COMMENTS
1. A grading plan signed and stamped by a Registered Civil Engineer shall be submitted for City review
and approval if grading exceeds 50 cubic yards or the existing flow pattern is substantially modified
as determined by the City Engineer. If grading is less than 50 cubic yards and a grading plan is not
required, a grading permit shall still be obtained for a cursory drainage and flow pattern inspection
can be conducted before grading begins.
2. All natural drainage traversing the site shall be conveyed through the site, or shall be collected and
conveyed by a method approved by the City Engineer.
3. Please provide details of existing and post condition drainage through the project site.
4. Improvements as proposed on the site plan are acceptable. Curb line should match to the existing.
Improvements may be shown on the grading plans.
5. Remove the existing wood pole located near the south corner of the lot.
6. Dedicate right-of-way along property frontage up to 30 feet from centerline to property.

plans and reports. Below are PRELIMINARY CONDITIONS based on the proposed plan submitted to
the Planning Department. Conditions are subject to revision.

GENERAL
1. All new submittals for plan check or permit shall be made using the City of Lake Elsinore's (City)
online Citizen Self-Service Portal(CSSP).
2. All plans (Grading, Drainage, Improvement) shall be prepared by a Registered Civil Engineer using
the City's standard title block, Design Manual guidance, Lake Elsinore Municipal Code (LEMC),
California Building Code, Riverside County Flood Control for drainage, and City Standards unless
otherwise noted or approved by the City Engineer.
3. All slopes and landscaping within public right-of-way shall be maintained by the property owner.
4. In accordance with City's Franchise Agreement for waste, disposal and recycling, the Applicant shall
be required to contract with CR&R Inc. for removal and disposal of all waste material, debris,

vegetation, and other rubbish generated during cleaning, demolition, clear and grubbing or all other
phases of construction.
5. The project site shall be planned and developed to keep surface water from entering buildings
(California Green Building Standards Code 4.106.3).
6. The City has adopted ordinances for stormwater management and discharge control. In accordance
with State and Federal law, these local stormwater ordinances prohibit the discharge of waste into
the storm drain system or local surface waters. This includes non-stormwater discharges containing
construction waste, oil, grease, detergents, trash, or other waste remains.
7. A Soils/Geotechnical Report shall be submitted to the Engineering Department for any land
disturbance. The report shall address all hazards such as but not limited to seismic, liquefaction,
and subsidence. The report shall be signed and stamped by a registered Geotechnical Engineer.
LAND DIVISION—DEDICATION
8. Applicant shall up to 30 feet of right-of-way from centerline to property line along Chestnut Street
adjacent to the property frontage.
9. All required public right-of-way dedications and easements shall be prepared by the applicant or
his agent and shall be submitted to the Engineering Department for review and approval prior to
issuance of the Building Permit.
FEES
10. Applicant shall pay all applicable permit application and Engineering assessed fees, including
without limitation plan-check and construction inspection fees, at the prevalent rate at time of
payment in full. Fees are subject to change.
11. Applicant shall pay all Engineering Department assessed Development Impact Fees (DIF), Plan
Check and Permit fees (LEMC Section 16.34). Project applicable DIF fees include:
• Traffic Infrastructure Fee (TIF)—Due prior to issuance of Building Permit
o Single Family Residential-$1,369 per unit
• Transportation Uniform Mitigation Fee (TUMF)—Due prior to Occupancy
o Multi-Family Residential-$6,580 per unit
• Master Plan of Drainage Fee—Due prior to issuance of Grading Permit
o $6,600 per gross acre (Town No. 2 District)— Subject to change in 2022
• Stephens'Kangaroo Habitat Mitigation Fee—Due at Grading Permit
o $500 per gross acre

