Thank you for requesting Pre-Application Review of a conceptual proposal to amend the land use designations
of approximately 386.5 acres within Phases 1 through 3 of the Alberhill Village Specific Plan. The proposed net
change in acres for the land use categories is Industrial: +288.0 (from 0.0); Institutional/University: -62.1 (from
90.8); Mixed Use: -46.7(from 136.1); Single-Family Residential: -98.4 (from 272.3); Medium Density Residential:
-98.8 (from 167.8); Medium-High Density Residential: -29.1 (from 43.9); High Density Residential: +65.1 (from
77.6); Open Space: +31.9 (from 172.3); Lake: -26.0 (from 26.0); Public Water Facility: +1.5 (from 2.7); and
Streets: -25.4 (from 121.9). The project site is generally located on the west side of Lake Street between Alberhill
Ranch Road and Interstate 15 (APNs: 390-130-038; 390-130-038; 390-130-040; 390-130-016; 390-130-017;

In accordance with Section 17.410.040 of the Lake Elsinore Municipal Code, the purpose of this letter is to
provide you information on relevant policies, regulations, and procedures, and identifies significant issues
relevant to the proposed project. Moreover, the information, pertinent policies or recommendations provided
herein are advisory only and shall not constitute or be construed as an approval or denial of a land use or a
development permit by the City.
Accordingly, the City's Design Review Committee (DRC) consisting of staff from the Planning Division,
Engineering Division, Building & Safety Division, Fire Department, and Elsinore Valley Municipal Water District
have reviewed your application and provided comments that are included in this letter and the attachments for
your reference.

Planning Division Comments
1. The project site is located in the General Plan's Alberhill District and the Amended and Restated
Alberhill Village Specific Plan (AVSP) adopted by the City Council on February 28, 2017.
2. The conceptual proposal raises concerns with respect to consistency with the adopted AVSP vision
statement. The AVSP envisions to "reclaim a more than 100-year-old mining site and the development
of a landmark university-oriented mixed-use planned community over the span of several decades,
which will define the northwestern entrance into the City of Lake Elsinore. The AVSP will create a
comprehensive and functional community that blends with the City of Lake Elsinore and provides a
major entry statement for the north end of town." The proposed removal of the university and reduction
in mixed-use areas represents a substantial departure from the current vision, goals, and objectives of
the AVSP. (AVSP Goal 1, Objectives 1-1 through 1-6) Furthermore, the General Plan encourages the
development of institutions including educational campuses. (General Plan Policy 1.6)
3. The conceptual proposal raises concerns with respect to land use compatibility due to the proposed
change in the land use designation of approximately 288 acres to Light Industrial and the resulting
adjacency of industrial to sensitive land uses including residential and worship. To offset negative
impacts of noise, light, visibility, activities and/or vehicular traffic associated with industrial activities on
residential and other sensitive land uses, the project would need incorporate design measures which
may include, but not limited to, building siting and design, physical barriers, and land use transitions.
(General Plan Section 2.3.4 Policy 3.2; General Plan Section 4.8.3 Policy 12.1-2)
a. Consider locating industrial uses adjacent to compatible uses such as transportation (freeway),
mining, quasi-industrial and/or commercial in order to separate incompatible uses, reduce
potential for land use conflicts and provide an ordered land use pattern.
b. Consider developing a land use plan that includes development of unified or clustered
community-level and neighborhood-level commercial centers as well as a mix of industrial uses
per General Plan Section 2.3.4 Policy 1.2. and 1.4.
c. Clearly indicate the purpose of the open space and entity responsible for maintenance. Open
space must serve clear functions such as park space, flood control, water quality facilities,
conservation or recreation/trail space.
d. How will Hillside Residential in Planning Area 5 connect to roadway network? The existing plan
does not contemplate connectivity to this area.
4. The conceptual proposal raises concerns with respect to design and layout of the circulation system.
The introduction of industrial uses to the plan area would result in increased truck traffic within the
project area. The road network must be carefully designed and coordinated with the various land uses
to provide adequate roadway capacity, avoid increase in traffic congestion and delays, ensure safe and
efficient access, and implement traffic controls to prevent truck traffic from entering residential areas.
Truck routes along are to be identified in a truck route plan.
5. The conceptual proposal raises concerns with respect to potential reductions in currently permitted
residential densities. SB 330 prohibits the City of Lake Elsinore from changing the specific plan land
use designation of areas where housing is an allowable use to a less intensive use or reducing the
intensity of housing, unless the City concurrently changes the development standards, policies, and
conditions applicable to other parcels within the jurisdiction to ensure that there is no net loss in
residential capacity. Current specific plan designations where housing is an allowable use include
Regional Mixed Use, Institutional / Educational (University Village), Residential, Hillside Residential and
Community Mixed Use. SB 330, as extended by SB 8, is effective until 2030.

