Proposed Amended Rules (PAR) 1111 - Reduction of NOx Emissions from Natural-Gas-Fired Furnaces and 1121 - Reduction of NOx Emissions from Residential Type, Natural-Gas-Fired Water Heaters The 2022 Air Quality Management Plan (AQMP) includes control measures for the industrial, commercial, and residential sectors that are based on accelerated deployment of the cleanest possible technologies available. For residential and commercial buildings, South Coast AQMD has developed and proposed zero-nitrogen oxide emission standards for space heating, water heating, cooking, and other appliances for installation in new buildings and replacement at the end of useful life for units in existing buildings. Rules will apply when appliances are voluntarily replaced and when existing appliances break. Exceptions will be allowed for: Construction or utility upgrade delays; High-altitude areas; and Owner of multifamily buildings. During the first quarter of 2025, South Coast AQMD will launch GO ZERO, an appliance rebate program to assist with early transition to zero emission appliances. Comments on the proposed amended rules can be made at: A virtual Working Group meeting to be scheduled; Stationary Source Committee on March 21, 2025; and The full Governing Board for a Public Hearing on May 2, 2025.
