Page 1 of 2 REPORT TO CITY COUNCIL To:Honorable Mayor and Members of the City Council From:Jason Simpson, City Manager Prepared by:Johnathan Oliver Skinner, Director Of Community Services Date:June 10, 2025 Subject:July 4th Fireworks Celebration on the Lake Recommendation Approve the recommended traffic detour map as approved by the City Engineer for the Annual Fireworks Show on Lake Elsinore. Background For years, the City held an Annual Fireworks Spectacular on Lake Elsinore, which included a “View by Boat” fireworks show over the lake. Pyro Spectaculars, Inc. located in Rialto, California provided services. Pyro Spectaculars also performs the same service for many surrounding communities including Diamond Stadium. Each year, more and more attendees enjoy the production, and KOLA Radio 99.9 broadcast a radio simulcast for the Fireworks show, which lasted approximately 20 minutes. In addition to those, enjoying the show on the shore, limited boaters can experience the Fireworks on the Lake, sold only at Launch Pointe. As part of the festivities, a “Party in the Park” was held at Summerly Park, which included games, food, and a “Bike Parade” for the kids to decorate their bikes and ride on the sidewalks, around the sports fields. Due to the popularity of the downtown area as a viewing location for the firework show a traffic detour plan was implemented several years ago in an effort to expedite the egress of the thousands of visitors. The detour plan has proven successful and is being recommended to be implemented for the 2025 show by public safety. 4th of July Detour Plan Page 2 of 2 Discussion The Sherriff’s Department, Fire Department, Public Works Department and Community Services Department will coordinate resources to ensure the festivities of the Fireworks Show is a fun and safe event. As the program has expanded year after year, in order to ensure the safety of the participants, staff is recommending the street closures identified in Attachment 1 that will be enforced with a combination of City Public Works staff and Law Enforcement. Fiscal Impact The Fireworks Show and related public safety and personnel costs are budgeted in the Fiscal Year 2025-2026 budget.
