QUALITY ASSURANCE: Our Quality Assurance Program begins with a well-trained, stable and reliable work force. This allows for consistent job performance and a low turnover rate. Priority will initiate a proactive quality control plan with on site visits from our management and supervisory staff. The visits will be announced as well as unannounced (where permitted). Your account will be assigned a fully qualified and trained Q.A. representative. Inspections will be made a minimum of once a month. The frequency of the visits can increase dependent upon each individual account and by a request made by the facilities manager or Priority's management team. During the regular daytime inspections you may provide a representative from your organization to accompany our Q.A. inspector on his/her tour of your facility. LANDSCAPE SERVICES, TLC. COMMUNICATION: Priority provides a 24 hour toll free response center (877) 508-0770 that will connect you with our management within minutes. Account supervisor's cell numbers will be provided in case of emergencies. For a rapid response all of our management and supervisory staff are equipped with Verizon cell phones. For our customers convenience we use fax machines and e-mail for receiving and sending contracts, inspection reports, follow-ups, sign offs, work request, work approvals, purchase orders, letters, and other work related documents. A log book may or will be stationed at a mutually agreed upon area for the purpose of special instructions and requests. FIRM'S FINANCIAL CONDITION: Priority has never filed for bankruptcy, has no pending litigations, planned office closures, or impending mergers. Priority is confident it its abilities to complete the landscape maintenance project for the City of Lake Elsinore FIRM'S EXPERIENCE: Priority currently provides services similar in nature to those highlighted in this RFP for several other Cities and entities. A few of those would include; The Cities of San Clemente, West Hollywood, Norwalk, Ontario, Glendora, and the Los Angeles County Sanitation Districts. Priority is well versed in the general landscape maintenance of commercial and city properties. We have conducted a wide variety of projects including but not limited to; Annual mashland maintenance and Tule removal, Annual firebreak and field abatement services, tree trimming, sports field renovations, large scale installations, pebble tech installations, and planter waterproofing. Our firm also provides all janitorial services and products including but not limited to; dayporter and janitor services, floor waxing, window washing, pressure washing, and disinfectant services. A few of the firms key personnel that would directly be involved with this project include; Michael Rocha, Jay Martinez, Kevin Mac, and Pablo Alanis. Michael Rocha; Operations Manager. Has worked with Priority for the last 10 years. Currently holds a valid C-27 C-61/D-49 Contractors License, Qualified Applicator's License (QAL), is a Certified Irrigation Technician (C.I.T.), and is currently working on becoming an ISA Certified Arborist. Michael oversees all operations currently conducted by Priority Landscape Services, LLC. Upon acceptance of the proposal, Michael would also oversee all operations conducted within your cities. Jay Martinez; Safety Coordinator. Jay has worked with Priority for the last 5 years. Is currently trained and certified by American Red Cross and OSHA. Jay currently oversees the implementation of all safety measures for all services provided by Priority Landscape. From supplying proper PPE to safety lighting and traffic control. Upon acceptance of the proposal, Jay would also oversee all Safety Coordination within your cities. Kevin Mac; Site Supervisor. Kevin has worked with Priority for the last 5 years. Is currently working on acquiring a QAL. Kevin currently oversees all day in and day out operations within the cities of Ontario and Glendora. Landscape Maintenance Services include but not limited to, Median, Park, and City Facilities. Pablo Alanis; Irrigation Technician. Pablo has worked with Priority for the last 5 years. Is currently working on becoming a Certified Irrigation Technician (C.I.T.). SCOPE OF WORK COMPREHENSION: Priority understands the challenges that come with the landscape maintenance of large scale locations and the importance of providing services according to the specifications outlined in this RFP. Acceptance of this proposal will have Priority strive to provide all services to the highest landsape maintenance standards. With a combination of the best available equipment for the specific task and a team of well trained dedicated crew members we can ensure that all services are provided as scheduled. Services would be divided into routes and tasked to specific crews. Priority expects to run the following crews; Median, Parks, LMD/City Facilities/Playground, Trash/Ballfield, and Weekend. Additionally, we bring in the necessary amount of irrigation technicians to provide weekly inspections of systems to ensure optimal coverage at all times. Upon approval of this proposal, Priority can provide a full schedule detailing the coverage of quarterly, biannual, and annual projects such as fertilizing and field renovations. This schedule would also include a break down of our labor force and intended routes. WINDOW OF AVAILABILITY: To make all necessary preparations for the execution of landscape maintenance throughout the city of Lake Elsinore, priority will need a minimum of thirty (30) days upon award of the contract and can be available for landscape maintenance services by October 51" 2020. EXEPTIONS/DEVIATIONS: Upon award of the contract, Priority would like the opportunity to inspect all irrigation systems, trees within the City of Lake Elsinore, or any other locations not awarded at a maintainable level and provide an estimate to the cities to bring those locations and/or components to within a maintainable level.
