All new submittals for plan check or permit shall be made using the City's online Citizen Self-Service Portal(CSSP). 2. All plans(Street Improvement, Grading)shall be prepared by a Registered Civil Engineer using the City's standard title block, Design Manual guidance, Lake Elsinore Municipal Code, California Building Code, Riverside County Flood Control for drainage, and City Standards unless otherwise noted or approved by the City Engineer. 3. All slopes and landscaping within public right-of-way shall be maintained by the property owner. 4. In accordance with City's Franchise Agreement for waste, disposal and recycling, the Developer shall be required to contract with CR&R Inc. for removal and disposal of all waste material, debris, vegetation, and other rubbish generated during cleaning, demolition, clear and grubbing or all other phases of construction. 5. The site shall be planned and developed to keep surface water from entering buildings (California Green Building Standards Code 4.106.3). 6. City of Lake Elsinore has adopted ordinances for stormwater management and discharge control. In accordance with State and Federal law, these local stormwater ordinances prohibit the discharge of waste into the storm drain system or local surface waters. This includes non-stormwater discharges containing construction waste, oil, grease, detergents, trash, or other waste remains. 7. A Soils/Geotechnical Report shall be submitted to the Engineering Department for any land disturbance. Report shall be submitted at the time of the grading plan submittal. 8. Provide a recent title report dated within the last six months with accessible hyperlinks. 9. Overhead utilities (34.5 KV or lower) shall be undergrounded per LEMC 16.64. FEES 10. Applicant shall pay all applicable permit application and Engineering assessed fees, including without limitation plan-check and construction inspection fees, at the prevalent rate at time of payment in full. 11. Applicant shall pay all Engineering Department assessed Development Impact Fees (DIF), Plan Check and Permit fees. Fees are subject to change. STORMWA TER MANAGEMENT/POLLUTANT PREVENTION/NPDES Design: 12. Project hardscape areas shall be designed and constructed to provide for drainage into adjacent landscape. Construction: 13. Erosion&Sediment Control—Prior to the issuance of any grading or building permit for construction or demolition, the applicant shall submit for review and approval by the City Engineer, an Erosion and Sediment Control Plan as a separate sheet of the grading plan submittal to demonstrate compliance with the City's NPDES Program and state water quality regulations for grading and construction activities. At a minimum, the project shall consider and/or implement the following BMP's: Scheduling of construction activity Erosion Control on slopes Preservation of natural features Perimeter sediment control Vegetation and soil Sediment trap or basin to retain sediment onsite Protection of storm drain inlets Wind erosion control Drainage swales to control stormwater flow Good housing keeping BMP's — storage control of wastes, debris, stockpiles, concrete cleanup, etc. Mulching hydroseeding to stabilize disturbed soils Non-stormwater discharges from site are a violation of Lake Elsinore Municipal Code Section 14.08. IMPROVEMENTS 14. The project will be responsible for constructing the following improvements: • Construct residential driveway approach per Riverside County Standard#207. • Construct curb core on Prospect Street connecting to proposed gravel pit. • If any conflicts, relocate existing trees and signs. 15. An Encroachment Permit shall be obtained prior to any work on the City right-of-way. Applicant shall submit the permit application, required fees and executed agreements, security and other required documentation prior to issuance. 16. A California Registered Civil Engineer shall prepare the improvement plans required for this project. Improvements shall be designed and constructed to City Standards and Codes (LEMC 12.04 and 16.34). Arrangements for the relocation of utility company facilities (power poles, vaults, etc.) shall be the responsibility of the property owner. 18. Roof drains shall not be allowed to outlet directly through coring in the street curb. Roofs should drain to landscaped area. PRIOR TO ISSUANCE OF A GRADING PERMIT Design 19. A grading plan signed and stamped by a Registered Civil Engineer shall be submitted for City review and approval. The plan shall include separate sheets for erosion control. The grading submittal shall include supporting documentation and be prepared using the City standard title block, standard drawings, and design manual(available at www.lake-elsinore.org). 20. The grading plan shall show no structures, landscaping, or equipment are located near the project entrances that could reduce sight distance. 21. Applicant shall protect all downstream properties from damages caused by alteration of the drainage patterns. Protection shall be provided by constructing adequate drainage facilities including enlarging existing facilities and/or by securing a drainage easement. A maintenance mechanism shall be in place for any private drainage facilities constructed on-site or off-site. 22. On-site drainage shall be conveyed to a public facility, accepted by adjacent property owners by a letter of drainage acceptance, or conveyed to a drainage easement. 23. All natural drainage traversing the site shall be conveyed through the site, or shall be collected and conveyed by a method approved by the City Engineer. 24. Drainage across property lines shall not exceed that which existed prior to grading. Excess or concentrate drainage shall be contained on site or directed to an approved drainage facility. Erosion of the ground in the area of discharge shall be prevented by installation of non-erosive down drains and other devices. 25. On-site drainage including roof drains should be directed to a landscaped area. 26. Applicant shall mitigate any flooding and/or erosion downstream caused by the development of the site and/or diversion of drainage. 