6. The conceptual proposal raises concerns with respect to development phasing.
a. New non-mining land uses adjacent to existing mining operations to provide an adequate buffer
with a buffer distance from mining operations based on an evaluation of: noise, aesthetics,
drainage, operating conditions and operating hours, biological resources, topography, lighting,
traffic and air quality. (General Plan Policy AH1.5)
b. Housing development should occur in lockstep with commercial and industrial development to
ensure an adequate jobs/housing balance is maintained throughout development of the specific
plan area. (General Plan Policy 1.8)
7. A fiscal impact analysis should be prepared for City review.
8. Coordinate early and often with public service providers (e.g., Fire, Police, School, Library) to
understand adequacy of existing service capacity in project area.
9. Prior to entitlement, the Developer shall submit a Due Diligence application to Elsinore Valley Municipal
Water District (EVMWD) at engservices(a)evmwd.net and attend a Due Diligence meeting to obtain the
project's requirements for water and/or sewer service.
10. Coordinate early and often with utilities to understand requirements and presence of existing utilities
that may affect project constructability.
11. A Specific Plan Amendment will be required. Substantial changes to the specific plan or its vision may
warrant the preparation of a new specific plan document to supersede the existing document.
12. Public outreach is strongly encouraged. A public outreach plan should be submitted for department
review.
13. The project will require tribal consultation under Senate Bill 18 and Assembly Bill 52.
14. The City contracts with an approved consulting firm to provide California Environmental Quality Act
(CEQA) documentation and compliance. The applicant for the proposed project is responsible for the
costs related to CEQA review. An Initial Study will be required for this project, and it is anticipated that
following engineering reports and technical studies will be required:

PRE-APPLICATION COMMENTS:
1. A revised circulation section will need to be included in the specific plan amendment for further
review and approval, including but not limited to:
a. A revised circulation plan with identified roadway classifications.
b. A revised section for standard street figures and cross sections; assign each street a
proposed roadway classification.
c. Revised non-vehicular circulation will need to be identified in the plan with standard
figures and narratives such as, street parkways, bicycle lane standards by classification,
overall bikeway plans, bikeways classifications and assigned proposed streets.
d. The circulation plan is required to include proposed trail standards, cross sections, and
overall trail plans.
e. Mass transit will need to be coordinated with RTA to include routing and additional
requirements in the roadways.
f. Include proposed circulation phasing within the plan.
2. The reconfiguration/removal of Streets A, B, C, and D hinder the circulation within the area.
Additional connectivity across the development area will be required.
3. Has the specific plan considered the impacts to the Lake Street interchange due to increased
traffic from the light industrial and high density residential proposed within the area? (i.e. hook
ramps and interchange expansion)
4. The hillside residential area land use plan does not provide any circulation to the area and will
need to be included.
5. The phasing plan is required to include two points of access at all times for the development.

LAQUINTA The Fire Department has reviewed this submittal and provides the

MORENO VALLEY 1. Hazardous Fire Area: this project is in a Very High Fire Hazard

vegetation management provisions contained in the Lake Elsinore

such mitigations must be addressed in the required Environmental

3. Each phase of development must independently meet all
applicable fire department requirements, including water supply,
emergency vehicle access and circulation, and High Fire Area risk
mitigations.
4. Any structures required to have any mitigation measures stipulated
in a fuel management/fire protection plan must comply with those
requirements prior to final inspection.
5. Fire department standards require that dead-end roads not exceed
660 feet in length in High Fire Areas. Street B appears to
terminate in a cul-de-sac with a length near or exceeding 660 feet.
Ensure that in the final design, no dead-end streets exceed 660
feet.
6. The proposed project is expected to have a cumulative adverse
impact on the fire department's ability to provide an acceptable
level of service. These impacts include an increased number of
emergency and public service calls due to the increased presence
of structures, traffic, and population. The project
applicants/developers will be expected to provide proportional
mitigations to these impacts via capital improvements and/or
impact fees. Upon additional impact analysis, the
applicants/developers may be required to enter into an agreement
with the City to offset costs and impacts.
7. The nearest fire station is outside the acceptable estimated
response distance and response drive time to all or a portion of the
project. The applicant/developer will need to work with Fire
Department Operations and City staff to provide a fire station or
mitigate response needs. Property dedicated for a fire station will
need to meet Fire Department specifications, including timing,
location, size, access, utilities and constructability.
8. Mitigations in lieu of a fire station may consist of providing
additional funds to contribute to the construction of a future fire
station to ensure that hazard and response needs are met. Timing
and payment arrangement shall be approved by Riverside County
Fire Department and the City of Lake Elsinore.
These comments are preliminary; further review will occur upon
receiving further plans. Additional requirements may be necessary at
that time.

