVELOPMENT AGREEMENT AMENDMENT (DA-2025-08) FOR PIPE DREAMZ LOCATED AT 31881 CORYDON ROAD, SUITE 160 AND 31875 CORYDON ROAD, SUITE 120 (APN: 370-051-031 AND 370-051-008). This item was approved on the City Council Consent Calendar. 10) Second Reading of an Ordinance Adopting the Local Responsibility Areas Fire Hazard Severity Zones Map Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING THE FIRE HAZARD SEVERITY ZONES AS RECOMMENDED BY THE CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE PROTECTION PURSUANT TO GOVERNMENT CODE SECTION 51178. This item was approved on the City Council Consent Calendar. 11) Road Closures for the 2025 Fall Events Approve temporary road closures for Trunk or Treat on Saturday, October 11th, Dia de Los Muertos on November 1st, and Winterfest on December 6th to Historic Downtown and adjacent streets as outlined in the attached traffic control plans, with adjustments permitted as necessary and approved by the City Engineer. This item was approved on the City Council Consent Calendar. City Council Minutes - Final September 09, 2025 City of Lake Elsinore Page 4 12) Amendment No. 1 to the Annual On-Call Design Professional Services Agreement with STK Architecture, Inc. for Design Services Approve Amendment No. 1 to the On-Call Design Professional Services Agreements with STK Architecture Inc. in an amount not to exceed Fifty-Thousand Dollars ($50,000) in the form attached and in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 13) Amendment No. 1 to the Agreement with Riverside County, Elsinore Valley Municipal Water District, and Lake Elsinore and San Jacinto Watershed Authority for the Lake Elsinore Aeration and Mixing System (LEAMS) Approve and authorize the City Manager to execute Amendment No. 1 to the Exclusive License Agreement with Riverside County, Elsinore Valley Municipal Water District, and Lake Elsinore and San Jacinto Watershed Authority for Excess Offset Credits generated by the Lake Elsinore Aeration and Mixing System (LEAMS) to extend the term for an additional five (5) years, in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 14) Annual On-Call Services Agreement with Tri-Star Electric in Support of City of Lake Elsinore Public Works Operations Approve and authorize the City Manager to execute an Agreement with Tri-Star Electric in the amount of $60,000 to support public works operations in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $6,000 for unanticipated costs. This item was approved on the City Council Consent Calendar. 15) Annual On-Call Services Agreement with Hemet Fence in Support of City of Lake Elsinore Public Works Operations Approve and authorize the City Manager to execute an Agreement with Hemet Fence in the amount of $200,000 to support public works operations in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $20,000 for uncertainties and adjustments. This item was approved on the City Council Consent Calendar. SUCCESSOR AGENCY CONSENT CALENDAR A motion was made by Agency Member Manos, seconded by Agency Member Sheridan to approve the Successor Agency Consent Calendar. CITY MANAGER'S COMMENTS City Manager Simpson had no comments. CITY ATTORNEY COMMENTS Assistant City Attorney Mann had no comments. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Sheridan spoke on the history of the State of California; reminded the community that youth may ride Riverside Transit Agency buses free through December 31, 2026 and reported on his attendance at the Riverside Transit Agency T-Now meeting on August 27, 2025 and Board meeting on August 28, 2025; reported on his attendance at the California Joint Powers Insurance Authority Board of Directors meeting on July 27, 2025; congratulated Planning Commissioner John Gray on being awarded a Senior Legacy Award from Supervisor Karen Spiegel; invited the community to attend the Lake Elsinore Historical Society’s third Speaker Series event at 7:00 p.m. on September 24, 2025 in the Cultural Center; provided an update on the Hillside neighborhood crack sealing project; spoke on his attendance at the League of California Cities Riverside County Division meeting on September 8, 2025; and congratulated Natasha Johnson on her election to the State Assembly. Council Member Manos reported on his attendance at the Southern California Association of Governments Regional Council meeting on September 4, 2025; and congratulated Natasha Johnson on her election to the State Assembly. Mayor Pro Tem Magee shared that he will attend the Riverside County Transportation Commission Executive Committee meeting on September 10, 2025; encouraged the community to attend the San Diego SCCA novice school event on October 4-5, 2025 at Diamond Stadium; and invited the community to attend the Freestyle Kings Live event on September 27, 2025 at Diamond Stadium. City Council Minutes - Final September 09, 2025 City of Lake Elsinore Page 6 Mayor Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting on September 8, 2025; invited the community to attend the City’s Emergency Preparedness Fair from 8:30 a.m. to 1:00 p.m. on Saturday, September 13, 2025 at Lowe’s; and invited the community to attend MariachiFest on September 20, 2025 at Diamond Stadium. ADJOURNMENT The Lake Elsinore City Council adjourned at 7:44 p.m. to the next Regular meeting of Tuesday, September 23, 2025 in the Cultural Center located at 183 N. Main Street.
