REDEVELOPMENT AGENCY

1. CALL TO ORDER
The regular meeting of the Redevelopment Agency was called to order
by Chairman Matson at 9:38 p.m.
2. ROLL CALL
PRESENT: BOARDMEMBERS: KNIGHT, MATSON, STRIGOTTE, VERMILLION,
VALENZUELA
ABSENT: BOARDMEMBERS: NONE
Also present were: Executive Director Molendyk, Agency Counsel Harper,
Assistant City Manager Gilbert, Community Development Director Miller,
Community Services Director Barrick, City Engineer Keith and Clerk of
the Board Money.
3. MINUTES
THE MINUTES OF MARCH 11, 1986 WERE APPROVED AS PRESENTED.
4. EXECUTIVE DIRECTOR'S REPORT
1. Mr. Molendyk reported that the EDA grant which staff has been
working on since November, 1984, has been resubmitted to Washing-
ton D.C. Everything looks positive and we should have an answer
by May, 1986.
2. Mr. Keith reported on the Main Street drainage project. Plans,
specifications and bid documents should be completed this week
so that they can be presented to the Agency at the April 9th
meeting for authorization to advertise for bids. It is hoped
that the work will commence around the middle of May, 1986.
3. Reported that staff has sent out two -hundred letters to the
development community during the past two weeks, promoting
Lake Elsinore.
5. UNFINISHED BUSINESS
A. Water System Extension Refund Agreement - The Willard Company.
MOVED BY STRIGOTTE, SECONDED BY VALENZUELA AND CARRIED UNANIMOUSLY
TO CONCUR WITH CITY COUNCIL ACTION TO APPROVE THE WATER SYSTEM
EXTENSION REFUND AGREEMENT WITH THE WILLARD COMPANY AND APPROPRIATE
FUNDS FROM THE AGENCY IN THE AMOUNT OF THIRTY -TWO -THOUSAND -FIVE -
HUNDRED -FORTY-NINE DOLLARS AND SIXTY CENTS ($32,549.60).
6. NEW BUSINESS
A. Commercial Project 85-7 - Jerry Lanting - Proposal to construct
a 76 -Unit Motel Project located on the northeast side of Casino
Drive, east of the San Jacinto River.
Mr. Miller gave an overview of the project and stated that staff
and Planning Commission recommend approval of Commercial Project
85-7 subject to twenty-seven (27) Planning Commission and sixteen
(16) Design Review Board conditions.
Mr. William Lanting, developer, addressed the Agency and expressed
-some concern with certain conditions, specifically conditions
number one, five, thirteen and twenty-seven.

b) A fire flow of 2500 GPM for a two hour duration at 20 PSI
residual operating pressure must be available before any
combustible material is placed on the job site.
c) A combination of on-site and off-site super fire hydrant,
on a looped system, (6" x 4" x 2-1/2" x 2-1/211) will be
required located not less than 25 feet or more than 165
feet from any portion of the building as measured along
approved vehicular travelways. The required fire flow shall
be available from any one adjacent hydrant(s) in the system.
d) Applicant/developer shall furnish one (1) copy of the water
system plans to the Fire Department for review. Plans shall
conform to fire hydrant types, location and spacing, and
the system shall meet the fire flow requirements. Plans
shall be signed/approved by a registered civil engineer and
the local water company with the following certification:
"I certify that the design of the water system is in accor-
dance with the requirements prescribed by the Riverside
County Fire Department".
e) Install portable fire extinguishers as per NFPA, pamphlet
number 10.
f) In lieu of fire sprinkler requirements, building(s) must be
area separated into 6,000 and 8,000 square foot compartments
as per section 505(e) of the Uniform Building Code.
g) Any compartment containing fifteen (15) or more units will
require a fire alarm system.
h) Applicant/developer shall be responsible to provide or show
that there exists conditions set forth by the Fire
Department.
i) Final conditions will be addressed when building plans are
reviewed in Building and Safety.
14. Applicant is to meet all Riverside County Flood Control and
Water District requirements for flood prevention and regula-
tions.
15. Applicant is to meet all Department of Transportation requiremen
and recommendations for traffic safety.
16. All off-site improvements, including improvement of Casino Drive
and improvements along the San Jacinto River shall be completed
prior to the release of utilities and issuance of a Certificate
of Occupancy.
17. Meet all requirements of Ordinance No. 571 (Chapter 12.06 of
the Municipal Code) regarding encroachment permits.
18. Meet all requirements of Ordinance No. 572 (Chapter 16.34 of
the Municipal Code) regarding public improvements for buildings
and subdivisions.
19. Meet all requirements of Ordinance No. 636 (Chapter 15.72 of
the Municipal Code) regarding grading.
20. Meet all requirements of Ordinance No. 603 (Chapter 15.64 of
the Municipal Code) regarding flood hazard regulations.

