Subject: Public Records Request – Nichols Road & Alberhill Ranch Road Intersection
City Clerk / Public Works Department,
Pursuant to the California Public Records Act (Gov. Code §6250 et seq.), I am requesting
access to the following records related to the intersection of Nichols Road and Alberhill
Ranch Road, specifically regarding roadwork, improvements, and traffic control measures:
1. Traffic signal and intersection improvement plans for the intersection of Nichols
Road and Alberhill Ranch Road, including the planned traffic signalization and layout.
2. Temporary traffic control plans implemented during construction, including the
placement of stop signs, traffic cones, and any other traffic management measures.
3. Correspondence between the City and contractors (including Pulte Group)
regarding the construction and planning of the intersection improvements.
4. Inspection reports, change orders, and construction completion schedules related
to the intersection at Nichols Road and Alberhill Ranch Road.
The accident in question occurred on October 30, 2024, at approximately 18:50 at the
intersection of Nichols Road and Alberhill Ranch Road. The exact coordinates of the accident
are:

The intersection was under construction at the time of the collision, with plans for traffic
signalization that were not yet operational. As the intersection’s safety was compromised due
to these construction issues, I would like to request all relevant records from six months prior
to the accident (April 2024) through the present date. This timeframe will assist in identifying
any issues related to construction, traffic control, and road conditions that may have contributed
to the incident.
I am requesting the following details to assist the experts in their investigation:
● Construction timelines and delays for traffic signal installation.
● Traffic control plans during the construction period (including signage, stop signs, and
lighting arrangements).
● Lighting conditions and visibility concerns at the intersection, especially regarding
nighttime driving and stop sign placement.
● Any inspection reports, complaints, or safety concerns raised by workers or the
public related to the intersection during construction.
● Any correspondence or records regarding temporary traffic control devices,
particularly the flashing red stop signs and their placement or lack thereof.
I would appreciate it if you could provide digital copies of the above-mentioned documents, if
available. Please inform me in advance if there are any fees associated with fulfilling this
request.
I understand that the City is required to respond to my request within 10 calendar days. Should
