Subject: On-call Services Agreements for Citywide Landscape Maintenance
Services to RP Landscape & Irrigation, Inc. and to Excel Landscape, Inc.
Recommendation
Approve and authorize the City Manager to execute an On-Call Services Agreement with RP
Landscape & Irrigation in the amount of$937,883.64 and authorize the City Manager to execute
change orders not to exceed a 15% contingency of $140,682.55 for unforeseen repairs and
additional work, and approve and authorize the City Manager to execute an On-Call Services
Agreement with Excel Landscape in the amount of$561,732.00 and authorize the City Manager
to execute change orders not to exceed a 15% contingency of $84,259.80 in such final form as
approved by the City Attorney.
Background
The City of Lake Elsinore is responsible for maintaining city-owned parks, beaches, parking lots,
Launch Pointe and parkways; because of the volume of maintenance work this job entails, the
city contracts with vendors to supplement staff's effort to keep up with the workload.
City Council established the Citywide Landscaping and Street Lighting Maintenance District
(Citywide LLMD) in 1988 to maintain those facilities in accordance with the Landscaping and
Lighting Act of 1972. The City of Lake Elsinore is responsible for maintaining the landscaping that
is encompassed in the street right-of-way referred to in this report as "streetscape". Because of
the volume of maintenance work this job entails, the City contracts with vendors to supplement
staff's efforts to keep up with the workload.

On-call Services for Citywide Landscape Maintenance
Discussion
On May 20, 2025, the city placed in PlanetBids the notice of request for proposals (RFP) for
Citywide Landscaping Maintenance Services. All responses to the notice of Request for Proposal
questions were posted on PlanetBids. Six (6) bids were received on or before the deadline of 2:00
pm on June 10, 2025. City staff examined all bids. The bid results were posted for public review
in PlanetBids shortly after the opening.
The examination of the bids revealed that RP Landscape & Irrigation and Excel Landscape, Inc.,
provided the most competitive pricing for specific sections, as detailed below. Priority Landscape
Services ranked as the second lowest bidder, however, upon reviewing their submitted
documents discrepancies were identified that rendered their bid non-conforming and
unacceptable. Staff reviewed and determined to be complete.
Staff advised both RP Landscape & Irrigation and Excel Landscape regarding the division of work.
The aim is to allocate tasks based on the lowest bids for specific sections while ensuring that the
workload remains manageable and does not overwhelm a single contractor.
The scope of work for these agreements includes the following:

• Citywide Parks Landscape $796,483.08
• Citywide Facilities Landscape $43,828.56
• Landscape at Railroad Canyon Rd. Parkways—Weeds/Trash only—(Grape St. to Canyon
Lake Border) approx. 10 ft. from edge of pavement $7,956.00
• Landscape at Central Ave. —Weeds/Trash only (Dexter Ave. to Crumpton Rd.) approx. 10
ft. from pavement $6,996.00
• Landscape at Levee Road slopes — Crown of road to the bottom of the slope —
Weeds/Trash/Waste and Fish only $82,620.00
Excel Landscape
• Streetscapes $359,112.00
• Launch Pointe Landscape $81,600.00
• 1-15 at Main St. $38,400.00
• Landscape at 1-15 at Diamond Dr. & Grape St $82,620.00
