My name is Christina Chu,and I am a graduate student at the UCR School of Public Policy conducting research on Community Benefits Agreements
(CBAs)in the Inland Empire.I am reaching out to inquire whether your office maintains any of the following documents related to CBAs for the City of
Lake Elsinore:
Primary Documents:
• Full copies of Community Benefits Agreements signed between developers and community stakeholders or the city
• Development agreements or ordinances that include or reference CBAs
• Community Benefits Ordinances(if applicable in your area)
Supporting Documents:
• Monitoring and compliance reports(e.g.,hiring outcomes,housing units built,funds disbursed)
• Memoranda of Understanding(MOUs)between developers and city departments tied to CBAs
• Meeting minutes or negotiation records from advisory councils,city planning bodies,or public hearings
• Annual or quarterly reports required by CBAs(often submitted to planning or economic development departments)
• Amendments or addenda to CBAs
