Provide the updated utility maintenance exhibit for review and approval. This version of plan set did not include this document. 2. After final City review, the City does not wish to acquire or to be provided the open space that will be adjacent to the proposed Baker Street right-of-way. It is noted that this open space appears to include some level of RCA mitigation. Please revise the grading plan cross sections (Section A-A, B-B, and C-C) and noted anywhere else accordingly. 3. The City of Lake Elsinore adopted new standards in the last quarter of 2024. Please update the sidewalk sections to be six feet on the civil plans. 4. Does the project have any additional information or can provide callouts as to what will be constructed for the drainage pathway to cross under the proposed access road? 5. Project hydrology report has been redlined (color coded purple) for additional information requests. a. Why did the Riverside County Flood Comment Letter refer to Synthetic Unit Hydrograph Calculations and this recent study only has Rational Method Calculations? Based on previous versions of the study, it appears at some point the Synthetic Hydrograph was removed? Ensure to include the same study. b. Provide hydrograph and routing calculations for the onsite underground detention systems utilized for the project within the report. c. Ensure the post-drainage areas are compared to the correct pre-drainage areas. The naming convention changes and the report does not appear to compare/analyze accurately. d. The 10-year pre- and post- incremental difference is required to be mitigated at a minimum. If a more conservative requirement (100-year) is requested by RCFCWCD, follow that requirement. 6. [Comment still applies, requires resolution] Project is required to resolve the covered road requirements with the City of Lake Elsinore prior to entitlement approval. a. Ensure the drainage maintenance roadways are included in the covered roadway review. 7. [Comment still applies, requires resolution] TPM preparer is required to sign and date the TPM under the “Statement of Preparers” section prior to entitlement approval. Also, a licensed Civil Engineer is required to stamp the conceptual grading plans and hydrology report. 8. [Comment still applies, requires resolution] Project is currently undergoing preliminary WQMP and TIA reviews, City approval is required prior to DRC completion. 9. Corresponding redlines (color coded in purple for engineering) to the forementioned comments can be found within the plan set. 10. Additional comments will follow upon further information provided.