21. Meet all requirements of Ordinance No. 711 (Chapter 15.68 of

or its designee per Ordinance No. 529.
27. Property owner shall make irrevocable offer of dedication for
flood control purposes on all the property within the floodway
of the San Jacinto River. (To be reworded by the City Attorney
to the effect that all property within the floodway which was
not needed for flood control purposes would be automatically
deeded back to the property owner.)
28. Building elevational sections that exhibit expansive block w
as depicted within submitted elevational plans shall receive
additional architectural treatment to offset bland views. as
approved by the Design Review Board.
29. Two decorative Spanish design lighting lamps shall be erected
on both sides of the driveway approach entrance to the motel
complex, as approved by the Design Review Board.
30. All roof -mounted equipment, trash area and ground support
equipment shall be effectively architecturally screened from
public view, and including room conditioners as indicated
on subject building elevations per plans, which shall be
subject to the approval of the Community Development Director.
31. All planting areas shall have permanent and automatic
sprinkler system with one -hundred percent (100 0) watering
coverage.
32. A final landscape/irrigation plan is to be reviewed and
approved by the Design Review Board.
33. All planting areas shall be separated from paved areas with a
six inch (611) high concrete curb.

34. Plantings within ten feet (101) of singular ingress/egress t
point shall be no higher than thirty-six inches (3611).
35. A master signage plan for the motel shall be reviewed and
approved by the Design Review Board.
36. All on-site lighting shall be shielded and directed so as not
to create glare onto neighboring properties or streets.
37. Street trees shall be planted inside the public right-of-way,
and be separated a maximum of thirty feet (301) and be a
minimum of fifteen (15) gallon in size.

38. All conditions of approval are to be met prior to Building
Division issuance of a Certificate of Occupancy and release
of utilities.
39. Building elevations shall be constructed as depicted on plans
and/or as modified by Planning Commission or Design Review
Board. Any proposed changes will require resubmittal to the
Design Review Board.
40. The designated site for Phase II shall be maintained with interi
landscaping and graded to allow drainage to street or collector.
41. Building elevational sections that exhibit expansive block
walls as depicted within submitted elevational plans shall recei
additional architectural treatment to off -set bland views, as
approved by the Community Development Director.
42. Two decorative Spanish design lighting lamps shall be erected
on both sides of the driveway approach entrance to the motel
complex, as approved by the Community Development Director.
43. A precise grading plan shall be submitted to the Engineering
Department, to be reviewed and approved by the City Engineer.
44. Only Class "A"" fire retardant roofing materials shall be used.
45. Applicant shall revise final landscaping plan submitted to
reflect removal of landscaping treatment within the northerly
2:1 proposed embankment area of the project.

B. Zone Change 86-3 - Jerry Lanting - Request to change the zoning
designation from R-1 and C-1 to C-2, on four (4) acres located
on the northeast side of Casino Drive on the east side of the
San Jacinto River.
MOVED BY VALENZUELA, SECONDED BY STRIGOTTE AND CARRIED UNANIMOUSLY
TO CONCUR WITH CITY COUNCIL ACTION TO ADOPT NEGATIVE DECLARATION
AND APPROVE ZONE CHANGE 86-3 SUBJECT TO FINDINGS AND APPROVE FIRST
READING OF ORDINANCE NUMBER 759.
7. REPORTS AND
Mr. Strigotte asked the City Attorney for an update on Redevelopment
Project Area II bond issue. Mr. Harper reported that the bond project
is progressing on scheudule and should be complete around the end of
May.
