Dear Mr. McGee:
Staff has reviewed your application for approval of a storage building at the above address and found
that the plans are lacking some information that is required. Therefore, the following items need to be .
revised on your plans:
SITE PLAN
a. How is the proposed storage building accessed? Show the location of the access from
the residence to the storage building. List the material of this access, e.g. asphalt,
concrete.
b. Note what material is used for the existing fencing on the boundary line.
c. List the scale of the site plan.
d. Add the following statistical data:
1. Assessor Parcel Number
2. Zoning (R-E, Residential Estate District)
3. General Plan Designation (Low Density)
4. Percentage of building area to lot area (list the total square footage of all
buildings).
ELEVATIONS
Section 17.20.040, (LEMC) requires that all accessory structures "be harmonious with the
architectural style of the main building." Staff requires that this type of storage building be
constructed with the same colors and materials of the existing residence which is stucco with tile
roof. Your plans show that horizontal siding and asphalt shingles are proposed. Also, please
revise your plans to reflect the following additional changes:
a. List the dimensions of the storage building.
b. List the scale of the elevations.
c. State the colors and materials of each of the following:
1. Roof
2. Walls
3. Trim (if applicable)
4. Roll-up garage doors/entrance door

revisions, Staff can complete their review, and submit findings to the Community Development Director

1. All Public Works requirements shall q be complied with as a condition of development
as specified in the Lake Elsinore Municipal Code (LEMC)prior to building permit.
2. Provide in-lieu payment for future off-site improvements prior to building permit
(Res. 86-35). The in-lieu fee will be reduced because the street cross-section has
existing AC pavement.
3. Pay all Capital Improvement and Plan Check fees (LEMC 16.34, Res. 85-26).
4. If grading exceeds 50 cubic yards or the existing flow pattern is substantially
modified, grading plans shall be prepared by a Calif. Registered Civil Engineer and
approved prior to grading permit issuance. Prior to any grading, the applicant shall
obtain a grading permit and post appropriate security.
5. On-site drainage shall be conveyed to a public facility or accepted by adjacent
property owners by a letter of drainage acceptance or conveyed to a drainage
easement.
6. All natural drainage traversing the site shall be conveyed through the site, or shall be
collected and conveyed by a method approved by the City Engineer.
7. All waste material, debris, vegetation and other rubbish generated during cleaning,
demolition, clear and grubbing or other phases of the construction shall be disposed
of at appropriate recycling centers. The applicant should contract with CR&R Inc. for
recycling and storage container services, but the applicant may use the services of
another recycling vendor. Another recycling vendor, other than CR&R Inc., cannot
charge the applicant for bin rental or solid waste disposal. If the applicant is not using
CR&R Inc. for recycling services and the recycling material is either sold or donated
to another vendor, the applicant shall supply proof of debris disposal at a recycling
center, including verification of tonnage by certified weighmaster tickets.

All conditions shall be met prior to issuance of permits or prior to the first Certificate of

PLANNING DIVISION
1. Design Review approval will lapse and be void unless building permits are issued within one(1)
year.
2. Applicant shall meet all Conditions of Approval prior to the issuance of a Certificate of
Occupancy and release of utilities.
3. All Conditions of Approval shall be attached or reproduced upon page one of building plans
prior to their acceptance by Building Division.
4. Prior to issuance of any grading or building permits, the applicant shall sign and complete an
"Acknowledgment of Conditions" and shall return the executed original to the Community
Development Department for inclusion in the case records.
5. Structure shall be placed on-site as depicted on the site plan and/or a request for a modification
is submitted by the applicant for review and approval by the Community Development Director
or designee.
6. Building elevations shall be constructed as depicted on plans submitted to the Planning Division.
All colors and materials are to match the existing residence and attached garage, as submitted
on the Colors and Materials sheet. Any changes including additional architectural features are
subject to the approval of the Community Development Director or designee.
7. Applicant is to meet all applicable City Codes and Ordinances.
8. Applicant is to meet all applicable County Fire Department requirements for fire protection.
9. Applicant shall use roofing materials with a minimum of class 'B" fire rating. Roofing material
to be used shall be subject to the approval of the Community Development Director or designee,
prior to issuance of building permits.
ENGINEERING DIVISION
10. All Public Works requirements shall be complied with as a condition of development as specified
in the Lake Elsinore Municipal Code (LEMC)prior to building permit.
11. Provide in-lieu payment for future off-site improvements prior to building permit(Res. 86•-35).
The in-lieu fee will be reduced because the street cross-section has existing AC pavement.
12. Pay all Capital Improvement and Plan Check fees (LEMC 16.34, Res. 85•-26).
13. If grading exceeds 50 cubic yards or the existing flow pattern is substantially modified, grading
plans shall be prepared by a Calif. Registered Civil Engineer and approved prior to grading
permit issuance. Prior to any grading, the applicant shall obtain a grading permit and post
appropriate security.
14. On-site drainage shall be conveyed to a public facility or accepted by adjacent property owners
by a letter of drainage acceptance or conveyed to a drainage easement.
15. All natural drainage traversing the site shall be conveyed through the site, or shall be collected
and conveyed by a method approved by the City Engineer.

