Approve and authorize the City Manager to execute a Professional Services
Agreement with City Net for Street Outreach Services in an annual amount not to
exceed $291,181 in such final form as approved by the City Attorney and authorize the
City Manager to execute change orders not exceeding a 10% contingency of
$29,118.10 for uncertainties and adjustments.

14) Change Order No. 3 to the Public Works Construction Agreement with SAS
Construction, Inc. for Concrete Footings and Foundation, Bid Set A, on the New
City Hall Project (CIP Project No. Z20006)
Approve and authorize the City Manager to execute Change Order No. 3 to the Public
Works Construction Agreement with SAS Construction, Inc. for the Concrete Footings
and Foundation, Bid Set 'A,' on the New City Hall Project (CIP Project No. Z20006) in
an amount not to exceed $219,500.00 in such final form as approved by the City
Attorney, authorize the City Clerk to record the notice of completion once the entire
scope of work is complete, and return withheld retention to the contractor.

15) Agreement with SAS Construction for the Interior, Exterior Wall, and Ceiling

Agreement with SAS Construction for an amount not to exceed $1,070,000.00 in such
final form as approved by the City Attorney, authorize the City Manager to execute
change orders not to exceed a 10% contingency amount of $107,000.00 for
construction uncertainties and adjustments; and authorize the City Clerk to record the
notice of completion once the entire scope of work is complete and return withheld
retention to the contractor.

and Installation of the Fire Alarm System in the City Hall Building Project (CIP Project
No. Z20006) in such final form as approved by the City Attorney and authorize the City
Manager to execute change orders not to exceed a 10% contingency amount of
$15,637.00 for construction uncertainties and adjustments.

execute change orders not exceeding a 10% contingency of $30,000 for uncertainties
and adjustments.

uncertainties and adjustments.

BUDGET AND ESTABLISHING THE CONTROLS ON CHANGES IN THE
APPROPRIATIONS;
2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, REVISING THE SCHEDULE OF AUTHORIZED
POSITIONS; and

CITY MANAGER'S COMMENTS
City Manager Simpson recognized and thanked Assistant Administrative Services Director
Rafferty and Finance Staff for their work on the budgets that were adopted.
CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Sheridan shared that youth may ride Riverside Transit Agency buses for free
through December 31, 2026; shared that Melissa Howlett, the Governor’s Regional Business
Development Specialist came to the City on June 19, 2025; reported on the Town Hall Fire
Safety Discussion that was held on June 19, 2025 at the Summit Park Recreation Center; spoke
on his attendance at the Lake Elsinore NAACP Juneteenth Celebration at Diamond Stadium;
advised that the 2025 Lawn & Garden Equipment Exchange that was scheduled for Saturday,
June 28, 2025 has been canceled; and invited the community to take advantage of the
Riverside University Health System’s free vaccine clinic that will be held on Friday, June 27,
2025 from 11:00 a.m. – 3:00 p.m. at the Lake Elsinore Senior Activity Center.
Council Member Manos invited the community to attend the Live at the Lakefront Summer
Concert Series at 7:00 p.m. on July 10, 17, 24, and 31 at Launch Pointe.
Council Member Johnson shared updates for the month of May from the Homeless Task Force.
Mayor Pro Tem Magee reported on his attendance at the Riverside County Transportation
Commission Executive Committee meeting on June 11, 2025; invited the community to attend
or participate in the 2025 Auto-Cross Racing event on July 5, 2025 at Diamond Stadium; shared
that free microchips for pets are available at the Animal Friends of the Valleys vaccine clinic to
Lake Elsinore residents; and highlighted that personal fireworks are illegal in Lake Elsinore,
provided information on reporting illegal fireworks, and shared how to celebrate the 4th of July
safely.
Mayor Tisdale reported on his attendance at the Northwest Mosquito & Vector Control District
Board meeting on June 19, 2025; announced and provided information regarding the Lakeshore
Drive Sidewalk Project; and shared events and ways residents can safely celebrate the 4th of
July in Lake Elsinore.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 8:11 p.m. to the next Regular meeting on Tuesday,
July 8, 2025, in the Cultural Center located at 183 N. Main Street. Closed Session will
commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open
Session business meeting will commence at 7:00 p.m.
