Main Street Lake Elsinore, CA 92530 CALL TO ORDER The Regular Meeting of the Planning Commission was called to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Commissioner Pease led the pledge of allegiance. ROLL CALL Present: 5 - Commissioners Devor, Pease, and Peters; Vice Chair Carroll; and Chair Gray Absent: 0 - None PUBLIC COMMENTS - NON-AGENDIZED ITEMS - 3 MINUTES There were no speakers. CONSENT CALENDAR A motion was made by Commissioner Peters, seconded by Vice Chair Carroll to approve the Consent Calendar. The motion carried by the following vote: Aye: 5 Commissioners Devor, Pease, and Peters; Vice Chair Carroll; Chair Gray Nay: 0 None 1. Minutes for the Regular Planning Commission Meeting of June 3, 2025 Approve the Minutes for the Regular Planning Commission Meeting of June 3, 2025. The item was approved on the Consent Calendar. Planning Application No. 2021-34 (Evergreen/Dutch Bros) – Commercial Design Review and Amendment to Conditional Use Permit No. 2021-12 for a New 980 Sq. Ft. Drive-through Dutch Bros Coffee Shop on an approximately 1.13-Acre Site Located South of Central Avenue (SR-74) and east of Cambern Avenue within the Evergreen Commercial Development 1. Find that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, the proposed project would not have a significant effect on the environment and no new environmental documentation is necessary because all potentially significant effects have been adequately analyzed in a previously adopted Mitigated Negative Declaration (MND) (SCH No. 2022090133); 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING AMENDMENT TO CONDITIONAL USE PERMIT NO. 2021-12 (CUP 2024-07) TO MODIFY THE PREVIOUSLY APPROVED DRIVE-THROUGH OPERATION FOR DUTCH BROS COFFEE SHOP LOCATED ON LOT 5 OF TENTATIVE PARCEL MAP NO. 38281 WITHIN THE EVERGREEN COMMERCIAL DEVELOPMENT (A PORTION OF APN 377-020-014); and 3. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2024-05 FOR THE CONSTRUCTION OF A NEW 980 SQ. FT. DRIVE-THROUGH DUTCH BROS COFFEE SHOP LOCATED ON LOT 5 OF TENTATIVE PARCEL MAP NO. 38281 WITHIN THE EVERGREEN COMMERCIAL DEVELOPMENT (A PORTION APN 377-020-014). The Public Hearing was opened at 6:02 p.m. Commissioner Peters recused herself at 6:02 p.m. from participating in the discussion for Item No. 2. Associate Planner Serna presented the staff report. John Cantwell, the applicant, was called to speak. The Public Hearing was closed at 6:09 p.m. A motion was made by Vice Chair Carroll, seconded by Commissioner Pease to approve staff's recommendations. CITY ATTORNEY COMMENTS Assistant City Attorney McClendon had no comments. COMMISSIONERS' COMMENTS Commissioner Devor thanked the staff for their work and offered prayer for the safety and wellbeing of everyone due to the recent protests. ADJOURNMENT The Lake Elsinore Planning Commission adjourned at 6:11 p.m. to the next Regular meeting on Tuesday, July 1, 2025, in the Cultural Center located at 183 N.
