Agenda Item #4 – Approval of Local Government & Small Business Assistance Advisory Group (LGSBA) 2024 Accomplishments and Seek Items for 2025 Goals & Objectives LGSBA Chair Rodriguez called for approval of the 2024 LGSBA Accomplishments and input on 2025 Goals & Objectives. Members proposed 2025 priorities, including updates on the Clean Fuels Program and Compliance & Enforcement activities, focusing on non-emission-related NOVs, AB 617 progress and Monitoring and Analysis projects. Agenda Items #6 – Overview on LGSBA Procedures to Adopt a Formal Recommendation Daphne Hsu, Principal Deputy District Counsel, presented LGSBA Procedures to Adopt a Formal Recommendation or Provide a Communication. Bill LaMarr commented that an item from December 2002 Board Meeting pointed out that Advisory Board members shall consist of no more than 15 members. Agenda Item #7 – Fiscal Year 2024-25 General Fund Budget Sujata Jain, Chief Financial Officer, provided an overview of the General Fund Budget, highlighting key aspects such as staffing levels, expenditures, and revenues required to maintain current program commitments. Agenda Item #8 – Overview of South Coast AQMD INVEST CLEAN Aaron Katzenstein, Deputy Executive Officer of Technology Advancement Office, presented an overview on South Coast AQMD’s INVEST CLEAN grant. The project aims to achieve several key objectives, including reducing air pollution and greenhouse gas (GHG) emissions, supporting job creation, leveraging funding opportunities, addressing environmental justice concerns, and improving goods movement, among others. Paul Avila raised questions about job prospects, and Ted Bui expressed concerns about road damage from heavier electric vehicles. There were no public comments. Agenda Item #9 – Update on Permitting Enhancement Program Jason Aspell, Deputy Executive Officer of Engineering and Permitting, presented an update on the Permitting Enhancement Program and other permit streamlining efforts. Mr. LaMarr asked -5- about permit inventory and unrealized funds. Mr. Aspell explained the various portions of the flow chart represent the number of applications received and completed and there is a constant stream of revenue being realized. Rita Loof asked if the Engineering & Permitting would be processing the Rule 1151 emissions reports and how it would impact the workload. Jason Aspell explained that those reports are provided to the Planning, Rule Development & Implementation Division. Supervisor Hagman inquired about application follow-up processes. Mr. Aspell highlighted the Facility Information Detail (FIND) tool available on South Coast AQMD’s website. There were no public comments. FROM PETROLEUM REFINERIES AND RELATED OPERATIONS •Purpose : Reduce NOx from refinery operations •Adopted in November 2021 •Refinery operators required to directly meet emission limits or submit an alternative implementation plan (I-Plan) •To date refinery operators have submitted 19 permit applications and are implementing I-Plans •Staff provides periodic updates to Stationary Source Committee on implementation of Rule 1109.1n targets. 3 RULE 1118: CONTROL OF EMISSIONS FROM REFINERY FLARES •Purpose: Monitor and record data on refinery andrelated flaring operations, and to control andminimize flaring and flare-related emissions •Amended in April 2024 requiring: •Meet target of 0.5 tons of SO2 per million barrels by 2025 •Meet annual performance target of 0.3 pounds of NOx emissions per Hydrogen production capacity of plant •Starting January 1, 2025, submit a monthly report through the Flare Event Notification System (FENS), approved by the Executive Officer or designee, within 30 days after the end of each month 4 3 4 01/17/25 3 RULE 1180 and 1180.1: FENCELINE AND COMMUNITY AIR MONITORING FOR PETROLEUM REFINERIES, RELATED FACILITIES AND OTHER REFINERIES •Purpose: Require Real-Time Fenceline AirMonitoring Systems and to establish a feeschedule to fund refinery-relatedcommunity air monitoring systems thatprovide air quality information to the public. •Adopted in January 2024 •The deadline to pay the applicableinstallation fee for the community airmonitoring systems is January 31, 2025. Thefee schedule is outlined in Table 2 of Rule1180 and 1180.1. 5 RULE 1111: REDUCTION OF NOx EMISSIONS FROM NATURAL GAS- FIRED, FAN-TYPE CENTRAL FURNACES •Purpose: Reduce NOx emissions from natural gas furnaces •Applies to manufacturers, distributors, sellers, and installers of residential and commercial fan-type central furnaces •Last amended in September 2023 •Mitigation Fee Option for manufacturers of fan-type central furnaces for mobile homes who elected to pay a per-unit fee instead of meeting the 14 nanogram/Joule NOx emission standard will end on September 30, 2025 6 5 6 01/17/25 4 RULE 1168: ADHESIVE AND SEALANT APPLICATIONS •Purpose: Reduce emissions of VOCs, toxic air contaminants, and stratospheric ozone-depleting compounds from the application of adhesives, adhesive primers, sealants, and sealant primers •Last amended in November 2022 •Manufacturers and retailers must submit a Quantity and Emissions Report to South Coast AQMD •The deadlines for reporting years 2023 and 2024 are May 1, 2025, for big box retailers and September 1, 2025, for manufacturers and private labelers •Additionally, starting January 1, 2025, it is prohibited to manufacture, supply, sell, offer for sale, or use single-ply roof material adhesives, single-ply roof membrane adhesives, roof sealants, and primers within the South Coast AQMD if they contain more than 0.01 percent by weight of either para-chlorobenzotrifluoride (pCBtF) or tert-Butyl acetate (t-Bac) 7 RULE 1405: CONTROL OF ETHYLENE OXIDE EMISSIONS FROM STERILIZATION AND RELATED OPERATIONS •Purpose: Reduce Ethylene Oxide emissions from Sterilization and related operations and to collect information from warehouses receiving materials sterilized with Ethylene Oxide •Last amended in December 2023 •Operators of any facility performing ethylene oxide sterilization, as well as post-aeration storage facilities, Tier I warehouses, and Tier II warehouses, must conduct a source test to demonstrate compliance, and implement a Leak Detection and Repair (LDAR) program •Permit applications are due by September 1, 2025 8 7 8 01/17/25 5 RULE 2305: WAREHOUSE INDIRECT SOURCE RULE – WAREHOUSE ACTIONS AND INVESTMENTS TO REDUCE EMISSIONS (WAIRE) PROGRAM •Purpose: Reduce local and regionalemissions of NOx and PM and tofacilitate local and regionalemission reductions associatedwith warehouses and the mobilesources attracted to warehouses •Adopted in May 2021 •All warehouse operators withgreater than or equal to 100,000square feet of indoor space arerequired to submit an AnnualWAIRE Report documenting theircompliance in 2024 by January 31,2025 9 Compliance Training https://www.aqmd.gov/home/programs/business/business-detail?title=compliance-training&parent=certification-programs-training •Compliance assistance training is provided by South Coast AQMD to enhance understanding of applicable air quality regulations, introduce new control technologies and assist industry with achieving and maintaining compliance with federal, state and local clean air requirements. •Classroom Instruction •South Coast AQMD offers a variety of courses that provide participants with the opportunity to interact with South Coast AQMD compliance staff, learn more about existing and upcoming air quality regulations applicable to their industry and resources to assist industry in achieving their clean air goals.
