BACKGROUND
East Lake Specific Plan This 3,000-acre master planned community is a redevelopment project
located within the City of Lake Elsinore, California. The property for this project was previously
undevelopable flood plain located on the edge of the city's recreational lake known as Lake
Elsinore. Upon completion, this sizable recreational resort community will contain a mix of
residential product types, a golf course, hotel and village retail with office and restaurant uses.
The Lake Elsinore Redevelopment Agency selected a Civic Partners affiliate as the master
developer of this lakefront property. Civic Partners, in partnership with a home builder, is

master planning a 700+ acre parcel for lot sales to merchant builders. Additional land will be
developed to meet the market demand for commercial, retail and additional housing.
The Diamond This 55-acre planned redevelopment of Lake Elsinore's Ballpark District, developed
by JIC-CP Diamond Development, a joint venture between Gary Jacobs (Jacobs Investment Company,
Owner. Lake Elsinore Storm, Co-Founder: High Tech High) and Civic Partners (Real Estate Development
Company, Co-Developer: Summerly and The Links at Summerly Golf Course).
The Project's vibrant mixed-use urban plan connects the existing Lake Elsinore Diamond
baseball stadium, home of the Storm, to a planned waterfront development along the Lake.
Shopping and dining options will support the entertainment, sports and recreation uses while
the Elsinore Valley Education Center will offer much needed higher education and career
training options to the region's residents. In total, the project will include retail, office,
entertainment, hospitality, education and residential components.
Elsinore Valley Education Center Located within the core of the Lake Elsinore community
redevelopment area and serving the Inland Empire, the Elsinore Valley Education Center (EVEC)
will reside in a prominent component of the 55 acre mixed-use campus within the City's
Ballpark District. The campus will enjoy convenient access to downtown Lake Elsinore,
hospitality services, entertainment, recreational and sports complexes, the marina and other
mixed-use neighborhoods. The EVEC plans a campus grounded in the collaborative
relationships to serve the students and graduates of Southwest California school districts. In
addition, the civic leadership, the Elsinore Valley and Southwest California citizens and business
communities will all benefit from the cultural and recreational opportunities that this location
provides.
As the Elsinore Valley continues to grow, so does the demand for access to educational services
and its need and inherent value to economic development. As the City of Lake Elsinore and
other regional entities embrace the redevelopment initiative, the value of the Elsinore Valley
Education Center as a partner in the comprehensive portfolio of mixed-use development
suggests that the EVEC is a probable cornerstone and catalyst initiative.
The EVEC vision is to be a development catalyst and to fill a role as educator for the area
residents and a source of employment and workforce training. It will provide a range of
learning and cultural activities, as well as support for programs within the sports and
recreational facilities and activities. In addition, the EVEC will be an active collaborator with
hospitality and entertainment and film and theatre industries, as well as other interests in the
region.

The EVEC campus plan is based within a respectful framework and master plan of educational
facilities with residential, office, entertainment, sports and recreation, retail and commercial
spaces to support the community vision for growth of the Elsinore Valley.
The Elsinore Valley Education Center will serve the educational and training needs to support
implementation of the City's master plan.
