CALIFORNIA 92379 . 17141 797.2691 J.N. 4232 -005 August 10, 1987 Atlantic Richfield Company 17315 Studebaker Road Cerritos, California 90701 Attention: Mr. Joe Tully Re: Abandonment of ARCO Gasoline Station Northwest Corner, San Jacinto River Road and Casino Drive Lake Elsinore Area, Riverside County, California Subject: Identification of Subsurface Contamination After Removal of Underground Storage Tank Gentlemen: At the request of Ms. Sandy Bunchek with the County of Riverside, Department of Health, Hazardous Materials Division, we have reviewed the information obtained from the soil sampling conducted during the removal of four underground storage tanks at the referenced site. It is the intent of this letter to present the results of that sampling and the conclusions and recommendations drawn therefrom. That informa- tion obtained and generated is presented below for your examination. BACKGROUND INFORMATION A site assessment of the subsurface, performed by Pioneer Consul- tants (J.N. 4232 -005, dated May 15, 1987) did not identify the pres- ence of soil contamination at the sampling locations. These findings were based on the chemical analyses of the soil samples obtained from four borings and six surface locations (adjacent to, below and over- lying the underground tanks). TANK REMOVAL OPERATION After the completion of the subsurface evaluation, the underground tanks at the site were removed. The soil beneath the removed tanks was sampled by a representative of Nachant Environmental Inc. of San Diego, California. All of the samples that were analyzed were taken from a depth of 2 feet below the lank bottoms. The samples were placed in containers and sealed by the County of Riverside. At the time the samples were collected, no odors were detected, and the County of Riverside gave tentative authorization to backfill the exca- vation. The locations of the soil samples collected during this work are presented on Exhibit 1. J.N. 4232 -005 ` Atlantic Richfield Company August 1o, 1987 Page 2 LABORATORY ANALYSES The soil samples collected from the above work were then taken under the custody of Nachant Environmental Inc. to Geotest of Long Beach, California, for laboratory analyses. Samples 1, 3 and 5 were sub- jected to modified EPA Test Method 8015 to determine the nonhalo- genated volatile organic content. Sample 7, taken below the waste oil tank, was subjected to tests to determine total petroleum hydrocarbon content by EPA Test Method 418.1 and total lead content. A copy ofthelaboratoryresultsareattachedforyourinspection. RESULTS The results of the laboratory testing referenced above indicate that, at locations 5 and 7, some level of contamination was identified. The analyses of Sample 5 indicated the nonhalogenated volatile organic content to be 341.4 parts per million (ppm). The analyses of Sam- ple 7 indicated the total petroleum content to be 90.6 ppm and the total lead content to be 8 ppm. Samples 1 and 3 indicated no con- tamination present. CONCLUSIONS AND RECOMMENDATIONS Based on the chemical analyses from samples taken curing the tank removal, it has been determined that soil contamination is present at the northeast corner of the three -tank cluster at sample location No. 5. In addition, some low levels of contamination may be presentdirectlybeneaththewasteoiltank. In all cases, except soil Sample 5 taken from the northeast corner of the three -tank cluster, contamination indications were below designated action levels. Information from borings done at this site (May, 1987) indicate that from 17 to 21 feet below the ground surface, dense bedrock material was encountered. In addition, no groundwater was encountered within the borings performed at this site. Considering the information provided above and the subsurface eval- uation performed by Pioneer- Consultants (May, 1987), it is our opin- ion that the contamination above action levels identified at Sample 5 is a small and isolated location and does not represent a significant source of contamination. Furthermore the contamination identified in Sample 7 below the waste oil tank is below action levels, and was not encountered in an angle boring performed directly below this tankduringtheMay1987study. It would be our recommendation, based upon that provided, that no additional work or investigation of this site is necessary.
