We have considered the information contained within and will still require EPD Solutions to provide a Fiscal Impact Analysis as stated in our October 13, 2023, Letter of Incomplete. Comments explaining the scope of information we request are attached to this letter. Furthermore, the number of jobs and income estimates are subject to change, given that the proposed buildings are speculative. Relying solely on an economic benefit analysis for land use entitlement decisions for speculative warehouses could result in an incomplete evaluation of the project's impacts. To make informed decisions, it is crucial to consider a cost-benefit analysis, a fiscal impact analysis, and other relevant factors to ensure a comprehensive assessment of the project's benefits and costs. The following information should be included and addressed in the FIA: • Investment Costs: On-site infrastructure improvements, off-site infrastructure improvements • Revenues: Property Tax, Development Impacts Fees, Utility tax, Sales Tax (from the tenant or from establishing a purchasing corporation for materials) • Maintenance: Road Maintenance costs • Service Costs: Police, Fire, School • Jobs: What tenants are likely to occupy a building of this size, and what are the number of employees? What is the level of Income?; Consider an opportunity to host a job fair and guarantee a certain percentage of jobs to Lake Elsinore residents or partner with the local High School or Community College to offer job training and internships • Sustainability and Land Use Planning: What are long-term sustainability and land use planning considerations? Assess whether the proposed warehouses align with the community's long-term vision, land use goals, and environmental sustainability objectives; Assess whether nearby communities or residents may bear the burden of increased noise, pollution, or decreased property values without receiving direct economic benefits • Social and Community Impacts: Consider the social and community impacts of the warehouses; Assess potential effects on the local workforce, nearby businesses, and the overall quality of life for residents in the area.
