REDEVELOPMENT AGENCY

1. CALL TO ORDER
The regular meeting of the Redevelopment Agency was called to order
by Chairman Matson at 9:02 p.m.
2. ROLL CALL
PRESENT: BOARDMEMBERS: KNIGHT, MATSON, STRIGOTTE, VERMILLION,
VALENZUELA
ABSENT: BOARDMEMBERS: NONE
Also present were: Executive Director Molendyk, Agency Counsel Hopkins
Assistant City Manager Gilbert, Community Development Director Miller,
Community Services Director Barrick, City Engineer Keith and Clerk of
the Board Money.
3. MINUTES
MOVED BY KNIGHT, SECONDED BY VALENZUELA AND CARRIED UNANIMOUSLY TO
APPROVE THE MINUTES OF FEBRUARY 11, 1986.
4. EXECUTIVE DIRECTOR'S REPORT - None.
5. UNFINISHED BUSINESS
A. Extension of Exclusive Negotiating Agreement between the City
of Lake Elsinore Redevelopment Agency and Krieger -Nunes Blueport
Enterprises.
Mr. Molendykreported that he had received a letter from Krieger -
Nunes requesting an extension of the exclusive agreement for one -
hundred -twenty days, to July 10, 1986. Mr_ Krieger has indicated
negotiations are going smoothly with potential commercial devel-
opers and should be completed within one -hundred -twenty (120) days.
Staff recommends approval of this extension.

TO APPROVE EXTENSION OF EXCLUSIVE NEGOTIATING AGREEMENT WITH
KRIEGER-NUNES BLUEPORT ENTERPRISES FOR A PERIOD OF ONE -HUNDRED -
TWENTY DAYS, THROUGH JULY 10, 1986.
B. Water Main Extension Refund Agreement - Willard Company.
MOVED BY STRIGOTTE, SECONDED BY KNIGHT AND CARRIED UNANIMOUSLY TO
CONTINUE WILLARD COMPANY WATER MAIN EXTENSION REFUND AGREEMENT
TO MARCH 11, 1986.
C. Agreement for Offsite Improvements - Residential Project 85-9 -
Thomas Brothers Development Corporation.
1 On November 12, 1985, Residential Project 85-9 was approved for
Redevelopment Agency participation for offsite public improvements
in an amount not to exceed.One-Hundred-Fifty-Thousand Dollars
($150,000.00). Due to time constraints with regard to bidding
and awarding contracts and required Agency approval, the developer,
Mr. Nick Thomas, with the City Attorney's approval, has submitted
a revised agreement which states the developer will construct total
offsite improvements including that portion previously identified
as the City's, with a total cost not to exceed One -Hundred -Fifty
Thousand Dollars ($150,000). The improvements involve portions
of Kellogg and Lindsay Streets.

TO APPROVE AGREEMENT FOR OFFSITE IMPROVEMENTS FOR KELLOGG AND
LINDSAY STREETS - RESIDENTIAL PROJECT 85-9 - THOMAS BROTHERS
DEVELOPMENT CORPORATION, IN A TOTAL AMOUNT NOT TO EXCEED ONE -
HUNDRED -FIFTY -THOUSAND DOLLARS ($150,000).
6. NEW BUSINESS
A. Planning and Negotiating Agreement - Pacific Heritage Associates.
Mr. Miller reported that the subject agreement proposes that
Pacific Heritage (the Planner), shall assist the Agency/City in ,
preparing a Development Feasibility Study, MasterPlan and
implementation strategy for development of specific beachfront
area. Staff recommends the Redevelopment Agency approve the
proposed agreement and direct the Agency Chairperson to execute
said agreement.

PLANNING AND NEGOTIATING AGREEMENT BETWEEN THE AGENCY AND PACIFIC
HERITAGE ASSOCIATES.

B. Conditional Exception Permit 86-1 - Robert A. Belzer - Request to
vary from City Parking Code to accommodate 3342 square foot
restaurant within an existing commercial shopping center.
MOVED BY-VALENZUELA,-SECONDED BY STRIGOTTE AND CARRIED UNANIMOUSL_
TO CONCUR WITH COUNCIL ACTION TO ADOPT FINDINGS AND APPROVE
CONDITION`., EXCEPTION PERMIT 86-1, SUBJECT TO TWO CONDITIONS.
C. Conditional Exception Permit 86-2 - Warm Springs Associates -
Request to allow two cul-de-sacs in excess of 600 feet long,
per Municipal Code Section 16.16.020.
MOVED BY VALENZUELA, SECONDED BY STRIGOTTE AND CARRIED UNANIMOUSLY
TO CONCUR WITH COUNCIL ACTION TO ADOPT FINDINGS AND APPROVE
CONDITIONAL EXCEPTION PERMIT 86-2, SUBJECT TO ONE CONDITION.
7. REPORTS AND RECOMMENDATIONS

Ms. Valenzuela thanked Mr. Hopkins for attending tonight as Acting
City Attorney and Agency Counsel in Mr. Harper's absence.
Mr. Matson requested an update on Lakepoint Park. Mr. Molendyk stated
the project is on schedule. Mr. Riley stated that mulching started
today and seeding should commence on Monday. Soccer goals are in and
bleachers are on order.
