RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAKE ELSINORE, CALIFOI2NIA, APPROVING TENTATIVE
CONDOMI1vIUM MAP NO. 33267 FOR THE VILLAGE AT
LAKSHORE RESIDENTIAL CONDOMINIUMS LOCATED AT
THE NORTHWEST CORNER OF GRAND AVENUE AND
RIVERSIDE DRIVE.
WHEREAS, Classic Pacific C/O Albert A. Webb has initiated proceedings
to approve Tentative Condominium Map No. 33267 far the project know as The
Village at Lakeshore Residential Condominiums; and
WHEREAS, the Planning Commission of the City of Lake Elsinore at a
regular meeting held on August 15, 2006, made its report upon the desirability of
the proposed project and made its recommendations in favor of the project by
adopring Planning Commission Resolurion No. 2006-76 recommending to the City
Council approval of Tentative Condominium Map No. 33267; and
WHEREAS, public notice of said application has been given, and the City
Council has considered evidence presented by the Community Development
Department and other interested parties at a public hearing held with respect to this
item on September 12, 2006.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND
ORDER AS FOLLOWS:
SECTION 1. The City Council has considered the proposed project prior to
making a decision to approve Tentative Condominium Map No. 33267. The City
Council finds and deternunes that Mitigated Negative Declaration No. 2006-OS is
adequate and prepared in accordance with the requirements of the California
Environmental Quality Act (CEQA) which analyzes environmental effects of the
Specific Plan and Residential Design Review.
SECTION 2. That in accordance with State Planning and Zoning Law and
the City of Lake Elsinore Municipal Code, the City Council makes the following
findings for the approval of Tentative Condominium Map No. 33267:
1. The proposed subdivision, together with the provisions for its design and
improvement, is consistent with the General Plan. The proposed subdivision

is compatible with the objectives, policies, general land uses and programs
specified in the General Plan (Government Code Section 66473.5).
The project as designed assists in achieving the development of a well-
balanced and functional mix of residential, commercial, industrial, open
space, recreational and institutional land uses (GOAL 1.0, Land Use
Element) as well as provide decent housing opportunities and a satisfying
living environment for residents of Lake Elsinore (GOAL 1.0, Housing
Element).
2. The effects this project is likely to haee upon the housing needs of the
region, the public service requirements of its residents and the available
fiscal and environmental resources have been considered and balanced.
Considering the effects this project is likely to have upon the needs of the
region a condition of approval was implemented which would require the
applicant to either construct affordable housing or pay an in lieu fee
calculated to provide sufficient funds to underwrite the long-term
affordability of an equivalent number of affordable dwelling units
constructed or substantially rehabilitated on other sites within the City's
redevelopment project areas.
3. Subject to the attached Conditions of Approval, the proposed project is not
anticipated to result in any significant adverse environmental impacts.
The project has been adequately conditioned by all applicable departments
and agencies and will not therefore result in any significant environmental
impacts.
SECTION 3. This Resolution shall take effect from and after the date of its
passage and adoption.
