HomeMy WebLinkAboutPA 2020-103 (Baker St. Industrial) DRC #4 January 13, 2025 Riverside Legacy IV Nichols Road, LLC Attn: Heath Rushing 5550 Newbury Street, Suite B Baltimore, MD 21209 VIA EMAIL: heather@epdsolutions.com RE: Planning Application No. 2020-103, Baker Street Industrial Dear Heath, The Planning Division has completed a fourth review of the above-mentioned application submitted on July 22, 2024, requesting the following entitlements: Zone Change (ZC-2023-04) to change a portion of the project site currently Limited Manufacturing (M-1) to General Manufacturing (M-2); a Tentative Parcel Map (TPM 38812) to subdivide the approximately 65.81-acre site into three (3) parcels ranging in size from 10.41 acres to 43.73 acres and two (2) lettered lots for right -of-way purposes; Industrial Design Review (IDR-2023-03) to construct two (2) warehouse/logistics buildings totaling 1,000,451 sq. ft.; and a Conditional Use Permit (CUP-2023-10) to establish warehouse/logistics. The project site is located at the southeast corner of Pierce Street and Baker Street (APNs: 378-020-014, 015, 016, 028, 029, 030, 031, 036, 037, and 048). This letter is our determination that your application referenced above is COMPLETE in accordance with Government Code Section 65920 (Permit Streamlining Act). However, there are additional corrections the plans and/or technical studies to be addressed; refer to the comments below as well as the redlined plans. Furthermore, be aware that the project’s CEQA review is still ongoing. MSHCP/LEAP Compliance • Provide status of the second resubmittal of the LEAP application. Note that prior to entitlement approval, the LEAP application must be completed and approved. 2. Fiscal Impact Analysis (FIA) • The FIA will be peer reviewed by the City’s consultant. Be aware that the applicant is responsible for paying the peer review cost. Staff will provide the cost estimate in a separate email to the applicant. 3. Site Plan • Correct the typo under the Land Owner and Applicant. • Project Data Table: o Add a note to indicate that the proposed reduced parking requirements are pursuant to LEMC Section 17.148.030.D. o Clarify the calculation used for the required loading zone spaces. o Total parking provided is inconsistent with the parking study. Revise for consistency. 4. Landscape Plan • The total landscape area as well as the gross area shown on the landscape site plan are slightly inconsistent with the totals shown in the Project Data of the Overall Site Plan sheet.