BUILDING AND SAFETY DEPARTMENT
General Conditions
B-1. Final Building and Safety Conditions. Final Building and Safety
Conditions will be addressed when building construction plans are submitted to
Building and Safety for review. These conditions will be based on occupancy,use,
the California Building Code (CBC), and related codes which are enforced at the
time of building plan submittal. Solar will be required.
B-2. Compliance with Code. All design components shall comply with applicable
provisions of the 2022 edition of the California Building,Plumbing and Mechanical
Codes: 2022 California Electrical Code; California Administrative Code, 2022
California Energy Codes, 2022 California Green Building Standards, California
Title 24 Disabled Access Regulations, and Lake Elsinore Municipal Code.
B-3. Street Addressing. Applicant must obtain street addressing for all proposed
buildings by requesting street addressing and submitting a site plan for commercial
or multi-family residential projects or a recorded final map for single- family
residential projects. It takes 10 days for addressing to be approved please submit to

B-4. Clearance from LEUSD. A receipt or clearance letter from the Lake Elsinore
School District shall be submitted to the Building and Safety Department to ensure
the payment or exemption from School Mitigation Fees.
B-S. Obtain Approvals Prior to Construction. Applicant must obtain all building plans
and permit approvals prior to commencement of any construction work.
B-6. Obtaining Separate Approvals and Permits. Trash enclosures, patio covers, light
standards, Solar and any block walls will require separate approvals and permits.
B-7. Sewer and Water Plan Approvals. On-site sewer and water plans will require
separate approvals and permits. Septic systems will need to be approved from
Riverside County Environmental Health Department before permit issuance.
At Plan Review Submittal
B-8. Submitting Plans and Calculations. Applicant must submit to Building and Safety
online portal for electronic plan check and permitting:
a. An electrical plan including load calculations and panel schedule, plumbing
schematic, and mechanical plan applicable to scope of work.
b. A Sound Transmission Control Study in accordance with the provisions of the
2022 edition of the California Building Code Section 1207.
c. Truss calculations that have been stamped by the engineer of record of the
building and the truss manufacturer engineer.
d. Solar will be required.
Prior to Issuance of Grading Permit(s) grading plans must be submitted to Engineering prior
to submitting plans to Building
B-9. Onsite Water and Sewer Plans. Onsite water and sewer plans, submitted
separately from the building plans, shall be submitted to Building and Safety for
review and approval.
B-10. Demolition Permits. A demolition permit shall be obtained if there is an existing
structure to be removed as part of the project.

appropriate stamp of a registered professional with original signature on the plans.

house, trach enclosure tot lots and picnic areas.

buildings by requesting street addressing and submitting a site plan for commercial
or multi-family residential projects or a recorded final map for single- family
residential projects. It takes 10 days to issue address and notify other agencies.

systems when a house meter is not specifically proposed.
At Plan Review Submittal
B-11. Must submit Grading Plans to Engineering prior to Building. Building will not
accept plans if they have not been submitted to Engineering first.
Submitting Plans and Calculations. Applicant must submit to Building and
Safety online portal for electronic plan check and permitting:
a. An electrical plan including load calculations and panel schedule, plumbing
schematic, and mechanical plan applicable to scope of work.
b. A Sound Transmission Control Study in accordance with the provisions of the
Section 5.507, of the 2022 edition of the California Green Code.
c. A precise grading plan to verify accessibility for the persons with disabilities.
d. Truss calculations that have been stamped by the engineer of record of the
building and the truss manufacturer engineer.
Prior to Issuance of Grading Permit(s)
B-12. Onsite Water and Sewer Plans. Onsite water and sewer plans, submitted
separately from the building plans, shall be submitted to Building and Safety for
review and approval.

reports are required before demo permit will be issued.

o Provide a Regional Water Analysis that analyzes average day demand, max day demand, peak hour
demand, max day plus fire demand, pump station capacity, and reservoir storage capacity.
o Provide a Regional Sewer Analysis that analyzes sewer average day flow, peak dry weather flow, and lift
station capacity(if applicable).
