Re: Public Records Request – Nichols Road/Alberhill Ranch Road Construction Project
Pursuant to the California Public Records Act (Government Code §6250 et seq.), I hereby request copies
of the following records related to the construction project at the intersection of Nichols Road and
Alberhill Ranch Road in Lake Elsinore, California that was ongoing in October 2024:
Construction Project Documentation
1. All construction permits and applications related to the intersection of Nichols Road and
Alberhill Ranch Road for the period of January 2020 through March 2025, including:
o Complete permit applications
o Approved construction permits
o Permit review comments from approving departments
o Identity of contractors and subcontractors responsible for the project
o Contracts between your entity and any construction companies
o Scope of work documents
2. All Temporary Traffic Control Plans (TCP) for the intersection, including:
o All approved TCPs and any drafts or revisions
o TCP review comments from approving authorities
o TCP implementation schedule
o Any modifications to the original TCP during construction
o Documentation showing which entity approved the TCP
3. Complete construction plans and specifications for the intersection project, including:
o Construction drawings
o Project specifications related to traffic safety
o Construction staging plans
o Documentation of required safety measures during each phase
o Nighttime construction requirements and specifications
o Lighting plans for the construction zone
4. All inspection records for the construction site from January 2020 through March 2025,
including:
o Traffic control device inspection reports
o Nighttime inspection reports
o Photographs taken during inspections
o Inspector notes regarding traffic control compliance
o Records of any identified deficiencies
o Follow-up documentation regarding correction of safety issues
5. All compliance documentation from January 2020 through March 2025, including:
o Records showing compliance with CA MUTCD standards
o Certification that traffic control devices met retroreflectivity requirements
o Documentation of lighting measurements at the intersection
o Third-party safety audits or reviews
o Records of traffic control device placement and maintenance
o Documentation verifying proper implementation of the approved TCP
6. All communications between your entity and any contractors regarding safety at the intersection
from January 2020 through March 2025, including:
o Correspondence about traffic control implementation
o Meeting minutes discussing traffic control measures
o Documentation of any safety concerns raised
o Records of any complaints about lighting or visibility
o Evidence of how safety concerns were addressed
7. Records of all accidents at this intersection from of January 2020 through March 2025, including:
o Accident reports during the construction period
o Analysis or documentation of accident patterns
o Traffic safety studies for the intersection before construction
o Records of any safety improvements implemented due to previous accidents
8. All complaint records from of January 2020 through March 2025, including:
o Citizen complaints about the intersection before and during construction
o Records of reported visibility problems
o Documentation of reported issues with construction zone safety
o Records showing how complaints were addressed
o Internal communications regarding public complaints
9. All maintenance records for the intersection from of January 2020 through March 2025,
including:
o Traffic signal maintenance records
o Street light maintenance and repair history
o Documentation of temporary traffic control device maintenance
o Records showing when devices were installed, inspected, or replaced
o Documentation of bulb replacements for flashing lights on temporary signs
10. All traffic control standards in effect from January 2020 through March 2025, including:
o Local standards for construction zone traffic control
o Entity's policies for nighttime construction zones
o Guidelines for temporary stop sign placement
o Requirements for illumination of nighttime construction zones
o Entity's interpretation and implementation of CA MUTCD standards
o Any waivers or exceptions granted to standard requirements for this project
11. All internal procedures in effect from January 2020 through March 2025, including:
o Standard operating procedures for construction zone oversight
o Protocols for nighttime construction inspection
o Safety standards specific to the jurisdiction
o Internal guidance on implementing CA MUTCD standards
o Policies for ensuring adequate lighting in construction zones
o Training materials provided to inspectors regarding traffic control
12. All interagency agreements in effect during January 2020 through March 2025, including:
o Agreements between City, County, and Caltrans regarding jurisdiction
o Documentation of which entity had responsibility for which aspects
o Joint inspection protocols or requirements
o Agreements regarding which standards would apply
o Records showing delegation of oversight responsibilities
13. All decision-making documentation from January 2020 through March 2025, including:
o Minutes from meetings where the construction project was discussed
o Documents showing who approved the traffic control measures
o Records identifying the responsible parties for safety oversight
o Documentation of safety decisions for the project
o Records showing awareness of potential safety issues
14. All budget and resource allocation records for the project from of January 2020 through March
2025, including:
o Budget for traffic control implementation
o Documentation showing allocation for safety measures
o Records of any cost-cutting decisions affecting safety
o Comparison between planned and actual expenditures on safety measures
o Evidence of allocation of resources for nighttime traffic control
This request includes all responsive records whether in physical or electronic format, including but not
limited to emails, text messages, photographs, videos, reports, memoranda, notes, meeting minutes,
and internal communications regarding the above matters.
If you determine that any portion of the requested records is exempt from disclosure, I request that you
provide a written statement of the reasons for withholding such information and a list identifying which
documents or parts thereof are being withheld. For any portion of the records that exists in electronic
format, I request that they be provided in their native format with all metadata intact.
If you are not the custodian of the requested records, please forward this request to the appropriate
person or department and inform me of this action.
As provided by the California Public Records Act, I expect a response within ten (10) business days. If
access to the records I am requesting will take longer, please contact me with information about when I
might expect copies or the ability to inspect the requested records.
