Event Conditions Disclaimer a. The following are the conditions of approval for hosting your proposed event. Please note that these conditions will not be finalized until all items listed in this section (Section 1) are submitted and all required signatures are received. Spectator Parking and Attendants: a. Parking will be designated in the Parking Lot A & C at the Lake Elsinore Diamond Stadium. 3. ADA Compliant: a. Provide ADA Accessible Parking as close as practicable to the admission area. b. Provide ADA Restrooms as near as practicable to the track and concession stands. c. Have personnel ready to assist handicap patrons as needed. d. Provide ADA Golf Cart for transportation of individuals requiring assistance to the field level. City of Lake Elsinore providing cart and driver. 4. Vendors & Exhibitors: a. All vendors selling food shall have the appropriate Riverside County Health Department Permits and submit to the Special Events Coordinator 20 days prior to event. All vendors selling products/services are required to maintain a City of Lake Elsinore Business License during the duration of the event (for convenience, the City offers one-day business licenses). c. A minimum of an eight-foot aisle way shall be provided between concessions, waste and sanitation facilities. d. Food vendors shall provide the equivalent of two 30-gallon trash containers within ten (10) feet of their concessions. 5. Generators: a. All liquid fuel generators shall have secondary containment and a spill kit located within 100 feet of the secondary containment. b. Each generator or generator area shall be provided with at least one fire extinguisher with a rating of not less than 2:A-10:B-C. 6. Amplified Sound & Noise Level: a. Amplified sound, live music and performances are permitted during the event. b. The Organizers shall not violate the City's noise ordinance by disturbing the peace. c. Music must end promptly by 11:00pm. 7. Accessibility of Law Enforcement and Emergency Responders: a. There shall be unobstructed access ways into the event for Law Enforcement and other emergency responders. There shall be clearly marked, unobstructed exits for patrons in the case of an emergency or the need for evacuation arises. b. Emergency access shall have an unobstructed width of not less than 24 feet, except approved security gates in accordance with the California Fire Code, and an unobstructed vertical clearance of not less than 13 feet 6 inches. 8. ABC Licensing/Permits: a. ABC License is required to be pulled by the Lake Elsinore Chamber of Commerce. b. Applicant must comply with any and all requirements regulations indicated by the Department of Alcoholic Beverage Control. Adequate security measures must be in place to secure all alcoholic beverages from patrons and to prevent accessibility to minors. c. Alcohol sales to cease one (1) hour prior to end of event d. Event Staffing-Applicant will provide a detailed security plan indicating security staffing levels and assignments subject to Sheriff's approval 20 days prior to the event. 9. Event Staffing: a. Applicant to provide security staffing level equivalent to 1:250 security officers to event attendees. 10. Traffic: a. Use signs or other methods to identify the entrance and exist to the visitor parking and the path of travel for pedestrians from the parking to the event area c. Placement of event related signage or traffic control personnel or equipment in the public right of way is not permitted without pre-approval by the Engineering Division and an Encroachment Permit (minimum fee: $220.00). d. Event is responsible for providing safe access to and throughout event for pedestrians. If necessary, applicant shall have staff serve cross guards from event to parking lot. 11. Portable Toilets and Wash Stations: a. Secondary containment (generally trays) required under portable toilets. 12. Trash & Clean-up: a. Even applicant should have a spill kit onsite. In the event of a fluid spill, the applicant is responsible for the cost of cleanup. b. At the Stadium, ❑ In accordance with the City's Franchise Agreement for waste disposal &recycling, CR&R shall be used for removal and disposal of all event waste material and recycling. ❑Trash and recycling containers shall be stationed throughout the event areas. ❑ No hosing of parking lot is permitted without implementing runoff capture BMPs. Dry cleanup is preferred. ❑All trash cans shall be removed from the site after each event. c. Event applicant and sponsor are responsible for ensuring that pollutants from the event do not enter the lake or storm drain system. City Municipal Code 14.08 defines "Pollutant" as: ❑ "Pollutant" means anything which causes the deterioration of water quality such that it impairs subsequent and/or competing uses of the water. Pollutants may include but are not limited to paints, oil and other automotive fluids, soil, rubbish, trash, garbage, debris, refuse, waste, ...hazardous waste, chemicals,.. animal waste, offensive matter of any kind. 13. Insurance: a. The Organizer(s) shall provide the City with a certificate(s) of insurance in the following amounts: ❑ General Aggregate Per Event: $1,000,000 ❑ Auto Liability: $1,000,000 ❑ Workers Comp: $1,000,000 ❑ Host Liquor Liability: $5,000,000 b. The Organizer's shall use the following additionally insured statement: City of Lake Elsinore its officers, elected and appointed officials, officers, agents, and employees are named as additional insured per attached ISO form CG20 70 77 85. The Fire Safety requirements of the Lake Elsinore Fire Protection Planning are hereby referenced as a separate attachment in Exhibit and incorporated herein as part of the City's conditions of approval. 