STORMWATER MANAGEMENT/POLLUTANT PREVENTION/NPDES

12. Project hardscape areas shall be designed and constructed to provide for drainage into adjacent
landscape.
Construction:
13. Erosion &Sediment Control—Prior to the issuance of any grading or building permit for construction
or demolition, the Applicant shall submit for review and approval by the City Engineer, an Erosion
and Sediment Control Plan as a separate sheet of the grading plan submittal to demonstrate
compliance with the City's NPDES Program and State water quality regulations for grading and
construction activities. At a minimum, the project shall consider and/or implement the following Best
Management Practices(BMP's) (Green Building Code Section 5.106.1.2):
Scheduling of construction activity Erosion Control on slopes
Preservation of natural features Perimeter sediment control
Vegetation and soil Sediment trap or basin to retain sediment onsite
Protection of storm drain inlets Wind erosion control
Drainage swales to control stormwater flow Good housing keeping BMP's — storage control of
wastes, debris, stockpiles, concrete cleanup, etc.
Mulching hydroseeding to stabilize disturbed soils
Non-stormwater discharges from site are a violation of LEMC Section 14.08.
IMPROVEMENTS
14. Applicant shall be responsible to construct the following improvements:
a. Curb, gutter, and sidewalk—may need to sawcut existing pavement
b. Residential driveway
c. Pavement section
15. An Encroachment Permit shall be obtained prior to any work on the City right-of-way. Applicant shall
submit the permit application, required fees and executed agreements, security and other required
documentation prior to issuance of permit.
16. Arrangements for the relocation of utility company facilities (power poles, vaults, etc.) shall be the
responsibility of the Applicant and/or property owner.
17. Roof drains shall not be allowed to outlet directly through coring in the street curb. Roofs should
drain to landscaped area.

Design
18. A grading plan signed and stamped by a Registered Civil Engineer shall be submitted for City review
and approval if grading exceeds 50 cubic yards or the existing flow pattern is substantially modified
as determined by the City Engineer. The plan shall include separate sheets for erosion control. The
grading submittal shall include supporting documentation and be prepared using the City standard
title block, standard drawings, and design manual(available at www.lake-elsinore.org).
19. The grading plan shall show no structures, landscaping, or equipment are located near the project
entrances that could reduce sight distance.
20. Applicant shall protect all downstream properties from damages caused by alteration of the drainage
patterns, i.e., concentrations or diversion of flow. Protection shall be provided by constructing
adequate drainage facilities including enlarging existing facilities and/or securing a drainage
easement.A maintenance mechanism shall be in place for any private drainage facilities constructed
on-site or off-site.
21. On-site drainage shall be conveyed to a public facility, accepted by adjacent property owners by a
letter of drainage acceptance, or conveyed to a drainage easement.
22. All natural drainage traversing the site shall be conveyed through the site, or shall be collected and
conveyed by a method approved by the City Engineer.
23. Drainage across property lines shall not exceed that which existed prior to grading. Excess or
concentrate drainage shall be contained on site or directed to an approved drainage facility. Erosion
of the ground in the area of discharge shall be prevented by installation of non-erosive down drains
and other devices.
24. On-site drainage including roof drains should be directed to a landscaped area.
25. All grading plan contours shall extend to a minimum of 50 feet beyond properties lines to indicate
existing drainage patterns.
26. All grading shall be done under the supervision of a geotechnical engineer and shall certify all slope
steeper than 2 to 1 for stability and proper erosion control. All manufactured slopes greater than
thirty(30) feet in height shall be contoured.
27. Applicant shall obtain "Permission to Grade"letters from adjacent property owners if grading outside
of property lines.
Permitting/Construction
28. Applicant shall execute and submit grading and erosion control agreement, post grading securities
and pay permit fees as a condition of grading permit issuance.
29. A preconstruction meeting with the City Engineering Inspector is required prior to commencement
of any grading activity.

30. Applicant shall mitigate any flooding and/or erosion downstream caused by the development of the
site and/or diversion of drainage.
31. Applicant shall apply for, obtain and submit to the City Engineering Department a letter from
Southern California Edison (SCE) indicating that the construction activity will not interfere with
existing SCE facilities (i.e. SCE NIL). SCE NIL shall be submitted prior to any issuance of permits.
32. Applicant shall submit a "Will Serve"letter to the City Engineering Department from the applicable
water agency stating that water arrangements have been made for this project and specify the
technical data for the water service at the location, such as water pressure, volume, etc. Will Serve
Letters shall be provided prior to issuance of permits.
33. Applicant shall coordinate all activities with adjacent property owners to the satisfaction of the City.
Applicant shall obtain all necessary off-site easements for off-site grading and/or drainage
acceptance from the adjacent property owners prior to grading permit issuance.
34. Applicant shall include minimum erosion control measures as part of the grading plan and
construction activities. A handout of the minimum standards can be obtained from the Engineering
Department.
PRIOR TO ISSUANCE OF BUILDING PERMIT
35. All Public Works requirements shall be complied with as a condition of development as specified in
the Lake Elsinore Municipal Code prior to building permit.
36. All required public right-of-way dedications or easements shall be prepared by the Applicant or his
agent and shall be submitted to the Engineering Department for review and approval prior to
issuance of building permit.
37. Pay all applicable Development Impact fees and Plan Check fees (LEMC Section 16.34).
PRIOR TO OCCUPANCY/FINAL CLOSEOUT
38. All public improvements shall be completed in accordance with the approved plans or as condition
for this development to the satisfaction of the City Engineer.
39. As-built plans for all approved plan sets shall be submitted for review and approval by the City.
Applicant is responsible for revising original mylar plans. Once the original mylars have been
approved, the developer shall provide the City with a digital copy of the as-built plans in.of format.
40. In the event of damage to City roads from hauling or other construction related activity, applicant
shall pay full cost of restoring public roads to the baseline condition.
41. All compaction reports, grade certifications, monument certifications (with tie notes delineated on 8
%"x 11"mylar) shall be submitted to the Engineering Department.

