BRADY CITY MANAGER DATE: JUNE 23, 2009 SUBJECT: PUBLIC MEETING ON 2009 JUSTICE ASSISTANCE GRANT Background The City of Lake Elsinore has applied for a grant under the Justice Assistance Grant Program (JAG). JAG replaced the Local Law Enforcement Block Grant (LLEBG). The $21,475 grant is administered by the Federal Bureau of Justice Assistance (BJA). Discussion These funds are to be utilized by the Lake Elsinore Police Department to support a variety of activities to prevent and control crime and improve the criminal justice system within the City. One of the requirements of the application process for the JAG Grant Program is to hold a public meeting. Fiscal Impact The additional $21,475 from the JAG Program will assist in offsetting the Law Enforcement Budget for Fiscal Year 200912010 and costs for additional crime prevention programs. There is no City match requirement for this grant. JAG Grant Funds are to be designated to the following programs: 1) Holiday Enforcement Program ............................................$10,737.50 2) Off-Road Vehicle Enforcement Program ...............................$10,737.50 Recommendations It is recommended that the Mayor and City Council approve the application for these JAG Grant Program Funds offered by the Federal Bureau of Justice Assistance. Brady y City Manager ?J CC June 23, 2009 Item No. 8 Page 2 of 3 Program Narrative-attachment #1 The following areas of enforcement were agreed upon as justified under the grant parameters and most desirable for the community: 1) Holiday Enforcement Program: To provide high visibility patrols and enforcement in the commercial and retail centers in the City of Lake Elsinore during the major holiday periods throughout the year. 2) Off Road Vehicle Enforcement Program: To provide enforcement of off road vehicles on private and public property without permission. Enforcement to occur in specific targeted areas within the City of Lake Elsinore. CC June 23, 2009 Item No. 8 Page 3 of 3
