Paramount Software Solutions Inc., (Paramount) thanks the City of Lake Elsinore (City/COLE)
for providing us the opportunity to submit our solution to RFP for Website Redesign.
Paramount in a nutshell – As a solutions-focused IT consulting, IT Services firm, we are dedicated
in providing high-quality, cost-effective technical solutions to public and private agencies all
within the defined timelines. With industry presence from 1997, we have been leveraging the
expertise of more than 250 technical consultants to support and maintain project stability across
various customers. We are a Certified Minority Owned Small Business, with a D & B score of 95
consistently.
We work closely with the City stakeholders to replace the current website with a new and improved
website, with an updated Content Management System (CMS). The new website would be easier
for users to navigate, more efficient for City staff to manage, as well as provide an expanded
variety of services to the citizens of the City. We will ensure to enhance the user experience,
simplify content management, and provide improved citizen-centric information and customer
service to City’s community, while meeting and maintaining high standards for design quality and
visual appeal.
Our experience working with various domains, customers on similar requirements, coupled with
our team (management and technical), has given us more confidence to support the City in this
project initiative and to be successful. We are sure, we are the right partners to work with the City
and its team successfully in providing redesign of the existing website that exceeds your
expectations.
The proposal response will be valid for a period of 90 days from the date of receipt of this
opportunity. The below named individual is respondent and is authorized to conduct negotiations

Our Understanding
The scope of work involved in this project is to have a new website created to replace its
existing website. The list of activities as part of the scope includes:
For us customer first strategy is important. We come up with a strategy focusing on our
customer priority and will work accordingly on the requirements.
We do a detailed analysis to find out, who are the users what types of users who want
certain things? We focus on the users in terms of what kind of font required, what is the
size, brand and logo etc.
We will make sure that the City website looks simple, look & feel and user friendly.
Navigation should be very easy user friendly, i.e, a greater number of pics attracts a greater
number of visitors and gains insights when user losses the attention. We make sure that the
navigation is very minimal. Our developers make sure breadcrumb is included so that user
doesn’t lose the path from where they came from.
To provide the users with a simple, clean and intuitive site. The site must be easy to use
and accessible to people with disabilities.
To provide better usability – We will ensure the web pages load within 5 seconds at
California’s average download speed of 92 Mbps.
To consider the design presented by the department, to be taken as the basis for the
development of the web pages. Minor changes to be made without affecting the scope of
the project.
All site/page features in the rework of the web pages as described in the design document.
To ensure 508 compliant. The reworked web pages will comply with ADA requirements,
which includes W3C’s Web Content Accessibility Guidelines 2.1, Levels A and AA.
We make sure bootstrap may be utilized on the mobile phone, laptop website
We don’t suggest readily available images as we develop it, design it, slice it and then dice
it

Our Proposed Solution
Paramount has been instrumental in developing custom websites, Web applications using Open
Source as well as commercial Content Management Systems (CMS) for our customers. To provide
the CMS with a cost effective and very robust website, we will use a powerful, feature-rich open-
source content management system Drupal to deliver suite of services including: website design,
development, implementation, maintenance and enhancement. This solution meets and most often
exceeds Portal’s demand for easy content access, while providing secure content editing.
Paramount’s proposed CMS solution is flexible enough for specialized customer requirements,
while meeting government 508/ADA access standards and industry best practices. Our proposal
solution is architected using Drupal framework.
Paramount’s team has identified the challenges faced by the City and plans to propose Drupal 9
CMS platform for the design, development, and implementation of a new responsive website.
These efforts call for the right skill set, a robust methodology, competent project management and
effective teamwork.

Content Authoring and Editing - Drupal’s content management features make it easy to create
and manage the City Website. Drupal’s Content Authoring Modules such as BUEditor, CKEditor,
Taxonomy Menu Block etc. Improves user experience of authoring content. This feature helps the
City’s team to easily update and manage contents.
Static Data – Static Data such as documentation, tutorials, libraries, and media files will be
managed using Media related modules. This feature helps in archival of documents!
Dynamic Data – Drupal allows pulling in news related to the City website from an RSS Feed by
using Aggregator module should the City request this as part of multi-media and keeping data up
to date – such as Weather etc.
Drupal has Core Statistics, Advanced Statistics Modules that supports in data collection and the
generation of custom reports accordingly. Detailed statistics about the individual websites can be
provided using Google Analytics Module that will provide reports of site visits, node views,
referring sites and can also have different traffic reports sent to the site admin via email on a regular
schedule. Query tools Module can be used to query and save Drupal Objects. Third party open
source Message Boards such as PHPBB bulletin board software can be integrated in Drupal to
provide Message Board feature.
Web Page Authoring Tool - Drupal provides access to Single or Multiple Authors to manage and
author the content for each of the website depending on the access credentials provided.
The solution will allow designated users to update, edit and delete content of webpages based on
their user role which is linked to an authentication system such as NESS Application Protocol
(NAP) credential system.
Search Engine Capability – Drupal’s Search Module will be used to provide a powerful Search
Engine Capability accordingly.
Per the stated requirement the City Intranet will have the same look and feel as the portal to
resemble consistent user experience.
Responsive Web Design – Bootstrap (related Modules) will be used to develop the City
responsive web site that will provide sleek, intuitive web user experience in various devices and
on various browsers.
Bread Crumbs – Very intuitive Bread Crumbs will be designed and developed that will provide
the users of the web site an exceptional navigational capability and within 3 user clicks or less,
user should be able to navigate back to the original/ starting page during the browsing experience.
Website Architecture
Functionality Implementation Using Drupal - Drupal being a CMS, also allows adding new
functionalities with the help of contributed and custom coded modules. These modules are like
plugins that will add extra functionality to the existing website. Let us look at few of the main
modules that we propose to utilize in the City’s website redesign project.