16. All waste material, debris,vegetation and other rubbish generated during cleaning, demolition,
clear and grubbing or other phases of the construction shall be disposed of at appropriate
recycling centers. The applicant should contract with CR & R Inc. for recycling and storage
container services, or the applicant may choose to use the services of another recycling vendor.
Another recycling vendor, other than.CR&R, Inc., cannot charge the applicant for bin rental or
solid waste disposal. If the applicant is not using CR & R, Inc. for recycling services and the
recycling material is either sold or donated to another vendor, the applicant shall supply proof
of debris disposal at a recycling center, including verification of tonnage by certified
weighmaster tickets.

REQUEST
Minor Design Review approval pursuant to Section 17.82.00 and Chapter 17.20 of the Lake Elsinore
Municipal Code (LEMC) for the construction of a 1,500 square foot storage building located at
15030 Zieglinde Drive (APN 379-391-009).

PROJECT DESCRIPTION
The project area is located northwest of Machado Street in the northwestern section of the City.
Most of the lots in this neighborhood are half acre,rectangular shaped properties. The single family
homes found here are primarily custom designs fronting Zieglinde Drive.
There is a 2,051 square foot single family residential structure and attached garage located on the
subject site. The proposed storage building will be placed on the rear, northeast corner of the half-
acre lot. Access to the storage building will be taken from a 10 foot private easement Mat gives
access to the neighboring rear properties. A chain link fence with a 12 foot gate is located at the rear
entrance to the property. A chain link fence also runs along the two sides of the property.
The storage building is 30 feet by 50 feet structure. The northwest elevation has two, 7 foot by 12
foot roll-up doors. The southwest elevation has a standard sized entrance door, and one 4 foot by
4 foot window. The southeast and southwest sides of the building are blank, void of any doors or
windows.
MATERIALS AND COLORS
The exterior walls will be stucco and the roof will be a light weight clay tile that will match the
existing residence. The existing residence currently has a dark green trim. The applicant intends
to repaint the existing residence and garage to match the colors chosen for the new storage building.

DISCUSSION
Staff reviewed the requirements of Chapter 17.20 (R-E,Residential Estate District) of the LEMC,
and found that all requirements have been met for the proposed project. Section 17.20.080, Setbacks,
requires that all accessory structures be placed in the rear one-half of the lot. Section 17.20.040.B.3.,
Accessory Uses and Structures, Group III, states that garages containing more that 600 square feet
be placed 10 feet from any property line. Twenty feet is the minimum setback for building located
on a public right-of way. The access to the rear of the property is a private access, therefore, a 10
foot setback is sufficient.
The maximum lot coverage allowed in the R-E District is 25%. The existing residence and garage
totals 2,051 square toot and the proposed storage building is 1,500 square feet for a grand total of
3,551 square feet of building area. This calculates to approximately 14% of lot coverage and
complies with Section 17.20.090, Lot Coverage, of the LEMC.
As noted in the Material and Colors section of this report, the proposed colors and materials for the
garage addition will be the same colors used for the existing single family residence.
ANALYSIS
The size, design and proposed colors of the 1,500 square foot storage building meets the
requirements of the Lake Elsinore Municipal Code. Therefore, Staff can support this request.
ENVIRONMENTAL
The proposed project is exempt from the requirements of the California Environmental Quality Act
(CEQA)pursuant to Section 15303 Class 3.
RECOMMENDATION
It is recommended that the Community Development Director approve the Minor Design Review
for the construction of the 1,500 square foot storage building to be located at 15030 Zieglinde Drive
(APN 379-391-009). This recommendation is based on the following findings,exhibits, and attached
Conditions of Approval.
FINDINGS
1. The project, as approved,will comply with the goals and objectives of the General Plan and
the Zoning District in which the project is located.
2. The project complies with the design directives contained in Section 17.82.060 and all other
applicable provisions of the Municipal Code.
3. Conditions and safeguards pursuant to Section 17.82.070, including guarantees and evidence
of compliance with conditions, have been incorporated into the approval of the subject
project to insure development of the property in accordance with the objectives of this
Chapter and the planning district in which the site is located.
