SUBJECT: LESJWA WORK ORDER AND SOLE SOURCE PURCHASE FOR
FLOATING ISLANDS HABITAT
Background
Aquatic vegetation can play an important role in improving Lake Elsinore's water quality.
For instance, aquatic plants can remove nutrients from the water and reduce wind
suspension of sediments, which reduces algae growth. In addition, aquatic plants
provide important habitat for beneficial zooplankton (algae grazers), fish and fowl.
Besides water quality benefits, aquatic vegetation can be aesthetically pleasing.
Most of Lake Elsinore is essentially an aquatic desert that is barren of any living macro -
vegetation. The Lake Elsinore /San Jacinto Watersheds Authority's long term goal is to
promote the establishment of aquatic vegetation around the margins of Lake Elsinore to
reduce algae and enhance habitat.
LESJWA received a $25,000 donation from the Inland Empire Waterkeeper to improve
Lake Elsinore's water quality and habitat. The Inland Empire Waterkeeper is a nonprofit
organization whose mission is to protect and enhance the water quality of the upper
Santa Ana River Watershed. LESJWA desires to utilize this funding to install three
small floating islands in Lake Elsinore to evaluate their efficacy.
Aquatic vegetation comes in many forms. The three general categories of aquatic
plants are submersed, emergent and floating. Free - floating surface plants derive their
nutrients directly from the water; whereas, rooted plants pull most of their nutrients from
the sediment. Floating or suspended aquatic plants would be ideal for areas around
Lake Elsinore that are too deep for a marsh, yet have the potential to provide shelter.
The Lake has no floating plants, because there are no still -water areas. Wind and wave
actions are the enemies of floating plants. When the afternoon winds come up on Lake
Elsinore, any floating plants would quickly wash -up on shore. A company named, Bio-
Haven, has developed a floating island platform for aquatic vegetation that can be

anchored in place. This system may have some application in certain locations around
Lake Elsinore.
Discussion
LESJWA desires to contract with the City of Lake Elsinore to purchase and install the
floating islands habitat in the large cove off the T- peninsula. This is a good location,
because it is a sheltered area that is away from the boating traffic. Per the LESJWA
Work Order, the City would be required to purchase, install and plant the floating islands
habitat.
City Staff has obtained a quote from a local distributor of Bio- Haven's Floating Islands to
purchase three floating island platforms, in the amount of $21,250. City Staff may
perform all the installation and planting in -house or it may negotiate all or part of this
work with the vendor. Given the unique nature of Bio- Haven's Floating Island product,
City Staff desires to make a sole source purchase per Exception to Bid Procedures
(LEMC Sec. 3.08.0708) for an amount not to exceed $25,000.
Fiscal Impact
No fiscal impact, as the City shall be reimbursed by LESJWA up to the Work Order
amount.
Recommendation
City Staff recommends approval of the following items.
1. Approve LESJWA Work Order in the amount of $25,000 and authorize the City
Manager to execute the document.
2. Approve the Exception to Bid Procedures per LEMC Sec. 3.08.0706 for the sole
source purchase of Floating Islands and other services in an amount not to
exceed $25,000.

Bio -haven Floating Islands

Current wetlands restoration funds available for Islands, $25,000.00
A typical floating island configuration:
250' Island consisting of three modules each of shipping size which are joined as a single
unit by the use of stainless steel rods and connecting plates.
The standard bio- matrix is 4 layers... total= 8" thick which has a Reserve Buoyancy of
25lbs. pr sq ft.
Depending on the size and density of the plants, sod and overall loading factors such as
workers, the island may ride higher or lower in the water.
If a higher profile, more weight tolerant island is a priority then the island can be
engineered to accommodate higher reserve buoyancy. (RB)
Higher Buoyancies can be achieved by the addition of more layers of bio -matrix and
marine foam, increasing the thickness and cost accordingly.

Stinnett Enterprise is a Southern California representative of "Floating Islands West" and
a local vendor of their products.
Bio Haven Floating Islands® and other related products feature a bio matrix core made
from inert recycled plastic. Additional buoyancy to support the weight of plants,
materials and inhabitants of the islands, is provided by internal structural bonding using
marine foam. The natural looking island shapes support aquatic and terrestrial native
plants and provide habitat above and below the waterline. The bio matrix acts as a
floating wetland and haven for the biology necessary to remove nutrients and pollutants
from the water while providing a beautiful addition to the lake.
Stinnett Enterprise has been pleased to work with the members of SAWAPA/LESJWA
and The Inland Waterkeepers (provider of the funds) for their support in developing this
project. Special consideration and thanks go to Pat Kilroy, lake manager and City of
Lake Elsinore for developing this opportunity to improve water quality and habitat for
the lake environment.
