Subject:Construction Contract Award for All American Asphalt for the SB-1
Mountain Street Tract Pavement Rehabilitation Project CIP Z10088
Recommendation
Approve and authorize the City Manager to execute a Public Works Construction Agreement with
All American Asphalt in the amount of $3,074,001.75 for the SB-1 Mountain Street Tracts
Pavement Rehabilitation Project, CIP No. Z10088 in such final form approved by the City
Attorney, authorize the City Manager to execute change orders not to exceed a 10% contingency
amount of $307,400.18, and authorize the City Engineer to record the Notice of Completion once
it is determined the work is complete and the improvements are accepted into the City-maintained
roadway network.
Background
The project consists of pavement rehabilitation, striping, and drainage improvements to the
Mountain Street Tracts. Project limits for the west area are Running Deer Rd. to the north, Lincoln
St. to the west, Lake St. to the east, and Northpoint St. to the south. Project limits for the east
area are Oakview Ln. to the north, Ontario Way to the west, Elena Ln. to the south, and
Beechwood Ln. to the east.
The project was advertised on September 5, 2024. The low bidder is All American Asphalt with a
total cost of $3,074,001.75.
Discussion
Contractor Bids were secured via the City’s electronic bidding portal, PlanetBids, on October 1,
2024, at 2:00 PM. Results were immediately made publicly visible. The City received eight (8)
bids from qualified contractors. Staff recommends awarding the project to the apparent qualified
low bidder, All American Asphalt. The bid results are summarized below:

Fiscal Impact
The Public Works Construction Agreement will result in a cost of $3,074,001.75 plus an additional
10% contingency of $307,400.00. Funding for this project is allocated within the approved CIP
Budget.
