Hello Jim,
eWay Corp is excited about the opportunity to provide website redesign services to the city of
Lake Elsinore. We believe this represents an excellent opportunity to present our website design
and development approach.
We have delivered several projects from a technical and functional standpoint to create an
engaging and unique visitor experience. Our expertise in WordPress adds to the power of our
web development practice. We can build a responsive, user-friendly, visually attractive, ADA-
compliant website with a mobile-rst approach.
This proposal will remain valid for ninety (90) days after submission. If selected, our team will

Descrip on of Services to be Provided
Site Infrastructure
We understand that the primary goal of this project is to replace the city's current website with a
new and improved website, along with an updated Content Management System (CMS).
Our team will design the city website (www.lake-elsinore.org) to provide a means for complete
citizen engagement, with enhanced capabilities for the city to provide the public with information
and collect information from them. Our proposed open-source CMS enables staff and users to
make revisions and updates to existing pages, with approval processes to prevent unauthorized
publishing of any site content.
We recommend WordPress as the preferred CMS for the city website.
The newly developed website will conform to all modern web standards and security
requirements (including being secured via SSL/HTTPS).
Our goal is to provide a mobile-rst design with all features and functionality and ensure
everything looks and works correctly on mobile/tablet/desktop and is compatible with
browsers like Edge, Chrome, and Firefox.

We work with you to ensure your products are usable by people with disabilities and aligns
with Web Content Accessibility Guidelines (WCAG 2.0 A , AA), the Federal Access Board
under section 508 subsection 1194.22 of the Rehabilitation Act and Americans with
Disabilities Act (ADA) best practices.
The city website will have social media buttons to cross-share content from the site to the
social media channels. Content like blogs and videos will be automatically shared on
social media channels once the editor updates the content on the main website.
We will include a Google translate button as a browser extension to the website. It will
enable you to browse not only a single page but browse an entire website in your chosen
language.
WordPress version control helps you track changes to your website to monitor what's
happening and roll back those changes if needed and will help you to meet State of
California Records Retention and Retrieval requirements.
We will also develop a responsive dashboard with the help of Google Analytics to
understand page statistics, audits, site performance, polls/surveys, and engagement.
We will use the WordPress plugin – “Notication – Custom Notications and Alerts for
WordPress”. It will enable city staff to send out bulk messages when content will be
added/changed based on preferences set by site visitors.
Design Look and Feel
Using the Calendar plugin TheEventsCalender Pro, you can set up calendars for diverse
groups, clone events for recurring events, include unique agendas, lter views, and even
integrate them with social media.
We will incorporate existing site branding as theme throughout all pages of the new site.
Google search button will be provided on all pages of the site.

Content Management
A WordPress document management plugin built into your CMS organizes and protects your
resources. It will allow you to organize and manage uploaded documents and images. It
sorts and lters your les to make it easy to search and sift through multiple documents.
We will implement the WordPress plugin 'Scheduled Content' that will allow you to schedule
part of your post content to be published and expired based on the dates you specify. You
will get the notication once the content gets passed.
WordPress Media Library Screen allows you to publish and display media content.
WordPress CMS allows you to schedule blog posts or site pages.
WordPress page builder plugin – Beaver Builder allows you to easily create beautiful websites
and landing pages without writing any code and drag and drop page design and placement
of content modules.

The plugin provides the functionality to register for events posted to the City's website
calendar, including the staff's ability to set attendance limits and allow for a waitlist when the
limit is reached.
Security/Authorization
WordPress CMS role-based permission functionality allows you to add and manage users
and specify access rights centrally. Admin can create groups with different access rights.
You can also
Limit certain group members from specic content and content management
functionality.

Additional Functionality
RSS Feeds on frequently updated content such as news releases and calendar events.
WordPress Cascading Style Sheets (CSS) gives you the ability to make a website responsive,
add colors, change fonts, modify the layout, and ne-tune a website's visual presentation.
Like HTML and JavaScript, CSS is a client-side frontend language, which means it executes
on the user's end rather than on the backend server.
The city website users can easily create custom pages and content within the site's templates
as we will integrate the site with other e-Gov services software such as GIS, permitting,
online bill payment, constant contact, and See Click Fix.
With WordPress CMS, the city staff can implement a temporary landing page displayed when
a user browses the site's root to convey critical information, such as during an emergency.
The newly developed website will be integrated with the GIS data sources by API integration.
We will use the WordPress plugin – “Gravity Forms”. It will help you publish web forms for
collecting and classifying information from public members.
You can also integrate the newly developed site with the CRM with the help of API integration.
We can provide the web chatbot functionality to answer the content/services queries of the
audience. The most important thing for the city is to keep the communication channel open
and make the audience realize that their questions are heard and answered. Here are some

highly available and resilient, secure, reliable, and compliant infrastructure.
We will provide you with all separate development and production environments.
Our design and development team will allow City staff to perform a demo/test of the
software during the website CMS selection process.

We will ensure everything looks and works correctly on mobile/tablet/desktop and is
compatible with browsers like Edge, Chrome, and Firefox.
We will design and develop site themes and style sheets that maintain a standard look and
feel throughout the website.

Warranty
eWay Corp will provide a warranty of 90 days from deploying the application to the production
environment. It will include xing bugs and UI issues within the project's scope, and it does not
have any content updates or new feature requests that were not part of the original and
approved scope of the project.
Post this period, eWay Corp provides Support through a Software Support Contract.

basis on the actual time spent performing the tasks.

assign one Project Manager and service desk engineer responsible for all maintenance service