Design: For any website to be attractive and appealing for the user to visit the site is the design of
the website. We at Paramount have designed and developed many websites for our customers

which has not only attracted many of their customers but also has got a good ROI. We have a
strong team of UI/UX Designers, who would creatively design the screens.
Template: Since Drupal allows creating templates. The first and foremost part of this development
would be to create various templates for responsive website and then proceed with development.
User Permissions: User Permissions are settings which are configured to determine what different
levels of users are allowed to see and/or do. Permissions are defined for various roles, and in turn,
users are assigned to these roles in order to grant them the defined permissions.
Responsive Theming: Responsive Web Design or RWD is a feature that City can consider for
this project. In responsive Design the Desktop version and Mobile version of a website can be
generated using the same code base.
Administration - Drupal's content management features make it easy to create and manage City
intranet site. The modules such as Content type Editor, Adding Blocks, Menu Manager, Site
configuration and user management allow the administrator to manage site contents and users.
The Drupal CMS solution, which we are proposing in this response, will be integrated with City’s
Azure Active Directory (for user authentication).
Knowledge of How to Meet WCAG 2.0 Level AA standards
As part of the website accessibility task, we make sure to take care of the W3C standards along
with Section 508.
Our developers are aware and have made sure to follow Section 508 standards for all the websites
that are developed at Paramount.

Accessibility: Considering the fact that the website should be accessible to everyone, including
those with disabilities as well, we test the websites for 508 compliance.
While evaluating a website's accessibility, it is important to look at it from a user experience
perspective. Often users mistake web accessibility as being only for those with barriers like
blindness or mobility issues. However, we will make sure to test for its accessibility by broadening
our view by including anything and everything that might possibly hinder a user in accessing the
website. This is more critical when there are rapid changes in the technology and adoption of
mobile devices – tablets, notebooks and many more as such. And with many browser options such
as Firefox, Chrome, Safari, IE and others. These new adoptions cause many a challenges, making
the website test for its accessibility.
The general goal of evaluating a site's web accessibility is how well it deals with these varying
circumstances.
Here are considerations to take into account when performing web accessibility analysis:
Cross-Browser/Cross-Platform Compatibility: There are many browsers available for the
users these days, and to make sure to reach out to all of them, we need to make sure our website
is accessible on most/ widely used browsers and as well as the mobile devices (responsiveness).
This is the best way of reaching to the majority of the users.
Color Choice: Color plays a major role in any of the websites (it makes the website look and
feel better) and not too harsh on the users eye. This color not to cause hindrance to people with
color-blindness or poor vision? So, this is one of the key aspects that need to be considered
while testing the website.
Usage of HTML Accessibility and Markup features: This is the part of the development
effort; however, our testing team will test the codes to make sure the website is developed in
such a way that it is easy for people who would utilize the assistive technologies – such as
screen reader, or to listen to the text/ content. Also, this aids users with visual impairments. To
check if these features and techniques are being utilized in the HTML coding, by using the
HTML tags correctly.
Readability: The heart of any website or portal is the content. The following are the tasks that
are concentrated in the Readability task. For example, even in web apps — which aren't City’s

o Clarity in reading: We will make sure to check if the fonts are big enough and if there
is sufficient contrast between the text and its background?
Enjoyment of reading: Here we test for the users’ enjoyment in reading the content with a
dark background and a small text with a dark font. Would users appreciate and enjoy the

content? Is the information accurate, of high quality and well-written? Do font characteristics
such as size, spacing and color make reading longer passages easy or do they strain the eyes?
Ongoing Support and Maintenance Services
Paramount has offered and is offering ongoing support and maintenance services for some of our
customers. This experience helps us in providing the required continuing support and maintenance
service that exceeds City’s expectation.
Our Support & Maintenance Model
Upon successful completion of the website design and development services, the website is hosted
on the server and then support and maintenance activities would begin. As part of our support and
maintenance activities, we make sure the City’s website is either updated and/or technically sound.
As part of our support & maintenance we designate certain resources as administrators, who will
support the City’s users at times of emergencies. These designated resource will have access to the
live support data through which they can resolve these emergency issues on priority basis.
Moreover, should there be a need we also support in the day-to-day operations of the City’s
website. We propose a standard support & maintenance time frames for all emergency issues -

in the event of a disaster or even that causes the production environment to be unavailable.

a. Paramount DRaaS can be used to restore files or folders of protected VMs. This is
helpful for accidental deletions or other unintended modifications.
2. VM Recovery
a. Paramount DRaaS uses continuous replication and writes to a Journal before
committing to the base disk. The journal allows Zerto to restore a protected VM to any
point in time for the duration of the journal. VM Recovery is useful to mitigate

Project Timeline
Identify a window of time indicating availability to start the project. The selected firm will be
required to enter into a written contract with the City of Lake Elsinore in a form approved by the
City Attorney. It is expected that work will commence upon award of contract.
Taking into consideration the timelines provided by the City on the final delivery dates, we have
worked our timelines. However, our dedicated PM will have a conversation during the project
kick-off to discuss the timelines, deliverables, and other logistical matters with the City
stakeholders. In case of any changes to the timelines, we will adjust it accordingly to accommodate
the final timeline as defined by the City.
Paramount proposes the below mentioned sample timeline for this Website Design, Development
and Implementation Service project.
Based on the tentative award date (10/2022) provided by the City, we consider the project to
kick-start on 10/17/2022 and launch the newly developed site by early May 2023.
We have done a gestimation to work on this project. When we do research in a discovery phase,
we go through the entire scope of work and give you the estimates.
We understand the duration of the life span and we would be with the city during the duration