27. All grading plan contours shall extend to a minimum of 50 feet beyond properties lines to indicate existing drainage patterns. 28. All grading shall be done under the supervision of a geotechnical engineer and shall certify all slope steeper than 2 to 1 for stability and proper erosion control. All manufactured slopes greater than thirty(30) feet in height shall be contoured. 29. Applicant shall obtain "Permission to Grade" letters from adjacent property owners if grading outside of property lines. Applicant shall execute and submit grading and erosion control agreement, post grading securities and pay permit fees as a condition of grading permit issuance. 31. A preconstruction meeting with the City Engineering Inspector is required prior to commencement of any grading activity. 32. Applicant shall submit a "Will Serve"letter to the City Engineering Department from the applicable water agency stating that water arrangements have been made for this project and specify the technical data for the water service at the location, such as water pressure, volume, etc. Submission of this letter is required prior to issuance of building permit. 33. Applicant shall coordinate all grading and improvements with adjacent property owners to the satisfaction of the City. Applicant shall obtain all necessary off-site easements for off-site grading and/or drainage acceptance from the adjacent property owners prior to grading permit issuance. 34. Applicant shall include minimum erosion control measures as part of the grading plan and construction activities. A handout of the minimum standards can be obtained from the Engineering Department. PRIOR TO ISSUANCE OF BUILDING PERMIT 35. All Public Works requirements shall be complied with as a condition of development as specified in the Lake Elsinore Municipal Code (LEMC)prior to building permit. 36. Applicant shall pay all applicable fees prior to issuance of building permit. PRIOR TO OCCUPANCY/FINAL CLOSEOUT 37. All public improvements shall be completed in accordance with the approved plans or as condition for this development to the satisfaction of the City Engineer. 38. In the event of damage to City roads from hauling or other construction related activity, applicant shall pay full cost of restoring public roads to the baseline condition. 39. All compaction reports, grade certifications, monument certifications (with tie notes delineated on 8%"x 11"mylar) shall be submitted to the Engineering Department. 40. All required public right-of-way dedications or easements, shall be recorded. A recorded copy shall be provided to the City prior to Certificate of Occupancy. 41. Applicant shall pay all outstanding fees prior to issuance of the Certificate of Occupancy. 42. Applicant shall submit documentation pursuant to City's Security Release handout. 43. Applicant shall submit as-built all Engineering Department approved project plan sets. After City approval of paper copy, the developer/owner is responsible for revising original mylar plans. Once the original mylars have been approved, the developer shall provide the City with a digital copy of the "as-built"plans in .tif format. 44. Final Building and Safety Conditions. Final Building and Safety Conditions will be addressed when building construction plans are submitted to Building and Safety for review. These conditions will be based on occupancy,use, the California Building Code (CBC), and related codes which are enforced at the time of building plan submittal. Solar will be required. B-2. Compliance with Code. All design components shall comply with applicable provisions of the 2022 edition of the California Building,Plumbing and Mechanical Codes: 2022 California Electrical Code; California Administrative Code, 2022 California Energy Codes, 2022 California Green Building Standards, California Title 24 Disabled Access Regulations, and Lake Elsinore Municipal Code. B-3. Street Addressing. Applicants must obtain street addresses for all proposed buildings. Single family homes need zoning compliance approval. It takes 10 days for addressing to be approved please submit to Sonia Salazar at ssalazarnlake-elsinore.org B-4. Clearance from LEUSD. A School certificate from the Lake Elsinore School District shall be submitted to the Building and Safety Department to ensure the payment or exemption from School Mitigation Fees. B-5. Obtain Approvals Prior to Construction. Applicants must obtain all building plans and permit approvals prior to commencement of any construction work. B-6. Obtaining Separate Approvals and Permits. Trash enclosures, patio covers, light standards, Solar and any block walls will require separate approvals and permits. B-7. Sewer and Water Plan Approvals. On-site sewer and water plans will require separate approvals and permits. Septic systems will need to be approved by Riverside County Environmental Health Department before permit issuance. At Plan Review Submittal B-8. Submitting Plans and Calculations. Applicant must submit to Building and Safety online portal for electronic plan check and permitting: a. An electrical plan including load calculations and panel schedule, plumbing schematic, and mechanical plan applicable to scope of work. b. A Sound Transmission Control Study in accordance with the provisions of the 2022 edition of the California Building Code Section 1207. c. Truss calculations that have been stamped by the engineer of record of the building and the truss manufacturer engineer. d. Solar will be required. Onsite water and sewer plans, submitted separately from the building plans, shall be submitted to Building and Safety for review and approval. B-10. Demolition Permits. A demolition permit shall be obtained if there is an existing structure to be removed as part of the project. Any structure built before requires a lead and asbestos report. Applicant shall provide appropriate stamp of a registered professional with original signature on the plans. Provide C.D. of approved plans to Building Division.
