The Office of the Fire Marshal at Lake Elsinore City and the Riverside County Fire
Planning Division have reviewed this submittal and provided the following comments
for the applicant’s consideration:
City of Lake Elsinore:
1. The proposed project is expected to have a cumulative adverse impact on the
fire department’s ability to provide an acceptable level of service. These impacts
include an increased number of emergency and public service calls due to the
increased presence of structures, traffic, and population. The project
applicants/developers will be expected to provide proportional mitigations to
these impacts via capital improvements and/or impact fees. Upon additional
impact analysis, the applicants/developers may be required to enter into an
agreement with the City to offset costs and impacts.
2. The nearest fire station is outside the acceptable estimated response distance
and response drive time to all or a portion of the project. The
applicant/developer will need to work with Fire Department Operations and City
staff to provide a fire station or mitigate response needs. Property dedicated for
a fire station will need to meet Fire Department specifications, including timing,
location, size, access, utilities, and constructability.
3. Mitigations in lieu of a fire station may consist of providing additional funds to
contribute to the construction of a future fire station to ensure that hazard and
response needs are met. Timing and payment arrangement shall be approved
by Riverside County Fire Department and the City of Lake Elsinore.

The Fire Planning Division within the Riverside County Fire Department assesses
proposed developments across the jurisdiction of the department’s service areas.
Our evaluation focuses on ensuring compliance with departmental standards,
considering factors such as response times, existing fire station locations,
equipment availability, and the anticipated impact on service requests resulting from
these proposed developments.
The Riverside County Fire Department provides cooperated integrated regional fire
protection services within the County of Riverside and partner cities. The closest
Riverside County Fire Department Fire Stations by response times are as follows:
• Fire Station 97- 41725 Rosetta Canyon Dr. Lake Elsinore, CA. It is
approximately 5.84 minutes away.
• Fire Station 85 – 29405 Grand Ave. Lake Elsinore, CA. It is approximately 6.33
minutes away.
Below are the specific comments and conditions imposed on this project submittal:
1. The closest Riverside County Fire Station exceeds the acceptable response
travel time to all or a portion of the project. Specifically, it surpasses the 4-
minute maximum response time required for this project.
The above-mentioned project impacts must be mitigated and approved by the fire
department. Some additional requirements may be conditioned by Fire Planning to
mitigate these impacts such as, allocating funds for a new station, remodeling or
expanding existing fire stations, providing necessary fire response equipment, or
additional funds through a Community Facilities District (CFD) or a similar funding
mechanism (Prior to any map recordation). It is recommended these issues be
further discussed with the fire department operations staff to ensure that all hazards
are mitigated, and response needs are met.