15. Law Enforcement: a. Sheriff Cost- Supplemental Invoice Sheet ❑Total: $6,446.04 16. Security Deposit: a. Organizers shall provide the City with a security deposit in the amount of $1,000 at least twenty (20) days prior to the event date. The Security Deposit shall be held by the City as security for the faithful performance by Organizer(s) of all the obligations stipulated in this conditional agreement. The Security Deposit shall not bear interest. If any event fee shall be overdue and unpaid, or if Organizers shall fail to observe or perform any of its obligations under this License, then City may, at its option and without prejudice to any other remedy which City may have on account thereof appropriate and apply such Security Deposit or so much thereof as may be necessary to compensate City in respect of the payment of the event fees or damage sustained by City due to such breach on the part of Organizers; and Organizers shall forthwith upon demand restore such Security Deposit to the original sum deposited and failure to do so shall be considered a default under this conditional agreement. Should Organizers comply with all of its obligations under this conditional agreement and promptly pay all of the event fees, the balance of the Security Deposit shall be returned in full to Organizers following the end of the event. Join us for an unforgettable evening of music and entertainment at the Super Bailes Music Festival! Starting at 5:00 PM. Enjoy performances by some of the biggest names in the regional music scene. With a lineup featuring Conjunto Primavera, Banda Cuisillos, La Adictiva, Banda Cohuich, Hijos de Barron, and El Llamado. This event promises an incredible night for music lovers of all ages. PURPOSE This Concept of Operations (ConOps) provides the framework for coordinating and communicating with City Departments and Local Agencies activities designed to provide and support the safety of all attendees, City staff and all agencies for this City event. This document should not be considered all- inclusive therefore,obliquely impacted or supporting departments not specifically listed within should coordinate information and activities with the City Planning Team. SCOPE This ConOps will primarily outline the services and support departments will provide during the August 241h Event. For some departments,this role is very different than their"normal" day to day functions. OVERALL OBJECTIVES The City's collaborative efforts outlined in this ConOps are intended to meet the following objectives: • Safety of City Staff, all participating agencies, and the community. • On-going coordination among the event/planning team before, during, and after. • On-going communication among the event/planning team for a great turnout. • Preparedness among the event/planning team before, during, and after. RESPONSE OVERVIEW In case of emergency that threatens the safety of the community and any individuals involved in this response, 9-1-1 will be activated.The involved department will be responsible for reporting the event to Emergency Services who will include a summary in the daily situation summary. The group will collectively discuss the need for increased security, changes to procedures. Code Enforcement will be responsible for the following: • Will assist RSO Deputies as needed. • Participating in coordination conference calls or in-person meeting as requested by the City's Planning Team Public Works The City's Public Works Department is responsible for many aspects of managing & maintaining City enforcement as well as assisting the community with traffic direction and helping Fire and Law with resources. Public Works will be responsible for the following: • Event set-up with tables,trash cans, and message boards • Placing, maintaining and the removal of road closures before, during, and after the event • Assisting Police and Fire with resources and traffic control as needed • Participating in coordination conference calls or in-person meeting as requested by the City's Planning Team Engineering The Engineering Department will provide support for this event to ensure safety for City staff, local Department agencies, and the community. Engineering will be responsible for the following: • Providing a traffic plan for the event. (Attachment B &C) • Participating in coordination conference calls or in-person meeting as requested by the City's Planning Team Community Services The City's Community Services Department will provide support for this event to ensure safety for City staff, local agencies, and the community. In addition to responding to 911-calls, the Fire Department will be responsible for the following: • Establishing Incident Command/Unified Command and Incident Command Post(s) as needed for related incidents/events • Coordinating& communicating information with the City of Lake Elsinore Sheriff Department • Participating in the Joint Information System • Participating in coordination conference calls or in-person meeting as requested by the City's Planning Team Sheriff's The Sheriff's Department provides law enforcement services to the community of the City of Lake Department Elsinore.The Sheriff's Department will be responsible for the following: • Establishing Incident Command/Unified Command and Incident Command Post(s) as needed for related incidents/events • Coordinating& communicating information with the City of Lake Elsinore Department • Participating in the Joint Information System • Participating in coordination conference calls or in-person meeting as requested by the City's Planning Team Response Components EOC The City Emergency Operations Center(EOC)will only activate if an incident related emergency occurs. Activation Triggers The EOC will provide support to Incident Command/Unified Command in the field and coordinate activities, mutual aid requests and information. EOC location is the Public Works Yard. Communications The Communications Plan for the event/planning team is located at the end of this document Plan (Attachment A). This plan should not supersede or override a department's roles and responsibilities to maintain their own internal communications plan, contact lists, etc. Public Information The City's PIO will serve as the lead in coordinating with appropriate departments (Cal-Fire & RSO) to Officer(PIO) ensure messaging and social media strategies are closely coordinated. If an emergency requires EOC activation, the City's PIO (Emergency Services Manager), will serve as the lead by establishing a Joint Information Center/System (JIC/JIS). The PIO will coordinate with all participating departments on public messaging strategies. To ensure continuity in messaging, agencies are asked to closely coordinate social media messaging so that all agencies can re-post or re- tweet accordingly. Rumor control will be handled by appropriate PIOs as part of the JIC.When activated,the JIC will be responsible for the coordination and staffing of the public information hotlines.
