As I noted yesterday, Mr. Kilroy reached out about CDF issue on Friday, November 8, 2024. I responded to him that very day. I told him that I would look into the matter and respond back. On Thursday, November 14, 2024, I ind ependently reached out to him again and said that I was still awaiting information on the issu e. Yesterday morning, Wednesday, November 20, he emailed me again. I responded and indi cated that we were still working on it. Late yesterday afternoon, Wednesday, November 20, I rec eived information that he was correct. I sent him an email informing him. Afterwar d, I told you as well. All told, from the time that the issue was brought to our attention, until yesterday when we completed our review of the inquiry and responded back to Mr. Kilroy, it took just 8 business days. While we never want to see issues lik e this arise, we worked diligently and quickly to address the issue. Please keep in mind t hat our inquiry included working with the City’s Tax Administrator, which is a separate company , and the County as well. Was a mistake by the city and its staff made? There was a mistake made somewhere along the way. Howev er, as soon as learned about it, we began the process of addressing it. As noted above, we got to the correct resolution within 8 business days. If so, will the City Council need to rescind this ac tion taken on June 25? If so, when? No, the City Council, as the Successor Agency to the Redevelopment Agency, is required by the county of Riverside to provide a certified Re solution to the County each year to confirm special taxes for the property tax roll for CF D No. 90-2. We did this year on June 25, 2024. Since it is the original Ordinance adopted on December 11, 1990 that provides for the authorization of the levy and adjustments, we d o not need to take any further action on the Resolution. Equally importantly, it is important to recognize that the Resolution did not create a new tax. It was considered and passed to meet County requirements only. Ordinance No. RDA 1 entitled "An Ordinance of the Governing Board of the Redevelopment Agency of the City of Lake Elsinore Levying Special Taxes Within the Redevelopment Agency of the City of Lake Elsinore Community Facilities District No. 90-2 (Tuscany Hills Public Improvements)", was adopted on December 11, 1990. How much of this tax has the city already collected from these affected residents? I am told that four homeowners have already paid the tax. All told, 424 homeowners received incorrect tax bills. They will all receive new tax bills in the very near future. Will they be refunded whatever they may have paid? The four homeowners that have already paid the tax will r eceive a refund.