42. All required public right-of-way dedications or easements, shall be recorded. A recorded copy shall
be provided to the City prior to Certificate of Occupancy.
43. Applicant shall pay all outstanding fees prior to issuance of the Certificate of Occupancy.
44. Applicant shall provide AutoCAD and GIS shapefiles of all street plans. All data must be in projected
coordinate system. NAD 83 State Plane California Zone VI U.S. Fleet.
45. Applicant shall submit documentation pursuant to City's Security Release handout at final closeout.

BUILDING AND SAFETY DEPARTMENT
General Conditions
B-1. Final Building and Safety Conditions. Final Building and Safety
Conditions will be addressed when building construction plans are submitted to
Building and Safety for review. These conditions will be based on occupancy,use,
the California Building Code (CBC), and related codes which are enforced at the
time of building plan submittal. Solar will be required.
B-2. Compliance with Code. All design components shall comply with applicable
provisions of the 2019 edition of the California Building,Plumbing and Mechanical
Codes: 2019 California Electrical Code; California Administrative Code, 2019
California Energy Codes, 2019 California Green Building Standards, California
Title 24 Disabled Access Regulations, and Lake Elsinore Municipal Code.
B-3. Street Addressing. Applicant must obtain street addressing for all proposed
buildings by requesting street addressing and submitting a site plan for commercial
or multi-family residential projects or a recorded final map for single- family
residential projects. It takes 10 days for addressing to be approved please submit to
Sonia Salazar at ssalazar@lake-elsinore.org
B-4. Clearance from LEUSD. A receipt or clearance letter from the Lake Elsinore
School District shall be submitted to the Building and Safety Department to ensure
the payment or exemption from School Mitigation Fees.
B-5. Obtain Approvals Prior to Construction. Applicant must obtain all building plans
and permit approvals prior to commencement of any construction work.
B-6. Obtaining Separate Approvals and Permits. Trash enclosures, patio covers, light
standards, Solar and any block walls will require separate approvals and permits.
B-7. Sewer and Water Plan Approvals. On-site sewer and water plans will require
separate approvals and permits. Septic systems will need to be approved from
Riverside County Environmental Health Department before permit issuance.
At Plan Review Submittal
B-8. Submitting Plans and Calculations. Applicant must submit to Building and Safety
four(4)complete sets of plans and two(2)sets of supporting calculations for review
and approval including:
a. An electrical plan including load calculations and panel schedule, plumbing
schematic, and mechanical plan applicable to scope of work.
b. A Sound Transmission Control Study in accordance with the provisions of the
2019 edition of the California Building Code Section 1207.
c. Truss calculations that have been stamped by the engineer of record of the
building and the truss manufacturer engineer.
d. Solar will be required.
Prior to Issuance of Grading Permits) grading plans must be submitted to Engineering prior
to submitting plans to Building
B-9. Onsite Water and Sewer Plans_ Onsite water and sewer plans, submitted
separately from the building plans, shall be submitted to Building and Safety for
review and approval.
B-10. Demolition Permits. A demolition permit shall be obtained if there is an existing
structure to be removed as part of the project.
Prior to Issuance of Building Permit(s)
B-11. Plans Require Stamp of Registered Professional. Applicant shall provide
appropriate stamp of a registered professional with original signature on the plans.
Provide C.D. of approved plans to Building Division.
Prior to Beginning of Construction
B-12. Pre-Construction Meeting. A pre-construction meeting is required with the
building inspector prior to the start of the building construction.
