BRADY CITY MANAGER DATE: AUGUST 11, 2009 SUBJECT: PURCHASE OF PRESSURE WASHER/VACUUM AND FILTRATION UNIT Background The United States Environmental Protection Agency (USEPA) promulgated regulations establishing Municipal Stormwater Permit requirements under its National Pollutant Discharge Elimination System (NPDES). In California, USEPA delegated its authority to the State Resources Water Quality Control Board, and in 2002, the Santa Ana Regional Water Quality Control Board issued an area-wide NPDES Permit to the Riverside County Flood Control and Water Conservation District, the County of Riverside, and Cities, including Lake Elsinore, that are in the Santa Ana Watershed. A component of the NPDES permit (Municipal Facility Strategies and Activities) requires co-permittees to develop and enhance stormwater management practices on City owned facilities. One of our stormwater management strategy/activity is to self-contain and filter wash water on City vehicles, heavy maintenance equipments, street and/or emergency clean- ups. Discussion Staff is proposing the purchase of a new pressure washer/vacuum and filtration unit that will be used to wash City vehicles and other heavy maintenance equipment. The wash water will be contained, vacuumed, filtered, and the pollutant liquid and filtered water will be stored in separate holding tanks. The pollutant liquid will be disposed as hazardous waste and the filtered water will be reused for the next washing cycle. This unit is portable and will be deployed as needed including emergency clean-up situations. In addition, this new pressure washer is energy and clean air compliant with the use of alternative fuel (propane). This unit can only be obtained by a single vendor, therefore Section 3.08.070F of the Municipal Code exempts the purchase of this equipment from the standard bid process. Fiscal Impact No fiscal impact to the General Fund. The cost of approximately $38,000 will be covered by NPDES funds. Recommendation Authorize the City Manager to execute any and all documentation on behalf of the City in connection with the purchase of the pressure washer/vacuum and filtration unit.
